HomeMy WebLinkAbout891010October 10, 1989 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following members present: Vice President Linda C. Irvin and Commissioners R. Lee Downey, Richard E. Roulette and John S. Shank. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Bowers, followed by the Pledge of Allegiance to the Flag by the full assemblage. BOARD/COMMISSION REPORTS Commissioner Irvin reported on the Historic District Commission meeting; Commissioner Roulette reported on the development of a position paper regarding impact fees; and Commissioner Bowers reported on the Governor's Youth Alcohol and Drug Abuse Summit which he attended. APPROVAL OF MINUTES - SEPTEMBER 29, 1989 Motion made by Commissioner Irvin, seconded by Downey, to approve the minutes of the Special Meeting held on September 29, 1989, as submitted. Unanimously approved. SUBDIVISION ACCEPTANCES Motion made by Commissioner Shank, seconded by Irvin, to conditionally accept the following subdivisions: Colonial Park East, Section A, with a two-year bond for $13,750; Brightwood Acres East, Section A, B & C, with a one-year bond of $28,000; Quail Run, with a two-year bond of $2,250; Honey in the Rock, with a one-year bond of $3,500; Prospect Hills, with a one-year bond of $5,250; Fieldstone Acres, with a one-year bond of $8,200; Fairway Meadows, Section A, with a two-year bond of $5,150; McRand Court, with a two-year bond of $2,700; and Howell Road granting perpetual easement on County property to Foxshire Plaza. Unanimously approved. Motion made by Commissioner Irvin, seconded by Roulette, to conditionally accept VanLear Manor, Section 10, Block A & B, with a bond of $11,750 for a two-year period. Motion carried with Commissioners Irvin, Roulette, Shank and Bowers voting "AYE" and Commissioner Downey "ABSTAINING". EXPANSION OF PARKING LOT - HANCOCK COMMUNITY CENTER Motion made by Commissioner Shank, seconded by Roulette, to provide assistance for the a 60'x 85' expansion of the parking lot at the Hancock Community Center for the estimated cost of $2400 for paving, as requested by the Hancock Development Corporation. Unanimously approved. DOG OWNERS GUILD Lori Jones, a member of the local Dog Owners Guild, appeared before the Commissioners to inform them of the organization and their efforts to educate the public on issues concerning dogs. She explained that some of the services provided include education regarding proper breeding practices, psychological testing and behavior modification for dogs and proper handling procedures. Ms. Jones invited the Commissioners to a Dog Owners Guild meeting and stated that they hope to establish a positive working relationship with the Commissioners. SELECTION OF BOND COUNSEL Motion made by Commissioner Shank, seconded by Irvin, to retain the firm of Smith, Sommerville and Case, as the County's bond counsel for a three-year period as recommended by the Director of Finance and County Administrator, for the fee proposed of $36,000, with the condition that a partner of the firm be directly involved with Washington County bond counsel activities. Unanimously approved. REJECT BIDS - LANDFILL EQUIPMENT Motion made by Commissioner Irvin, seconded by Downey, to reject the bids submitted for a dozer crawler for the Landfill and to rebid this equipment since the bids received were not responsive to specifications required. Unanimously approved. LETTER OF SUPPORT - PROPOSED FUNKSTOWN BY-PASS Barry Teach, County Administrator, read a letter of support received from the Town of Funkstown in support of the proposed Funkstown by-pass project. REQUEST FOR EXTENSION OF WATER LINE - FAIRVIEW ROAD Barry Teach, County Administrator, informed the Commissioners that the Sanitary District had received a letter from a property owner on Fairview Road requesting that the water line be extended to her property. Mr. Teach stated that the Sanitary District estimates that it would cost approximately $13,500 to extend the line for one household. The Commissioners instructed Mr. Teach to refer this OCTOBER 10, 1989 MINUTES, CONT'D. back to the Sanitary District with the request that they contact the other property owners who live on this road to see if they are interested in having public water and to provide the estimated costs for this. The Commissioners discussed participating financially in this project at the same percentage they provided when the initial project at the Martins Crossroad s/Cearfoss area was underway. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Irvin, seconded by Shank, to convene in Executive Session at 10:55 a.m. in regard to personnel, property and legal matters in accordance with Section 10.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Downey, seconded by Irvin, to reconvene in Regular Session at 2:05 p.m. Unanimously approved. ABATEMENT OF TAXES - NON-PROFIT ORGANIZATIONS Motion made by Commissioner Roulette, seconded by Irvin, to abate County property taxes totaling $11,048.11, in accordance with the Tax Property Article - Title 4- 401 of the Annotated Code for the State of Maryland, for the following non-profit civic organizations: Rohrersville Ruritan (Account No. 008027) - $1,122.94; Ruritan Club of Rohrersville (Account No. 008132) - $741.67; Leitersburg Ruritan (Account No. 005714) - $508.64; Antietam/Dargan Ruritan Club (Account No. 015778) - $581.06; Ruritan Club Inc. #12 (Account No. 006411) - $736.77; Ruritan Club, Maugans (Account No. 015694) - $1,778.76; Ruritan Club, Maugans (Account 015658) - $5.33; Ruritan Club Inc., Ringgold (Account No. 008152) - $488.41; Civic Organization #15 (Account No. 001011) - $759.13; Herman A. Lewis Trust, Chewsville Community (Account No. 007738) - $1,575.35; Ruritan Club (Downs) Account No. 006706 - $978.10; Ruritan Club (Downs) Account No. 006692 - $147.82; Wilson Foundation (Account No. 011603) - $1,383.44; and Tammany Van Lear (Account No. 029007) - $240.69.
