Meeting Minutes
November 5, 2019
Opening
This meeting of the Washington County Community Health Advisory Committee was called to
order at 7:30am by Commissioner Randy Wagner, Temporary Chair, at 100 West Washington
Street, Suite 1115, Hagerstown.
Present
Commissioner Randall Wagner, Krista Hart, County Clerk, Rich Eichelberger, Ashley Holloway,
Rob Ferree, Jennifer Foltz, Heidi Kendall, Cyndi Powell, Michael Reyka, April Bishop and Earl
Stoner.
Approval of Meeting Minutes from 10/16/2019
Rob Ferree made a motion to approve the Meeting Minutes from 10/16/2019 as presented,
motion was seconded by Ashley Holloway. With all in favor, motion carried.
Voting
Commissioner Randall Wagner called on members to vote for Chair, Vice -Chair and Secretary
positions.
Chair, Michael Reyka — all votes were in favor.
Vice -Chair, Heidi Kendall — all votes were in favor.
Secretary, Cyndi Powell with Ashley Holloway as a backup — all votes were in favor.
Roundtable Discussion
With the voting of positions complete, Commissioner Wagner reviewed his hopes and visions
for this committee. He discussed water and sewer quality and access concerns as major points
of focus. He asked the committee to keep in mind how these and other concerns affect
economic development.
Much discussion was held on the topic of citizen comments and feedback. This committee is
here to serve the citizens. We want to be sure we hear, address and resolve citizen concerns to
the best of our ability. Citizen concerns will likely come via email to either Krista Hart or
Commissioner Wagner. They will forward concerns to the committee to review and discuss.
When warranted, citizens may be invited to committee meetings to discuss their concerns
further. Heidi Kendall recommended we consider using social media to collect data like a poll to
gauge citizen's top health concerns. Also, other relevant committees and departments within
Washington County should be notified the Health Advisory Commission is up and running so we
can start to work together.
Earl Stoner shared with the group his current attempts to arrange a meeting with Maryland State
MDE (Maryland Department of Environment) to include our local state representatives, county
and city staff, WCPS, Michael Reyka and other stake holders. The goal of this meeting is to get
everyone on the same page, discuss our pain points and challenges and get some direction
moving forward.
Citizen Comments
None.
Recurring Meeting Framework
Chair, Michael Reyka led a discussion to establish a framework for discussion at future
meetings. Here is an outline of that framework:
• Access to water
o Existing dwellings
o New development
• Access to sewer/septic
o Existing dwellings
o New development
• Hear citizens' complaints (or bring issues through members) and offer solutions to
Commissioners
• Economic development:
o Infrastructure
o Health of the workforce
o City and County revitalization
Commission members are expected to be representative for their fields/industries — know the
field and have access to additional resources and information.
Goals of Committee
Chair, Michael Reyka led a discussion to identify our main goals for this committee.
• Develop a dashboard and a database of current resources (to list the work already in
process across the county/state).
• Understand and address the health of the population as it relates to economic
development.
The Chair asked the committee members to think more about our goals and objectives and
bring suggestions for next meeting's discussion. He also asked the members to think about our
Mission and Vision for our next meeting.
Meeting Schedule
• 7:30am at the county building (80 West can be a back-up location).
• Thursdays are best for the group participants.
• Will explore Skype or dial -in options for participation (if unable to be present on
occasion).
• Meet Q 2 weeks through end of February — will look at the calendar to assess holidays.
• Citizen input — will be important to understand the needs and the concerns.
Adjournment
Cyndi Powell made a motion to adjourn. This motion was seconded by Jennifer Foltz. Meeting
adjourned at 8:10am.
