BOARD OF DIRECTORS MONTHLY MEETING
January 16, 2019- MEETING MINUTES
The Board of Directors held their monthly meeting at the Agricultural Education Center on Wednesday,
January 16, 2019. President Sue Hull called the meeting to order at 4:00p.m.
Board members in attendance: Katie Carr, Sue Hull, Joe Layos, Jay Miller, Dave Moore, Darren Olden,
Dennis Reeder, Jeff Semler
Staff in attendance: Andrew Eshleman- Public Works Director, John Pennesi- Dept Director- Parks and
Facilities, Dave Brooks- Facilities Coordinator, Erin Overdorff - Office Associate
APPROVAL OF MINUTES
Minutes from the October, 2018 meeting were approved with a motion.
INTRODUCTIONS AND COMMISSIONERS COMMENTS
Public Works Director Andrew Eshleman was introduced to the board. Board members introduced
themselves as well. Commissioner Cline welcomed Andrew and wished him well working with the board.
FACILITIES COORDINATOR REPORT
The 2019 Agricultural Education Center Schedule of Events has begun. I have attached the list of events
scheduled to this point. We will have many more events added throughout the year.
Rick Newman is a new Part Time Park Attendant working at the facility three days a week. Rick will be
working on Monday, Tuesdays and Thursdays and Frank Schleigh will be working Wednesdays, Fridays,
Saturdays and Sundays. These two gentleman have been doing a great job.
The River Rock Bass Masters Show and Sale will take place on January 19th and 20st in the MP Building.

RURAL HERITAGE MUSEUM AND VILLAGE REPORT
No formal report was provided. The question was asked if the RHM Committee moved forward with
signing governing documents. The group has not.
UNFINISHED BUSINESS
Sound System update- Installation will happen when the property is available and weather permits
Wifi update- an additional outlet is needed at the track and pavilion before completion. Attendees were
brought up to speed regarding the wifi addition being funded with POS money for equipment and most all
labor donated through Reeder Electric. Antietam cable installed the service with no charge to the County.
Fundraising- a future fundraising venture was discussed. The board is interested in putting on a shooting
event. Facility, date, day and other details were discussed. Isaac Walton will be looked into as the facility
to hold the event at. Fall would be a target time frame with the event possibly on a Friday or Saturday.
Sponsors and teams will be marketed to. Security cameras and security system was discussed as the
project to raise funding towards. There was discussion on what requirements are going to need to be met
with County IT and other systems to proceed. There was also discussion on how volunteers can help to cut
costs of installation and equipment on the security system as they have done with other projects.
An outstanding invoice was submitted from United Enterprises for the Press Box project. $7300 was the
invoiced fee, but with additional help, it was reduced to $4,300. The original plan was for the project to be
donated. The Ag Board restricted fund total is $15,999.04. Motion made by Katie Carr, seconded by Jay
Miller to pay for the outstanding invoice out of the restricted fund, motion carried.
NEW BUSINESS
It was suggested that Ag Expo and Fair has made some contacts regarding receiving a reduced or free rate
for their facility rental.
Motion made to go into closed session at 4:47pm
Motion to come out of closed session at 5:40pm
Meeting Adjourned at 5:41pm
The next meeting will be held on Wednesday, February 20, 2019 at 4:00pm
