HISTORIC DISTRICT COMMISIC
FOR WASHINGTON COUNTY
October 5, 2005
A and B. CALL TO ORDER AND ROLL CALL
Chairman Michael Gehr called the regular monthly meeting of the Historic District Commission to
order on Wednesday, July 6, 2005 at 7:05 p.m. in Conference Room 1 of the Washington County
Administrative Annex. Members present included: Jane Hershey, Eleanor Lakin, Merry Stinson,
Carla Viar, Sandra Izer and David Wiles. Also present was staff member Stephen T. Goodrich.
C. MINUTES
Ms. Hershey made a motion to approve the July 6, 2005 minutes as presented. Seconded by
Ms. Viar. Unanimously approved.
D. COMMUNICATIONS AND BILLS
Mr. Goodrich stated that the latest copy of the Forum Journal is available at the County Planning
Department for members to read.
E. UNFINISHED BUSINESS
None.
F. BUDGET
None.
G. NEW BUSINESS
PC -05-023 — Cloverly
Mr. Goodrich presented for review and comment a preliminary consultation for Cloverly. The
property is located north of Maryland Route 77 and east of Maryland Route 64 in the Town of
Smithsburg. The developer is proposing 72 residential lots on approximately 62 acres. Two
historic sites listed in the County's Historic Sites Inventory as WA -IV -046 and WA -IV -047 are
located on the property. According to information on the drawings, it appears that both sites are
proposed for retention.
Ms. Lakin made a motion to commend the developer for retaining the historic buildings on the
property and for designing the proposed development with sensitivity directed to the topography
and natural features of the site and to recommend buffering on the east side of Lot 15 and that
the proposed retention of the historic structures be continued through each review phase of the
development and actual construction. Seconded by Jane Hershey. Unanimously approved.
Permit #2005-10199 - Sharpsburg Pharmacy Sign
Mr. Goodrich stated that this item has been withdrawn at the owner's request due to setback
issues. The owner will need to obtain a variance to construct the sign at the proposed location.
PP -05-008 — Preliminary Plat of Taylor's Run
Mr. Goodrich presented for review the Preliminary Plat for Taylor's Run. There are currently two
historic sites listed in the County's Historic Site Survey as WA -1-368 and WA -1-364 located on
adjacent parcels. At this time, the Commission does not have any comment.
H. OTHER BUSINESS
Membership Recommendations
Mr. Gehr's Commission membership term expires on October 31, 2005. Mr. Gehr stated that he
would be willing to be reappointed to the Commission. By concensus, members agreed to
forward a recommendation to the Board of County Commissioners that the two year term limit be
waived and Mr. Gehr be reappointed.

Ms. Hershey made a motion to adjourn the meeting at 7:35 p.m. Seconded by Ms. Stinson. So
