1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:01 pm.
2. There were no public comments noted.
3. A motion to approve the August 2019 minutes was made by Mr. Beard and it was seconded by
Mr. Pool. Motion passed.
4. Mr. Mark Flynn, Captain Flynn Training Academy, LLC, will provide Civilian Training in the
Workplace to HAWC Staff and the Board on Wednesday, September 25, 2019 at 9:00 am and
breakfast will be provided.
5. Received a letter from the USDA Rural Development that our request for a rent increase for the
Monterey House has been approved and will go into effect on October 1, 2019. We have a
meeting October 10 to discuss reducing the amount that goes into the reserves each month for
Monterey House.
6. Mr. McMunn reviewed the narrative for HAWC and Francis Murphy financials for the month and
fiscal year ended August 30, 2019. August net revenue was under budget due to a shortfall of
HUD payments compared to HAP payments to the landlords. The absorbing of 10 vouchers
from the Hagerstown Housing Authority had an immediate effect on port in revenue but will
take some time to filter through the HUD system. YTD revenue is favorable to budget.
Labor/Fringe benefits for the month were at budgeted levels. Total expenditures for the year
are favorable to budget. Field work for the FY2019 audit was completed and draft statements
should be ready for review by the end of September. At Francis Murphy, revenue for August
remains consistent with previous months. Maintenance costs were at budgeted levels and
remain favorable. YTD net loss results in a YOY favorable variance.
7. In the area of development, several items were discussed. The purchase of the Tanglewood
Apartments occurred on July 29, 2019. Mid-August the Maintenance team began self-
performing work at the property. Smoke detectors were missing and replaced with 10 year
lithium battery detectors and two hot water tanks were replaced. There is a massive bed bug
infestation at Tanglewood which is under control. There has been a large turnover (8) plus two
more in October. HAWC will apply for energy grants in October 2019 which we anticipate will
be awarded in April 2020. The air conditioning units are original and old. We will put up a fence
in the near future. Since the purchase of Tanglewood it has become evident that HAWC does
extremely well and should consider becoming a property management company. Several staff
members went on a site visit to the Milestone Garden Apartments. We had an appraisal done
on the property. We also discussed having the Washington County Housing Solutions minutes
incorporated into the regular Board meeting. A resolution will be written for this.
8. The meeting adjourned at approximately 1:02 pm with a motion by Mr. Beard and a second by
Mr. Pool. Motion passed.
