HomeMy WebLinkAbout07.15.1986July 15, 1986 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 10:00 a.m. by the President, Ronald L. Bowers, with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R. Salvatore and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook, followed by the Pledge of Allegiance to the Flag by the full Assemblage. SEEK PROPOSALS FOR COMPUTERIZED ACCOUNTING SYSTEM Motion made by Commissioner Snook, seconded by Salvatore authorizing the Director of Finance to proceed with advertising for technical proposals for a computerized accounting system to include both hardware and software, and to seek sealed bids on those proposals that are technically acceptable. Unanimously approved. RECONSIDER VOTE TO REJECT DIRECTORIES & SIGNAGE BIDS Motion made by Commissioner Roulette, seconded by Salvatore to reconsider the Vote of July 1, 1986, to reject all bids received for Building Directories & Signage. Unanimously approved. AWARD BID FOR BUILDING DIRECTORIES & SIGNAGE Motion made by Commissioner Roulette, seconded by Snook to award the bid for the Building Directories & Signage project to Graphic Solutions, Inc. who submitted the low bid of $12,859.79, on the basis of the urgent need to provide both the handicapped and the public in general with reliable and consistent information for guiding them to specific offices/services within the buildings, and to appropriate funds over budget for this project in the amount of $10,859.79 from FY 1986 Court House fund balance. Unanimously approved. REZONING CASES RZ 338, 339, 340, 341, 342 & 344 After due consideration of the matters and facts adduced at the Public Hearing held on June 9, 1986 concerning the subject Rezoning Cases, the comments/testimony submitted in writing within the 10 day period following said hearing and the recommendations submitted by the Planning Commission, the following decisions were rendered: REZONING CASE RZ-338 Motion made by Commissioner Salvatore, seconded by Roulette to APPROVE of the application of Loyal A. McCusker, et al. for the reclassification of land located at the East and West sides of Long Hollow Road, Election District No. 5, consisting of 226 acres, more or less, from Industrial Mineral (IM) to Conservation (C) on the basis of a mistake in the original zoning, and to adopt the findings of fact of the Planning Commission in this Case as the findings of fact of this Board. Motion carried with Commissioners Salvatore, Roulette, Downey and Bowers voting "AYE" and Commissioner Snook "ABSTAINING". REZONING CASE RZ-341 Motion made by Commissioner Roulette, seconded by Downey to APPROVE of the application of Paul N. Crampton for the reclassification of land located at the South side of Maryland Route 632 at Towne Oak Village consisting of 1.66 acres from Agricultural (A) to Residential (RM) on the basis of a change in the character of the neighborhood, and to adopt the findings of fact of the Planning Commission in this Case as the findings of fact of this Board. Motion carried with Commissioners Roulette, Downey, Salvatore and Bowers voting "AYE" and Commissioner Snook "ABSTAINING". REZONING CASE RZ-342 Motion made by Commissioner Roulette, seconded by Salvatore to DENY the application of Frall Developers, Inc. for the reclassification of land located on the North side of Maryland Route 64 at Lorraine Drive consisting of 24,829 sq. ft. from Residential Suburban (RS) to Business Local (BL) on the basis of there being no mistake in the original zoning nor a change in the character of the neighborhood, and to adopt the findings of fact of the Planning Commission in this Case as the findings of fact of this Board. Motion carried with Commissioners Roulette, Salvatore, Downey and Bowers voting "AYE" and Commissioner Snook "ABSTAINING". REZONING CASE RZ-344 Motion made by Commissioner Salvatore, seconded by Downey to APPROVE of the application of James Thompson for the reclassification of land located at the East quadrant of the Intersection of Alternate Route 40 and Maryland Route 67 consisting of 1.66 acres from Agricultural (A) to Business Local (BL) on the basis of a JULY 15, 1986 MINUTES, CONT'D. mistake in the original zoning, and to adopt the findings of fact of the Planning Commission in this Case as the findings of fact of this Board. Motion carried with Commissioners Salvatore, Downey, Roulette and Bowers voting "AYE" and Commissioners Snook "ABSTAINING". REZONING CASE RZ-339 Motion made by Commissioner Roulette, seconded by Salvatore to Table a decision on Rezoning Case RZ-339 until after a work session is held. Unanimously approved. REZONING CASE RZ-340 