CALL TO ORDER AND ROLL CALL In the absence of Chairman Michael Gehr and Vice -Chairperson Merry Stinson, Stephen Goodrich called the regular monthly meeting of the Historic District Commission to order on Wednesday, June 6, 2007 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80 West Baltimore Street. Members present included: Charles Stewart, David Wiles, Robert Bowman II, Sandy Izer, and Carla Viar. Also present was Staff member Debra Eckard. C. MINUTES Mr. Stewart made a motion to approve the May 2, 2007 minutes as amended. Seconded by Ms. Izer. Unanimously approved. D. COMMUNICATIONS & BILLS Mr. Goodrich provided copies of the `Forum News"for HDC members information. Mr. Goodrich announced that the Maryland Historical Trust has approved the Rural Community Survey project and funding will be received to inventory six rural villages. He noted that the amount of funding is limited and we may need to limit the number of villages or narrow the scope of information collected for the six villages. Mr. Goodrich stated that we requested funding in the amount of $12,000; however, we will be receiving only $7,700 from the Trust. The Washington County Board of County Commissioners would also provide funding up to $10,000. E. UNFINISHED BUSINESS None F. BUDGET None. G. NEW BUSINESS Permit #2007-02777-7917 Pendleton Court Mr. Goodrich presented for review and approval Permit #2007-02777 for property located at 7917 Pendleton Court in the Tilghmanton Rural Village zone; however, it is not within the historic portion of the village. The owner is proposing to construct a 704 -square foot detached two -car garage with an unfinished storage room above the garage. Ms. Izer made a motion to approve Permit #2007-02777 for property located at 7917 Pendleton Court based on an inspection of the project plans and if constructed in accordance with these plans, the addition would be compatible with the character of the existing structure and adjacent properties and it does not negatively impact any of the contributing structures within the Rural Village zone. Seconded by Mr. Stewart. Unanimously approved. Permit #2007-03717 —14627 Maryland Avenue Mr. Goodrich presented for review and approval Permit #2007-03717 for property located at 14627 Maryland Avenue in the Pen Mar Rural Village zone. The structure is located within the historic portion of the Rural Village; however, it is not a contributing structure within the Village. The owner is proposing to replace an existing shed with a detached 24 x 31 -foot garage. Ms. Viar made a motion to approve Permit #2007-03717 for property located at 14627 Maryland Avenue based on an inspection of the project plans and if constructed in accordance with these plans, the project would be compatible with the character of the existing structure and adjacent properties and it does not negatively impact any of the contributing structures within the Rural Village zone. Seconded by Mr. Stewart. Unanimously approved. PSP-07-002 — Cinetic Landis Grinding Corporation Mr. Goodrich presented for review and comment, the site plan for the Cinetic Landis Grinding Corporation located along the north side of Halfway Boulevard. He noted that an historic structure listed in the Washington County Historic Sites Survey as WA -I-350 is located on a parcel adjacent to the proposed manufacturing plant. There was a brief discussion regarding access to the property and the tree buffer between the residential and industrial properties. Mr. Goodrich noted that the tree cover immediately adjacent to the vacant property does not need to be removed; however, an additional row of landscaping is proposed. The developer is proposing to use a double row of 8 -foot Austrian pines. Ms. Izer made a motion to commend the developer for sensitivity to the existing historic structure and the proposed landscaping buffer between the historic property and the new construction site. Seconded by Ms. Viar. Unanimously approved. OTHER BUSINESS Ms. Izer stated that she has received a phone call from a concerned citizen regarding the construction of a monopole on Maryland Route 67. The HDC made comments when this issue was brought before them that the proposed monopole would have a negative visual impact on the following historic structures identified by the Maryland Historical Trust Sites Survey: WA -III -007, WA -III -008, WA -III -049, WA -III -054 and WA -III -063. Mr. Goodrich stated that the HDC's review and comments were forwarded to MHT and becomes part of their informational base; however, if MHT does not comment on the proposal, that is viewed as an approval. Members discussed ways to have their comments forwarded in lieu of the MHT's decisions. When an application is made to the Board of Zoning Appeals for this particular project, the HDC should receive a copy of the application and their comments would be made a part of the record.
