Meeting Minutes
September 17, 2020
Opening
This meeting of the Washington County Community Health Advisory Committee was called to order at 7:05am
by Heidi Kendall, Vice -Chair, via virtual meeting.
Present
Earl Stoner, Jennifer Foltz, Heidi Kendall, Rich Eichelberger, Rob Ferree, Cyndi Powell, Douglas Spotts, MD,
Commissioner Randall Wagner, Jeremy Mose, Ashley Holloway and Peggy Pugh.
New Business
Voting for New Chair Position
The group discussed the nomination of Douglas Spotts, MD for chair, Cyndi Powell made a motion to elect Dr.
Spotts as our new chair. This motion was seconded by Peggy Pugh. All votes were in favor of this selection.
Dr. Spotts requested Secretary, Cyndi Powell to send a copy of our committee bylaws to all members to review
for discussion at our next meeting. He asked committee members to formulate ideas/suggestions for updating
bylaws and themes/future direction for this commission.
Report from Commissioner Wagner
• COVID Impact
Commissioner Wagner missed our last meeting where we discussed the impacts of COVID from our
different perspectives/market specialties. From a governmental perspective, Commissioner Wagner
praised the collective County response to the pandemic. He mentioned efforts by the Health
Department, Emergency Services, Meritus, Economic Development, and more. Small businesses have
been hit hard, but in general, he believes the county has done well in responding and now recovering
from the impacts of COVID-19.
• Behavioral Health Authority
The County Commissioners recently created/approved a new Behavioral Health Authority. Earl Stoner
reported this is a new entity to provide technical support. it is a core service agency created to meet
state mandates related to mental health and substance abuse. They are looking for -3 representatives
from this commission to also sit on the new Behavioral Health Authority for some overlap/education. He
suggested Heidi Kendall, Dr. Spotts and Jennifer Foltz represent this commission on the new authority.
There was general agreement and Dr. Spotts also suggested contacting Alan Twigg with Meritus.
October 6, 2020 is kick off for Healthy Washington County Initiative. There will be a small gathering at
Robinwood at 5:30pm, streamed live on Facebook. Individuals and/or companies can register on the Healthy
Washington County website and get more information.
