BOARD OF DIRECTORS MONTHLY MEETING
March 20, 2019- MEETING MINUTES
The Board of Directors held their monthly meeting at the Agricultural Education Center on Wednesday, March 20,
2019. President Sue Harr called the meeting to order at 4:00p.m.
Board members in attendance: Katie Carr, Sue Harr, Joe Layos, Jay Miller, Dave Moore, Jeff Semler, Mike Starliper;
excused- Dennis Reeder
Staff in attendance: Andrew Eshleman- Public Works Director, John Pennesi- Dept Director- Parks and Facilities,
Danny Hixon, Dave Brooks- Facilities Coordinator, Erin Overdorff - Office Associate
APPROVAL OF MINUTES
Minutes from the January, 2019 meeting were approved with a motion.
CITIZENS COMMENTS
Lee Downey of Mackintosh Realty was present to propose purchasing a piece of property adjacent to the Ag Ed
Center facility. The property is listed at $39,000. The owners would reduce the price to $29,000 for the County to
purchase. An additional parcel next to the property is for sale at $50,000. Mr. Downey strongly encouraged the
Board to recommend to the BOCC to purchase the property. The appraisal for both parcels combined is $85,000.
Lot 2 is 1.01 acres and lot 1 is 1.135 acres. There was a question if the sellers would be interested in a charitable
contribution for tax purposes. Mr. Downey shared that the $10,000 reduction would be their charitable
contribution. There is a shared right of way for the properties.
COMMISSIONERS COMMENTS
Commissioner Cline shared that he thought the RHM presentation and civility training went well and shared his
thanks. He thought it was very thorough and expressed how important the finger printing process is for working
with children. He appreciated all that attended in support.
FACILITIES COORDINATOR REPORT
⋅ The Mason Dixon Kennel Club held there annual dog match on February 23, 2019. They will be hosting another
event on March 30-31, 2019.
⋅ The Quad State Beerfest Shamrocked Edition was held on March 16th. They had over 2500 attend the event.
⋅ Dave Moore hosted the East Coast Tech School in the MP Building on March 9th.
⋅ The Bits and Bridle Tack Sale will take place on March 23th. They will be utilizing the MP Building. Event runs
from 9am to 2pm

RURAL HERITAGE MUSEUM AND VILLAGE REPORT
Board members expressed their positive thoughts following the RHM presentation and Training Part 1
administered during the February 27th RHM meeting.
There has been an approximate 80% return rate with the process thus far with volunteer screening and training.
We are pleased with the level of compliance.
Moving forward we hope the board will encourage everyone to comply with this process in a positive manner to set
and achieve goals.
Reforming the RHM Committee will be the next step in the process to rebuild the RHM organizations. There is a
clean slate start for this committee of 9. Names will come to the Ag Board for approval to form the committee.
Spring Open House is April 6 and 7 from 1pm-4pm.
The Special Events RHM Committee asked permission to place a plaque at the Bread Oven in memory of Bill
Theriault. There was brief discussion on naming rights at the facility, identifying that this was not naming or
dedicating the structure to this individual. Motion passed to allow the plaque.
The RHM buildings are going to be re-keyed as an added measure of security. Physical keys were previously
duplicated. Electronic switches will be installed on museum entry doors. No physical keys will be given to
volunteers, instead they will receive ID badges that are activated key cards.
Please let the office know when you are available to complete the certification process if you are interested.
UNFINISHED BUSINESS
Sound System and Wifi update- cable has been ordered and will be installed in the near future
Fundraising- Details from a Fundraising Shooting event were discussed
Proposed date October 5- 8am registration, 9am start
Logistically, North American Rod and Gun will work better than the originally discussed Isaac Walton location.
Shooter info: $100- individual; $400- team of 4; Ticket includes pp 75 clay pigeons, lunch, door prize ticket,
refreshments; 10 station, 75 total clay targets; Registration limited to 20 teams; Goal- 20 teams of 4 shooters (80
shooters total)
Sponsor Info: $100 sponsors- 18x24 sign with business name at event; BOD to seek sponsors- local businesses-
possibility of doing tiered sponsors as well
Raffle info: 500 ticket, $10.00 per ticket or 1000 tickets, $5.00 per ticket; Raffle options- 1 gun or 2 guns or gun
and money; Gun transaction handled by Hendershots; BOD to sell raffle tickets
Auction item info: Goods or Services- Golf, shells, guided shoot; Items auctioned after shoot, during lunch
portion; BOD to seek auction items- donations
Additional items to consider: Skill prizes; Door prizes; Trophies
Food info: Steak Lunch- Ernst Market or other group (look into options); approximately $12-$15 pp; Alcohol
after shoot- selling and licensing by gun club
Additional day of info: Mulligans- $20.00 each; 50/50 raffle
Estimated net profit from the event- $5,000-$10,000
Possibly look into Eventbrite for credit card purchases for ease of use
A brochure pamphlet will be put together for the event. Funds go to future improvements at the facility. Board
members can let people know that the next project is security.
People will need to be on hand at the event to lend assistance. Please plan accordingly.
NEW BUSINESS
Discussion ensued regarding the potential purchase of adjacent property. Site distance for entrance/exit to the
facility could be difficult or prohibit it being used for that purpose. Other problems with maintenance and future
use were discussed. Without additional assessment, possibilities are limited. There was a question on if the
property could be used for stormwater management requirements if future development happens on the property.
Motion made that Board is not interested at this time in purchasing the property, motion seconded, motion carries.
