ELECTRICAL BOARD OF EXAMINERS & SUPERVISORS
MEETING MINUTES
May 14, 2019
A&B CALL TO ORDER AND ROLL CALL
Bob Kochera called the regular monthly meeting of the Washington County Electrical Board to order at
7:30 a.m. on May 14, 2019 in Conference Room “1A” of the Washington County Administrative Annex
Building in Hagerstown, Maryland. Members present were Daniel Sterling, Terry Molnar, and Charlie
Shindle. Becky Gander, and Katie Rathvon from the Plan Review and Permitting Department were also
present.
MINUTES
The minutes for the April 9, 2019 Electrical Board meeting were accepted as written.
OPEN SESSION
OLD BUSINESS
1. REVIEW OF THE BY-LAWS
• Charlie Shindle made a motion for this to be removed from the agenda.
2. LOCAL AMENDMENTS
• Becky Gander advised once the review of the 2017 National Electrical Code is completed
she will provide the changes, if any, to the Board for review.
3. LETTER FROM ATTORNEY
• A copy of the letter mailed to Wilbur Tosten’s attorney, Bernard Semler, was provided to
the Board.
• Becky Gander advised she received a phone call from Mr. Tosten inquiring as to what
was needed in order for him to take the September exam. He also inquired about paying
the $50 exam fee and was advised the Board had denied his request to waive the fee.

NEW BUSINESS
1. PERMITTING COMMENTS
• Becky Gander advised there are concerns with proof of vehicle lettering that is being
submitted by applicants. Some of the pictures received are nothing more than a
handwritten piece of paper taped to their vehicle.
• The Board was presented with one in question along with a copy of the Rules and
Regulations for vehicle lettering.
• Becky Gander advised the inspectors do check for vehicle lettering when on a job site.
• The Board agreed to review and make any necessary changes to the Rules and
Regulations regarding this topic, at the same time the By-laws are revised.
• Katie Rathvon provided the Board with a copy of the One Hour Electrical Exam #1 and
#2 for review.
• The exam is for electricians that have had their license inactive for more than three years
and have not been active in the electrical field.
• The Board reviewed and approved the exams as currently written.
2. APPLICANT SEEKING TO TAKE JUNE 5, 2019 EXAM
• Justin Matney- Additional required documentation still has not been received and
therefore is unable to take the June 5th exam.
3. APPLICANTS SCHEDULED TO TAKE THE JUNE 5TH EXAM
• Charlie Shindle and Bob Kochera will proctor the exam
• Thomas Hoover-Master Exam
• Keith Walker-Low Voltage Exam
• Brian Thompson-Low Voltage Exam
4. APPLICANTS THAT WERE ISSUED AN ELECTRICAL LICENSE
• Richard Collins, EL-M-1778, Self Employed, 240-625-3614
• Raymard Freeman, EL-M-1779, Freeman & Sons, 202-904-6615
5. CLOSED SESSION
The meeting was adjourned at 8:00 a.m.
