February 28, 2019 Meeting of the
Washington County Agricultural Land Preservation Advisory Board
Call to Order
The meeting was called to order at 7:35 p.m. by Board Chair Jeremiah Weddle. In attendance
were Board Members Dean Boggs, David Roth, and Robert Meyers, as well as ex officio,
Comm. Randy Wagner, and County reps Eric Seifarth and Chris Boggs.
Presentation on Water Resource Overlay Easements
Jeremy Koser, Jim Morris and Michael Galvin of Johnson, Mirmiran & Thompson, Inc. made a
presentation on their Water Resource Overlay Easement programs. Some significant points
made by the group were as follows:
• Not funded by taxpayer dollars
• Different rights (ie. not development rights, but rather environmental rights) are
compensated for
• These align with known BMP initiatives
• They are permanent easements – Overlay Conservation Easements
• Compensation can range from $1 to upwards of $10,000 per acre
• They cover all incidental costs
• Easements are not held by government entities, but rather by their company or a non-
profit
• They have no authority outside of the easement
• They make their best effort not to encroach on ag land
Once they finished their presentation and answered all of the Board’s questions, there was
discussion amongst the board. Many different points were made. Mr. D. Boggs made a motion
to table the vote until the next meeting of the Board, seconded by Mr. Meyers, unanimously
approved.
June 7, 2018 Minutes
Mr. Roth moved to approve the minutes from the June 7, 2018 meeting, seconded by Mr. D.
Boggs, unanimously approved.
Comm. Wagner
The Board welcomed County Commission Randall Wagner as the ex officio/Commissioner
representative to the Board.
Civility Training Update
Mr. C. Boggs informed the Board about the Civility Training requirement for County Board
members.
2019 Ag District Applications
Mr. C. Boggs and Mr. Seifarth informed the Board about the requirements to enter a district, as
well as the updated Ordinance. Mr. C. Boggs went into detail on the individual Agricultural
Land Preservation District applications for 2019.
• Baker: Mr. Roth moved to approve, seconded by Mr. Meyers, unanimously approved
• Whitman: Mr. Roth moved to approve, seconded by Mr. D. Boggs, unanimously
approved
• Miller – Battletown: Mr. D. Boggs moved to approve, seconded by Mr. Roth,
unanimously approved
• Miller – Ringgold: Mr. D. Boggs moved to approve, seconded by Mr. Roth,
unanimously approved
• Householder: Mr. Roth moved to approve, seconded by Mr. Meyers, unanimously
approved
• Huntzberry: Mr. Roth moved to approved, seconded by Mr. Meyers, unanimously
approved
• Eby: Mr. Roth moved to approved, seconded by Mr. Meyers, unanimously approved
2020 MALPP Cycle
Mr. C. Boggs and Mr. Seifarth filled in the Board about the 2020 Cycle of the Maryland
Agricultural Land Preservation Program. They discussed the funding and ranking involved in
the program. The Board will meet in early June to rank the individual applications.
Board Replacement for Dottie Planck
Dottie Planck resigned from the Board early. There are two applicants for the Board on file for
consideration: Ed Wurmb and Jay Miller. The Board could also suggest applicants, but they
must apply through the County.
Adjournment
Mr. Roth moved to adjourn the meeting at 9:15 p.m. Seconded by Mr. D. Boggs. Unanimously
approved.
Amendments
5/21 – The Board voted to approve the new lot configuration for the Ford 21-80-02 ag division
and child/owner’s lots
4/22 – The Board voted to approve the addition on the Misty Meadows creamery building
