CALL TO ORDER AND ROLL CALL Chairman Michael Gehr called the regular monthly meeting of the Historic District Commission to order on Wednesday, June 7, 2006 at 7:10 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80 West Baltimore Street. Members present included: Michael Gehr, Jane Hershey, David Wiles and Carla Viar. Also present were Staff members Steve Goodrich and Debra Eckard. C. MINUTES Ms. Hershey made a motion to approve the May 3, 2006 minutes as presented. Seconded by Mr. Wiles. Unanimously approved. D. COMMUNICATIONS AND BILLS Mr. Goodrich provided information regarding the National Commission Forum in Baltimore and the Forum Journal. E. UNFINISHED BUSINESS None F. BUDGET None G. NEW BUSINESS With the adoption of the new Rural Village zoning designation, the Historic District Commission is responsible for the architectural review of any new construction over 100 square feet located within the Rural Village. Building Permit #2006-03594 -18068 Knoll Drive Mr. Goodrich presented for review and approval Building Permit application #2006-02918, 18068 Knoll Road located in the Rural Village of Tilghmanton. The subject property is not located within the historic portion of the Rural Village. The applicant is proposing to construct a 28 -foot x 12 -foot pre -fabricated storage building. Ms. Hershey made a motion to approve the building permit application. Seconded by Ms. Viar. Unanimously approved. Building Permit #2006-03912-7903 Sharpsburg Pike Mr. Goodrich presented for review and approval Building Permit application #2006-03912, 7903 Sharpsburg Pike located in the Rural Village of Tilghmanton. The subject property is located within the historic portion of the Rural Village. The applicant is proposing to construct front and rear decks on a mobile home. Ms. Viar made a motion to approve the building permit application at 7903 Sharpsburg Pike. The property is located within the Rural Village of Tilghmanton; however, the structure is not historic and the proposed decks are compatible with the existing structure. Seconded by Mr. Wiles. Unanimously approved. Building Permit #2006-03913-7730 Fairplay Road Mr. Goodrich presented for review and approval Building Permit application #2006-03913, 7730 Fairplay Road located in the Rural Village of Tilghmanton. The subject property is not located within the historic portion of the Rural Village. The applicant is proposing to construct an 8' x 44' covered front porch. Discussion: Mr. Gehr noted that the structure does not appear to be historic. Ms. Viar believes the materials and design are compatible with the existing structure. Mr. Wiles made a motion to approve the building permit application because the proposed porch is compatible with the style of the house and acceptable for the area in which it is located. Seconded by Ms. Hershey. Unanimously approved. Building Permit #2006-04426 -17800 Walker Circle Mr. Goodrich presented for review and approval Building Permit application #2006-04426, 17800 Walker Circle located in the Rural Village of Tilghmanton. The subject property is not located within the historic portion of the Rural Village. The applicant is proposing to construct a 14' x 24' addition attached to the side of the existing house. Ms. Hershey made a motion to approve the building permit application as presented. Seconded by Mr. Wiles. Unanimously approved. Building Permit #2006-03840 — 18357 Mansfield Road Mr. Goodrich presented for review and approval Building Permit application #2006-03840, 18357 Mansfield Road located in the Antietam Overlay zone AO -1. The applicant is proposing to construct a 12' x 14' addition to the rear of the house. Discussion: Ms. Viar expressed her opinion that the addition will be compatible and subordinate with the existing structure and would meet the Secretary of the Interior's review guidelines for additions. Ms. Viar made a motion to approve the Building Permit application for 18357 Mansfield Road based on the criteria for additions as set forth by the Secretary of the Interior. The addition appears to be subordinate and compatible to the existing structure and does not mimic the existing structure. Seconded by Ms. Hershey. Unanimously approved. Building Permit #2006-04018-25453 Highfield Road Mr. Goodrich presented for review and approval Building Permit application #2006-04018, 25453 Highfield Road located in the Rural Village of Highfield. The subject property is not located within the historic portion of the Rural Village. The applicant is proposing to construct a 32' x 50' pole barn to the rear of the house on a 4" concrete slab. Comment: Mr. Gehr stated for the record that he has worked with Mr. and Mrs. Cramer, owners, in the past; however, they are not currently working together on any projects. Mr. Wiles made a motion to approve the building permit application #2006-04018 as presented because the proposed building is compatible with the surrounding area. Seconded by Ms. Viar. Unanimously approved. Buildina Permit #2006-04384-24823 Linden Avenue Mr. Goodrich presented for review and approval Building Permit application #2006-04384, 24823 Linden Avenue located in the Rural Village of Pen Mar. The subject property is a contributing structure within the Rural Village of Pen Mar. The applicant is proposing to construct a 28'x 34' addition to the left side of the existing house. Mr. Wiles made a motion to approve the building permit application as presented based on the addition being compatible with the existing structure and other structures in the surrounding area. Seconded by Ms. Hershey. Unanimously approved. H. OTHER BUSINESS Ms. Hershey inquired about reimbursement for gasoline expenses when visiting sites that are going to be reviewed during upcoming meetings or a small stipend as an incentive to attend meetings and to help defray travel costs. Mr. Goodrich stated he would make an inquiry regarding this issue and recommended that Commission members address the issue with Commissioner Nipps. EXECUTIVE SESSION None J.
