CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order by Chairman Michael Gehr on Wednesday, July 6, 2005 at 7:05 p.m. in Conference Room 1 of the Washington County Administrative Annex. Members present included: Jane Hershey, Eleanor Lakin, Merry Stinson, Carla Viar and David Wiles. Also present was County Commissioner Dori Nipps and staff members, Stephen T. Goodrich and Debra Eckard. Member Sandra Izer was absent. C. MINUTES Because a quorum was not present at the June 1, 2005 meeting, no minutes were recorded. A summary of the meeting will be kept on file for future reference. D. COMMUNICATIONS AND BILLS None. E. UNFINISHED BUSINESS None. F. BUDGET The budget for FY 2005-2006 has been approved by the Board of County Commissioners as presented. Mr. Goodrich noted there is an increase in the budget for training and travel expenses. G. NEW BUSINESS 1) PC -05-019 — Williamsport Ventures, LLC Mr. Goodrich presented for review and comment a concept plan for Williamsport Ventures, LLC (Britner and Ebersole properties). The property is located along the south side of Sterling Road, east side of Doub Road and the north side of Kendle Road. The developer is proposing 1267 residential units on 328 acres and is proposing to submit an application for a PUD (Planned Unit Development) zoning for this property. A PUD zoning allows a mixture of different types of uses. In this case, the developer is proposing a variety of residential uses such as single-family residences, townhomes and condominiums. A farm complex listed in the Washington County's Historic Sites Inventory (WA -I-017) is located on the site. During the preliminary consultation, the developer stated that they do not plan to save any historic structures on the site. Mr. Wiles made a motion to recommend to the developer that the house be retained and rehabilitated because of the rapid disappearance of log structures in Washington County and because the house is an intact example of the building styles of the early 19t" century and an example of modifications and improvements typical to farm buildings over time. Mr. Wiles intended his motion to include the entire farm complex because the other buildings will show the progression in the development of agricultural uses. Seconded by Ms. Stinson. Unanimously approved. 2) Draft — Land Preservation, Parks and Preservation Plan Mr. Goodrich presented for review and comment the Land Preservation, Parks and Recreation Plan. This document is required by the State to obtain Park Open Space funds and contains the proposals and goals for park land acquisition and development for the next three years. Ms. Stinson made a motion to recommend that the Plan should contain a specific statement that any historic resources located on properties purchased in the future for park land, the historic resources should be preserved and maintained. Seconded by Ms. Hershey. Unanimously approved. H. OTHER BUSINESS Mr. Goodrich presented for the Commission's information, the proposed text for Article 5A — "A(R)" Agricultural (Rural) District, Section 5.A.4 Exemptions (B) of the Rural Rezoning. Mr. Goodrich stated that the Board of County Commissioners will be adopting the Rural Rezoning in the near future. I. EXECUTIVE SESSION None. J.
