The regular meeting of the Board of County Commissioners of Washington County was
called to order at 10:00 a.m. by the Vice President Richard E. Roulette, with the
following members present: R. Lee Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Ronald L. Weagley, Trinity Lutheran Church,
followed by the Pledge of Allegiance to the Flag by the full Assemblage.
COMMENDATION - DEPUTY ROBERT E. HAFER
Motion made by Commissioner Salvatore, seconded by Snook to present a Resolution of
Commendation to Deputy Robert E. Hafer who, while off-duty, applied the Heimlich
Manuver in a lifesaving manner to a choking individual. Unanimously approved.
Sheriff Bowman expressed his congratulations to Deputy Hafer and commended him on a
fine job.
APPLICATION FOR AGRICULTURAL PRESERVATION DISTRICT AND SALE OF A DEVELOPMENT RIGHTS
EASEMENT
Vice President Roulette convened the Meeting in Public Hearing at 10:15 a.m., to
permit any resident of Washington County to testify concerning the petition for
establishment of an Agricultural Preservation District from H. Lehman and Jean E.
Toms (AD -86-2) on the property located east of Alternate U.S. Route 40 at the end
of a private lane on the northeast side of Toms Road and consisting of 142 acres.
Stephen T. Goodrich, Senior Planner, explained that the application had been
reviewed and approved by the Washington County Agricultural Land Preservation
Advisory Board and the Planning Commission. Mr. Toms spoke in favor of his
application.
The application for the sale of a Development Rights Easement for the Oscar E. and
Marguerite H. Lohman, Sr., property (AD -80-7) on the property located along the
east and west sides of St. Paul Church Road and consisting of 565.25 acres.
Charles Lohman spoke in favor of his parents' application. Mr. Goodrich explained
the formula which the State uses to determine the value of the property and the
amount to be paid to the landower for the easement.
There being no one else present to speak for nor against said applications, the
Vice President announced that the record would remain open for ten (10) days for
comments to be submitted in writing. He closed the hearing at 10:25 a.m. and
reconvened the meeting in Regular Session.
CLEAR SPRING VOCATIONAL CENTER
Members and staff of the Board of Education appeared before the Commissioners to
request funding for architectural services for the proposed Clear Spring Vocational
Center to be used for the study of industrial arts and agricultura. MOTION made by
Commissioner Salvatore, seconded by Snook to approve the Board of Education's
request for up to $8,000 in funds to be used for architectural fees in connection
with the design of the proposed Clear Spring Vocational Center. Unanimously
approved.
At this time Commissioner Salvatore was excused from the Meeting.
CHILDREN'S COUNCIL APPOINTMENT
Motion made by Commissioner Downey, seconded by Snook to appoint Lynn Lee, Paul
Pittman, David Grimm, DMD, and Susan Ramsey to the Children's Council for three-
year terms. Unanimously approved.
REAPPOINTMENT - SANITARY COMMISSION
Motion made by Commissioner Snook, seconded by Downey to reappoint Robert Holsinger
to the Sanitary Commission Board for a six-year term. Unanimously approved.
AIR SHOW
Motion made by Commissioner Downey, seconded by Snook to approve the request of the
Longmeadow Lion's Club and the Experimental Aircraft Association to hold the Sixth
Annual Great Hagerstown Air Show at the Washington County Regional Airport on
September 20 and 21, 1986. Unanimously approved.
REVENUE SHARING TRANSFERS
Motion made by Commissioner Downey, seconded by Snook to approve making the
following transfer from Revenue Sharing to cover eligible expenditures which
occurred between April 1, 1986 and June 30, 1986, in the following amounts:
General - $8,505.18, Highway - $278,517.52, and Capital Projects - $217,405.20 for
a total amount of $504,428.20. Unanimously approved.

HOMELESS SERVICES PROGRAM
Motion made by Commissioner Snook, seconded by Downey to inform the State
Department of Human Resources that the County government is interested in continued
participation in the Homeless Services Program. Unanimously approved.
HAGERSTOWN P.O.S. ANNUAL PROGRAM AMENDMENT
Motion made by Commissioner Snook, seconded by Downey to approve the City of
Hagerstown's request to amend the annual P.O.S. Program for acquisition to remove
the purchase of approximately three acres for the Municipal Golf Course, and to
insert as number one priority the acquisition of the H.A. Bester property located
off Memorial boulevard which is approximately three acres with an estimated cost of
$50,000 and to make the number two priority project the acquisition of property
from Potomac Edison adjacent to Municipal Stadium, approximately 2.3 acres, with an
estimated cost of $40,000. Unanimously approved.
RAIL SPUR - 70/81 INDUSTRIAL PARK
Motion made by Commissioner Snook, seconded by Downey to authorize Vice President
Richard E. Roulette to sign the letter to the Economic Development Administration
committing the County government to manage and maintain the 70/81 Industrial Park
Rail Spur. Unanimously approved.
BID OPENING - TRAFFIC SIGNALS, EASTERN BOULEVARD
A bid for traffic signals on Eastern Boulevard at the intersection of Maryland
Route 64 and Eastern Boulevard was publicly opened and read aloud. The only bid
received was from Scott A. Duncan, Inc. in the amount of $28,000. The bid will be
reviewed by appropriate officials prior to a decision being rendered. (Decision
rendered later in Afternoon Session.)
BID OPENING - REROOFING OF WASHINGTON COUNTY MUSEUM OF FINE ARTS
Bids for reroofing of the Washington County Museum of Fine Arts were opened and
read aloud. Firms participating in the bidding and their proposals were as
follows: Kline Associated Roofing Contractors - $33,900; Bonded Applicators of
Maryland, Inc. - $33,500; Tri-State Roofing and Siding, Inc. - $29,500; and G. A.
