Adjournment Agenda subject to change WASHINGTON COUNTY RECREATION & PARKS BOARD October 11, 2018 MINUTES Present Terry Baker Eric Michael Greg Shank Bradley Tritsch Absent With Reason Brian Albert Brian Getz Nica Sutch Chairman Greg Shank called the meeting of the Washington County Recreation & Parks Advisory Board to order at 3:30 p.m. Guests were Jaime Dick, Director of Recreation & Fitness; John Pennesi, Deputy Director, Parks & Facilities; Dave Brooks, Parks Facilities Coordinator; Danny Hixon, Facilities Field Supervisor; Jim Sterling, Public Works Director; and Deb Peyton, Director of Health & Human Services. Approval of Minutes Mr. Shank asked for any additions or corrections to the minutes of the September 13, 2018, Recreation & Parks Board meeting. With no corrections or additions, the minutes were passed as presented. Citizen's Comments No one appeared for comment. Department Reports Parks Report John Pennesi gave the Parks Report. Mr. Pennesi stated that Pinesburg #3 field has been regraded and hydroseeded. The field was built on an old landfill so a lot of the land has settled. Field was stripped and used just about everything on site to fill the field so had to buy very little topsoil. This field is very heavily used, men's leagues, co-ed, girls fast pitch. Mr. Pennesi also stated this was a POS project. 1 Concession stand at Chestnut Grove has not been used for several years, nearly deteriorating. It has been replaced with vinyl siding. Clay and brown vinyl which is the color scheme used in all the parks. Mr. Pennesi stated it looks nice now. Doub's Woods and Camp Harding parking lots were chipped sealed this summer so had to line stripe and put curb stops back. Mr. Pennesi stated there was a good bit of flood damage at Camp Harding. Creek was up twice in about a 1 month period. Lost most surfacing. Replaced surfacing, cleaned up all the debris and mud. Also had to clean the restrooms at the bottom. No structural damage to anything. Eight additional tons of conditioner on the 3 fields at Marty Snook. Preparing site at Pleasant Valley Park for the Monarch Butterfly Garden. Mowing has been a task all summer because of the rain. 8 to 9 guys out every day to stay ahead of it. Vehicle equipment maintenance as usual. Facilities Coordinator Report Dave Brooks gave the Facilities Report. Walking trail signs up for 3 weeks and Mr. Brooks wanted to thank Mr. Dick for pointing them into the direction of the Health Department. Received a $2,050 grant for the signage. There are signs at both ends of the walking trail and 1/4, 1/2, and % mile distance markers throughout the trail. Mr. Brooks passed around pictures of the signage for the Board to see. He said his guys did a nice job getting the signs installed in between all the rain events. Racine Multisport will be hosting their annual Duathlon on October 13, 2018 at Marty Snook Park. Hagerstown Church Co -Ed Softball League will be utilizing Fields 1 & 2 at Marty Snook park on Monday nights until November 1st. The league got so big they had to move to other fields other than the Fairgrounds. Agricultural Education Center Mr. Brooks reported that they are very busy at the Ag Ed Center. The Interstate Festival Group Quad State Beerfest was held at the Ag Ed Center on October 6, 2018. The event was a success. No issues facility wise. 2 Upcoming Events at the Washington County Agricultural Center: October 12-14 October 19 October 20 November 3 Jack Russell Terrier National Trials Park at Dark St. Jude Trail Ride Interstate Festival Group Winefest — last large event outside for the year which sponsors Girls, Inc. Mr. Brooks gave the Board and updated list of the 2018 Pen Mar Concert Series Costs/Donations. Total Costs Total Donations $ 11,000.00 $ 7,630.47 Donations down due to the weather. For the first time in 17 years had to cancel a concert. The attendance numbers were down because of clientele getting older and that's becoming a factor. Also, type of music and age of people coming to the event. Mr. Brooks stated okay to contract the bands for next year but in the future look to bring in different bands or restructuring the event but do not want to lose the continuity that we have with the clientele that currently attend the concerts. Comprehensive Planner Report Jim Sterling reported that a public hearing before the Board of County Commissioners is scheduled for October 16, 2018 for minor changes that had to be made so they can reapprove the land use management plan that we sent to the state. State interpreted that we were short on land. Changes made to satisfy urban areas. Mr. Sterling said all the approvals are done at the State just a matter of the Commissioners approving. Recreation Report Summer Camp Report Mr. Dick reported the revenue, staff salaries, and supplies for the years 2016-2018. 2018 showed a significant profit of $26,604.39 due to new provisions made and fee increases. There was a cut back on staff salaries due to cut back in the amount of staff that was hired. Hope to maintain this for next year. And the profit made does not include the $10,330 given to Parks for their pool revenue. Princess Party The Department held their annual Kids Princess Party on Friday, September 28, 2018 in the ARCC Arena and that went well. The event was sold out. 240 children participated in the event. 3 Upcoming Events Park at Dark — October 19, 2018. The event will be held at the County Agricultural Education Center. Public Relations Marketing Staff is working with the Public Relations Department in designing the Winter 2019 Brochure. Hope to have it out to the public in November. Next Scheduled Meeting Mr. Shank said the next scheduled Board meeting will be on Thursday, November 8, 2018. Committee Reports No committee Reports were discussed. Unfinished Business Vacant Board Seat 2 vacancies Nica Sutch - Ms. Sutch's first term has expired and she has agreed to serve a second term and it was a consensus by the Board to approve her. The Board unanimously voted her for to serve a second term and will go before the Board of County Commissioners for reappointment. Danny Kerns 2nd term has expired so that seat needs to be filled. There were several applications and Mr. Pennesi and Mr. Shank reviewed them. Mr. Shank provided names of the 3 applicants: 1. Terry Hose 2. Scott Bracewell 3. Gina Dempsey The names of the applicants will go before the County Commissioners.
