The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 10:00 a.m. by the President, Ronald L. Bowers, with the
following members present: Vice President Richard E. Roulette and Commissioners R.
Lee Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Pastor Charles Orr, Harvest Baptist Church,
followed by the Pledge of Allegiance the Flag by the full Assemblage.
PROVIDE STREET INSPECTION SERVICES TO TOWN OF BOONSBORO
Motion made by Commissioner Roulette, seconded by Salvatore to make a county
inspector available to the Town of Boonsboro to provide street inspection services
on an as -needed, overtime basis. Unanimously approved.
AMENDMENT TO PROVIDE FOR HISTORIC ZONING
After reviewing a proposed amendment to the Zoning Ordinance which would provide
for historic preservation districts, the Commissioners agreed for the amendment to
be considered at Public Hearing on September 15th.
PAY MATERIALS COST FOR COFFMAN HOME PARKING LOT PROJECT
Motion made by Commissioner Snook, seconded by Roulette to assume the cost of
approximately $1280 for the stone used in the resurfacing of the entrance driveway
and parking lot at the Coffman Home for the Aging. Unanimously approved.
NEW POWER LINES IN TRI-STATE AREA
Potomac Edison and Allegheny Power Service Corporation officials made a
presentation to the Commissioners to inform them of their plan to put up 25 miles
of power lines in the Tri-State area, including a 5 -mile length through Washington
County near Hancock. They said that the new line will provide reinforcement to the
Hancock and Warfordsburg areas whose increases in electrical demand require that
action be taken now. They also said that an informational public hearing was
scheduled for August 21st in Hancock.
BID OPENING - EMERGENCY AIR UNIT (COMPANY 25) BUILDING
Bids for the construction of a building to house Company 25 Emergency Air Unit,
based on revised specifications, were publicly opened and read aloud. Firms
participating in the bidding and their proposals were as follows: Mid -East
Builders $149,000, Leroy E. Myers - $160,280. The bids will be reviewed by
appropriate officials prior to a decision being rendered. Unanimously approved.
BID OPENING - COMPREHENSIVE GENERAL LIABILITY INSURANCE
One bid was received and publicly opened for Comprehensive General Liability
Insurance coverage. Carroon & Black submitted an annual premium bid of $235,524
for a $1,000,000 policy. The bid will be reviewed by appropriate officials prior
to a decision being rendered.
BID OPENING - RESEALING AND RESTRIPING TENNIS COURTS
Bids for Resealing and Restriping fourteen (14) tennis courts were publicly opened
and read aloud. Firms participating in the bidding and their proposals were as
follows: John W. Taylor & Associates - Smithsburg (6 courts) - $8,400,
Williamsport (4 courts) - $5,500, Hancock (2 courts) - $2,985, Maugansville (2
courts) - $2,985; American Tennis Courts, Inc. - Smithsburg (6 courts) $11,020,
Williamsport (4 courts) - $7,060, Hancock (2 courts) - $4,350, Maugansville (2
courts) - $4,350; Har -Tru Corporation - Smithsburg (6 courts) - $14,272,
Williamsport (4 courts) - $8,780, Hancock (2 courts) - $4,947, Maugansville (2
courts) - $4,680. The bids will be reviewed by appropriate officials prior to a
decision being rendered.
CONTRACT FOR ELECTRICAL INSPECTION SERVICES
Motion made by Commissioner Downey, seconded by Salvatore to enter into a
contractual agreement with the Middle Department Inspection Agency, Inc. who
submitted the high rate of 200 of fees collected for the performance of electrical
inspections in Washington County, and to approve of the fee schedule submitted with
the proposal. Unanimously approved.
PUBLIC HEARING - PLUMBING CODE AMENDMENT
The Meeting was convened in Public Hearing at 11:30 a.m. to permit any resident of
Washington County to testify concerning the proposed Amendment to Section P-501.7.3
and P-501.8.4 of the 1985 BOCA Basic Plumbing Code to require that solder joints

shall be made with solders and fluxes having a lead content of two-tenths of one
percent or less. There being no one present to speak for nor against said
amendment, the President announced that the Record would remain open for ten (10)
days for comments to be submitted in writing. He closed the Hearing at 11:45 a.m.
and reconvened the Meeting in Regular Session.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at 11:45 a.m. in regard to personnel matters, pursuant to the Authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Snook to reconvene in Regular
Session at 12:15 p.m. Unanimously approved.
PART-TIME EMPLOYEE - COUNTY COMMUTER SYSTEM
Motion made by Commissioner Salvatore, seconded by Downey to approve of employing a
part-time employee to handle the County Commuter's Special Assistance
Transportation Program for the handicapped and elderly, with said employee to be
compensated from the proceeds of the program. Unanimously approved.
EMPLOY PARK GUARD
Motion made by Commissioner Snook, seconded by Salvatore to employ Paul King in the
position of Guard for the Department of Parks & Recreation, to fill an existing
vacancy. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Salvatore, seconded by Snook to adjourn at 12:20 p.m.
Unanimously approved.
