HomeMy WebLinkAbout6-1-05SUMMARY HISTORIC DISTRICT CI June 1, 2005 The Historic District Commission held its regular monthly meeting on Wednesday, June 1, 2005 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex. The following members were present: Jane Hershey, Sandra Izer and David Wiles. Also present was County Commissioner Dori Nipps and staff members Stephen T. Goodrich and Debra Eckard. The following members were absent: Merry Stinson, Eleanor Lakin, Michael Gehr, and Carla Viar. Because a quorum was not present a formal meeting could not be held. However, the members who were present gave their recommendations for the Agenda items that were presented. Demolition Permit #2005-03008 —13722 Village Mill Drive Mr. Goodrich presented a demolition permit for a barn located at 13722 Village Mill Drive, located within the Freedom Hills development. The previous owner, Mr. Gene Albert, had a preliminary consultation for the development of this property several years ago. At that time, the HDC reviewed the concept plan that showed proposed lot lines going through the existing house and a road going through the existing barn. The Commission recommended a new lot layout to retain all of the farm complex buildings on individual parcels so they could be sold and rehabilitated. Mr. Albert changed the concept plan and put the farm house on a separate lot and the first phase of the development was started. The property has recently been sold to Mr. Farhad Memarsadeghi, Admar Custom Homes. The new developer is ready to move forward with the next phase of development which includes construction of the proposed road through the barn. The developer is also proposing to demolish the farm house; however, a formal permit application has not been made. Comments: Ms. Izer noted that the post and beam construction of the barn is a significant architectural feature for structures within Washington County. She would like to see the proposed plan be revised to retain both the house and the barn. Ms. Hershey stated her recommendation for denial of the demolition permit. Mr. Wiles stated his recommendation to save both the house and the barn and to deny the demolition permit. Commissioners Nipps stated that the HDC has made recommendations to other developers to save structures listed on the Historic Register. Numerous developers have restored historic homes within their developments. She recommended that the developer reconsider renovating and rehabilitating the structures within this development. Mr. Goodrich stated that he will present to the Planning Commission, the opinions of the HDC members present this evening and reiterate the previous recommendation to save the entire farm complex. National Register Nomination — Ridenour Farm Mr. Goodrich presented an application for nomination to the National Register of Historic Places for the Ridenour Farm located on Hopewell Road. Ms. Hershey, Ms. Izer, and Mr. Wiles recommended approval of the nomination based on criteria "c" of the Registration Form which states the following: "Property embodies the distinctive characteristics of a type, period, or method of construction or represents the work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components lack individual distinction."
