Meeting Minutes
February 20, 2020
Opening
This meeting of the Washington County Community Health Advisory Committee was called to order at
7:30am by Michael Reyka, Chair, at 100 West Washington Street, Suite 1115, Hagerstown.
Present
Commissioner Randall Wagner, Michael Reyka, Earl Stoner, Jennifer Foltz (by phone), Heidi Kendall
(by phone), Dave Chisholm, Rich Eichelberger, Rob Ferree, Cyndi Powell, Douglas Spotts, MD and
Jeremy Mose.
Old Business
Approval of Minutes from 1/23/2020
Motion made by Rob Ferree. Seconded by Cyndi Powell. All in favor.
Introduction of New Members
Douglas Spotts, MD — Chief Health Officer for Meritus Medical Center.
Richard Prather, DDS — unable to attend today's meeting due to jury duty but is looking forward to
being a part of the committee.
This group needs to discuss inviting representative(s) from City of Hagerstown to join the committee,
via bylaw change. Earl Stoner also suggested we consider inviting someone from Department of Social
Services to join the committee. To be discussed at future meetings.
Maryland Flu Update and Coronavirus Update
Michael Reyka shared a document with recent information/updates on these two topics. Handout is
attached.
Syringe Service Program — Earl Stoner
Recently, Earl was called upon to give a presentation on the Washington County Harm Prevention
Program to the local delegation. The program is under scrutiny and possible contention. Since this is a
relevant and recent issue, it was brought before the committee for discussion as a priority.
Much of the meeting was dedicated to Earl's presentation and group discussion on this topic. The goal
of this committee is to draw upon our member's professional expertise to help advise the County
Commissioners on issues such as these in an unbiased way.
A copy of the presentation is attached.
The group discussed looking at this issue from a "big picture" point of view. Specifically, there was
conversation about tracking needle disposal, collection, and inadvertent consequences of the SSP.
What is the potential impact(s) of the program beyond the drug using population?
Next Steps: Michael will request that Earl give the Harm Reduction Program presentation to the
County Commissioners. We hope to get on the meeting agenda for their next meeting or the meeting
after that. Earl will give the presentation, but members of the committee should try to attend.

No new business topics were discussed due to time constraints.