Motion made by Commissioner Roulette, seconded by Downey to APPROVE of the application of the Planning Commission for a text amendment to Section 23.1 (f) of the Zoning Ordinance to provide for reduction in lot area below the minimum set by the Zoning Ordinance where public road widening is involved. Motion carried with Commissioners Roulette, Downey, Salvatore and Bowers voting "AYE" and Commissioner Snook "ABSTAINING". AWARD BIDS - COUNTY COMMUTER SHOP EQUIPMENT Motion made by Commissioner Roulette, seconded by Snook to award the bids for various items of shop equipment for the County Commuter System to the following firms submitting low bids: Albert Gunther, Inc. in the amount of $1,076 for items 4, 8 & 9; Samuel K. Spigler Co., Inc. in the amount of $2,388 for items 35 and 36; Star Machine Company in the amount of $2,588 for item 40; J. P. Scott & Sons, Inc. in the amount of $12,772 for items 6, 7, 10, 11, 12, 13, 14, 15, 18, 22, 24, 25, 27, 28, 29, 30 & 38. Unanimously approved. MINUTES OF COUNTY COMMISSIONERS MEETINGS OF JUNE 17 & 24, 1986 Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes of the County Commissioners' Meetings of June 17 and 24, 1986, as submitted. Unanimously approved. AUTHORIZATION TO NEGOTIATE FOR REVISED BIDS ON AIR UNIT BUILDING The Commissioners authorized appropriate county personnel and the architect for the Company 25 Air Unit Building project, to negotiate a change in specifications with all bidders on the project and issue an invitation for revised bids based on the revised specifications, since all original bids received resulted in bid prices in excess of funds available. AMENDMENT TO PLUMBING CODE Motion made by Commissioner Downey, seconded by Roulette to schedule a Public Hearing for consideration of an amendment to the Washington County Plumbing Code require that solder used on plumbing joints have a lead content of .0020, or less. Unanimously approved. NAME AIRPORT ROADS Motion made by Commissioner Snook, seconded by Roulette to assign the following names to roads at the Airport: Airpark Road to the new road to be constructed North of and parallel to Runway 927 and Henson Boulevard to the present access road from Route 11 to the control tower. Unanimously approved. LINE ITEM TRANSFERS - RECREATION COMMISSION Motion made by Commissioner Snook, seconded by Roulette to approve of the following line -item transfers in the Recreation Commission Budget to cover costs associated with the move to a new location: $4,850 from Rentals & Equipment (77-423-040) to Household Supplies - $850.00 and to Utilities - $4,000. Unanimously approved. RECESS The Meeting was recessed at 11:30 a.m. for lunch and a meeting with Boonsboro Town Officials regarding the Orchard Drive Drainage Project. AFTERNOON SESSION The Afternoon Session was convened at 1:30 p.m. with President Bowers presiding and Vice President Roulette, Commissioners Downey, Salvatore and Snook present. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Snook to convene in Executive Session at 1:30 p.m. in regard to litigation and personnel matters, pursuant to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of Maryland. Unanimously approved. ULY 15, 1986 MINUTES, CONT'D. RECONVENE IN REGULAR SESSION Motion made by Commissioner Downey, seconded by Salvatore to reconvene in Regular Session at 2:45 p.m. Unanimously approved. APPOINTMENTS TO CHILDREN'S COUNCIL Motion made by Commissioner Roulette, seconded by Downey to appoint Justin McCarty and Kenneth Walker to serve for three (3) year terms as members of the Washington County Children's Council. Unanimously approved. ACCEPT ROADWAY INTO COUNTY SYSTEM - CITICORP DRIVE Motion made by Commissioner Downey, seconded by Roulette to accept Citicorp Drive from the recently named Henson Boulevard to Citicorp Property into the County Roads System, and to waive bonding requirements on this roadway since it is constructed on county -owned land. Unanimously approved. REAPPOINTMENTS TO AREA AGENCY ON AGING ADVISORY COUNCIL Motion made by Commissioner Salvatore, seconded by Downey to reappoint Rome Schwagel, Hazel Stewart and James Miller to serve for three (3) year terms as members of the Area Agency on Aging Advisory Council. Unanimously approved. EMPLOY RECREATION COMMISSION RECREATION SUPERVISOR Motion made by Commissioner Salvatore, seconded by Snook to employ Kevin Lynn Smoot in the position of Recreation Commission Recreation Supervisor to fill an existing vacancy. Unanimously approved. ADJOURNMENT Motion made by Commissioner Downey, seconded by Roulette to adjourn at 3:00 p.m. Unanimously approved. County Attorney Clerk
