CALL TO ORDER AND ROLL CALL Chairman Michael Gehr called the regular monthly meeting of the Historic District Commission to order on Wednesday, August 5, 2009 at 7:00 p.m. in Conference Room I of the Washington County Administrative Annex, 80 West Baltimore Street. Members present included: Michael Gehr, Merry Stinson, Sandy Izer, Rob Bowman, Charles Stewart and David Wiles. Also present was Staff members Stephen T. Goodrich and Debra Eckard. B. MINUTES Ms. Izer made a motion to approve the minutes of the June 3, 2009 meeting as presented. Seconded by Mr. Bowman. Unanimously approved. C. COMMUNICATIONS AND BILLS Mr. Goodrich provided copies of Regulating New Construction in Historic Districts to the HDC members in the agenda packet. D. UNFINISHED BUSINESS Mr. Goodrich distributed copies of the revised draft Memorandum of Agreement from the Federal Aviation Administration for the Brumbaugh-Kendle-Grove Farmstead for the Commission's comment. Ms. Stinson noted that Historic Preservation Commission needs to be changed to Historic District Commission. E. BUDGET None F. NEW BUSINESS PP -09-001 — Callas Lots 6-11 Mr. Goodrich presented for review and comment a Preliminary Plat for Callas — Lots 6-11 located along the east side of Fairplay Road and north of Taylor's Landing Road. There is an existing house on the property which is listed in the State Historic Sites Survey as WA -l1-453. The lots are proposed for immediate family members. Discussion and Comment: Ms. Izer noted there is a second historic house on proposed Lot 11; however, it is not listed on the Inventory. She believes the house would be eligible to be placed on the historic sites inventory. Motion and Vote: Ms. Izer made a motion to recommend that the existing house on proposed Lot 11 be inventoried to determine its historic significance and be preserved because it sits along one of the oldest roads in the Washington County. Seconded by Ms. Stinson. Unanimously approved. SP -09-028 — Proposed Cell Tower at 3204 Gapland Road Mr. Goodrich presented an application for a cell tower to be located along the southwest side of Gapland Road. The cell tower application was previously approved by the Board of Zoning Appeals. The developer is proposing a 109 -foot monopole on 45.6 -acres zoned Preservation. Mr. Goodrich explained there are some problems with access that are delaying approval of the site plan. Permit #2009-03112-4336 Main Street Rohrersville Mr. Goodrich presented for review and approval Permit #2009-03112 for property located at 4336 Main Street in the historic portion of the Rohrersville Rural Village zone. The dwelling is listed in the State Historic Sites Inventory as Site No. WA -III -149. The owners, Mr. and Mrs. Charles Holder, and Mr. Timothy Rudolph, the owner's contractor, were present at the meeting. The owners are proposing to construct a 22 x 22 foot master bedroom and bath addition connected by a 10 x 12 foot sunroom. Discussion and Comments: There was a brief discussion regarding the addition being located on the side instead of the rear of the house. Mr. Rudolph explained that the septic field is located to the rear of the dwelling. There was a discussion regarding the scale of the proposed windows in the addition to the existing windows in the house. Members had difficulty in determining the proportions and size of windows and where the new addition would fit in to the existing house because the submitted drawings were not drawn to scale. Members discussed the scale and mass of the addition in contrast to the existing house. Ms. Stinson expressed her opinion that the small windows in the proposed addition are not compatible with the existing dwelling. Mr. Bowman believes that the windows in the addition should be proportionate to the existing windows and the siding should be a horizontal German style siding with a spoon cut to match the existing siding. He does not believe that the side door should have a transom like the front door. Ms. Stinson suggested installing only one window proportionate to the existing windows instead of the two small windows that the owners are proposing. Mr. Bowman suggested installing shutters on the side windows. Mr. Gehr suggested that the owners should be sensitive to the type of door to be used on the addition. He stated he would like to have more detailed plans and better documentation with regard to the addition and how it "fits" into the existing house. Motion and Vote: Ms. Izer made a motion to table this item based on the need for drawings that conceptually and accurately show the setbacks, the window placement and size, the German vinyl siding, the placement of shutters on the new addition, windows on the existing house, elevations, and a complete set of floor plans showing how the addition "fits" into the existing house. Seconded by Mr. Bowman. Unanimously approved. Mr. Gehr suggested that Mr. Goodrich scan the revised drawings when they are submitted and send them via e-mail to the Commission members for their review and approval. If the Commission members still have questions, the revised drawings would be presented at the next HDC meeting in September. Cell Tower Notice —15322 Fairview Road Mr. Goodrich stated that the Informational Notice of Section 106 Filings from the Federal Communications Commission included in the agenda packet was sent to the Commission for their information. There has been no further information submitted at this time. He believes there will be a notice from the Board of Zoning Appeals (BZA) when an application has been submitted for the proposed tower since this is a special exception use and will need approval from the BZA. OTHER BUSINESS Ms. Stinson asked HDC members to help take photographs around Washington County that can be used in the new design guidelines that the Commission has been preparing. *11x$lIikTA i*fi[.]L1 None ADJOURNMENT Mr. Stewart made a motion to adjourn the meeting at 8:55 p.m. Seconded by Ms. Izer.
