1. The Regular meeting was called to order by Chairman Nicholas V. Hill, Sr. at 12:03 pm.
2. There were no public comments noted.
3. The agenda was accepted as written.
4. A motion to approve the February 21, 2019 minutes was made by Mr. Pool and it was seconded
by Mr. Beard. Motion passed.
5. There are three current Board member’s whose term expire in 2019. The three are Nicholas V.
Hill, Sr., David Pool and Ronnie Brezler. Ms. Guglielmini will go before the Board of County
Commissions on May 2, 2019 to request extending terms of these three individuals.
6. The Financial Disclosure Statement is due to the Board of County Commissioners on April 30,
2019. We have received all documents from the Board.
7. The MPIA request has been a voluminous, time consuming process. We have until March 29 to
have all the documents ready.
8. Resolution 2019-04 – PHA 5-year and Annual Plan will be filed with HUD. We will go to stream
lining this year for those participants on a fixed income. Motion made by Mr. Pool with a
second by Mr. Brezler to approve the resolution. Motion passed.
9. Mr. McMunn reviewed the narrative for HAWC and Francis Murphy financials for the month and
fiscal year ended February 28, 2019. Net revenue unfavorable variances in February was due to
overpayment by HUD of Section 8 funding and we were overpaid by Hagerstown Housing for
port-ins. Expenditures for the month driven by unfavorable variances in the area of legal fees
and snow removal. Year to date we are still favorable. At Francis Murphy we were pretty much
right on budget for revenue and the bottom line. Expenditures were over budget due to snow
removal. The Francis Murphy audit has been completed. Any refinancing of the Frances Murphy
mortgage loan will require legal action so any savings would be lost in legal fees. We don’t
expect to hear from Interfaith Housing on the sale of Francis Murphy until June 2019. Motion
made by Mr. Beard and seconded by Mr. Badaki to accept the financial report as presented.
Motion passed.
10. Ms. Guglielmini talked about the Family Self Sufficiency (FSS) program. We had a graduate in
January and two households signed on in February. FSS is a 5-year program geared toward
becoming self sufficient. The wait list is still manageable at this point and closing it is not an
issue at this time. Maintenance is working on the office security. We provide reasonable
accommodations to our seniors (i.e., grab bars,5 foot rule, etc.). We had someone come in
under the witness relocation program looking for housing. The MAHRA conference has changed
to the MGM National Harbor and will be May 29 – 31, 2019
11. The meeting adjourned at approximately 12:45 pm.