Largent - $37,375. The bids will be reviewed by appropriate officials prior to a
decision being rendered. (Decision rendered later in Afternoon Session.)
BID OPENING - PRINTED MATERIAL - PRIMARY AND GENERAL ELECTIONS
Bids for printed material for the primary and general elections were publicly
opened and read aloud. Firms participating in the bidding and their proposals were
as follows: HBP - total bid of $10,428; Printers Ink, Incorporated - total bid of
$7,310.
MOTION made by Commissioner Downey, seconded by Snook to accept the low bid of
$7,310 made by Printers Ink, Incorporated, for the printed material for the primary
and general elections. Unanimously approved.
BID OPENING - INDUSTRIAL EQUIPMENT
Bids for industrial equipment for the Roads Dept. were publicly opened and read
aloud. Firms participating in the bidding and their proposals were as follows:
S. M. Christhilf & Son, Inc.- Chemical and Material spreaders, price per unit -
$4,775, price for three (3) units - $14,325, bid for one (1) Dump Body Spreader -
total price $6,883; Chemung Supply Corp - One (1) Dump Body Spreader - $6,280;
Fallsway Spring & Equipment Company - Two (2) one-way snow plows, price per unit -
$3,170, price for two (2) units - $6,340, bid for three (3) chemical and material
spreaders, price per unit - $4,275, total price for three (3) units - $13,825, bid
for two (2) reversible snow plows, price per unit - $3,725, price for two (2) units
- $7,450; Antietam Equipment Corp. - Two (2) one-way snow plows, price per unit -
$3,835, price for two (2) units - $7,670, bid for three (3) Chemical and Material
Spreaders, price per unit - $4,495.93, total price (3) - $8,991.86, bid for two (2)
reversible snow plows, price per unit - $4,257, total price - $8,514; Falk
Manufacturing Co. - no bid; S. M. Christhilf & Son,Inc. - bid for different type
spreader than advertised specifications - price per unit - $3,741, total $11,223;
E. Lehnert & Son, Inc. - Three (3) chemical and material spreaders, price per ;unit
- $4,969, price for three (3) - $14,907, two (2) reversible snow plows, price per
unit - $4,450, total price (2) $8,900, two (2) one-way snow plows, price per ;unit
- $3,950, total bid - $7,900. The bids will be reviewed by appropriate officials
prior to a decision being rendered.

AWARD BID - REROOFING OF WASHINGTON COUNTY MUSEUM OF FINE ARTS
Motion made by Commissioner Snook, seconded by Downey to accept the recommendation
of Jack Burrey, architect and member of the Museum of Fine Arts Board of Trustees,
and award the bid for reroofing of the Washington County Museum of Fine Arts to the
low bidder, Tri-State Roofing & Siding, Inc. in the amount of $29,500. Unanimously
approved.
RECORDATION OF DEED - HIGHFIELD WATER SYSTEM
Motion made by Commissioner Snook, seconded by Downey to grant the request of the
Sanitary Commission for the County Treasurer to allow them to post County property
taxes in the amount of $43 on property they will be purchasing which will allow for
recordation of a deed by the Sanitary Commission for right-of-way needed for the
Highfield Water project. Unanimously approved.
CRISIS INTERVENTION
Eunice Fouche appeared before the Commissioners to discuss crisis intervention and
duplication of services for tax dollars.
TOWN GROWTH AREA STUDIES
Motion made by Snook, seconded by Downey to accept the recommendation of the
Planning Commission to adopt the Town Growth Area Studies which have been formally
endorsed by the Towns of Boonsboro and Smihsburg. Unanimously approved.
APPLICATION FOR LOW RENT PUBLIC HOUSING & HOUSING PRESERVATION GRANT PROGRAM
Motion made by Commissioner Downey, seconded by Snook to approve of the Housing
Authority filing an application with HUD for funding of 25 units of large family,
scattered -site public housing and to approve of the submission of a grant request
to Farmers Home Administration for participation in the Housing Preservation Grant
Program. Unanimously approved.
RECESS & RIBBON CUTTING
The Meeting was recessed at 11:45 a.m. for lunch and a ribbon -cutting ceremony for
the new taxiway at the Washington County Regional Airport.
AFTERNOON SESSION
The Afternoon Session was convened at 1:15 p.m. with Vice President Roulette
presiding and Commissioners Downey and Snook present.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Snook, seconded by Downey to convene in Executive
Session at 1:15 p.m. in regard to personnel, property and litigation pursuant to
the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Snook to reconvene in Regular
Session at 1:30 p.m. Unanimously approved.
EMPLOY PART-TIME MAINTENANCE ASSISTANT
Motion made by Commissioner Downey, seconded by Snook to employ Leonard Horst in
the position of Part-time Maintenance Assistant at the Transportation Department to
fill an existing vacancy. Unanimously approved.
EMPLOY SUBSTITUTE BUS ATTENDANT
Motion made by Commissioner Snook, seconded by Downey to employ Dennis A. Jones in
the position of Substitute Bus Attendant at the County Commuter to fill an existing
vacancy. Unanimously approved.
AWARD TRAFFIC SIGNAL PROJECT
Motion made by Commissioner Downey, seconded by Snook to accept the low bid of
Scott A. Duncan, Inc., in the amount of $28,000 for traffic signals at the
intersection of Maryland Route 64 and Eastern Boulevard. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Downey to adjourn at 1:35 p.m.
Unanimously approved.
