HomeMy WebLinkAbout07.01.1986July 1, 1986 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 10:00 a.m. by the President, Ronald L. Bowers, with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R. Salvatore and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Rev. Roland C. Hobbs, Haven Lutheran Church, followed by the Pledge of Allegiance to the Flag by the full Assemblage. WAIVER OF TAX PAYMENT REQUIREMENT TO OBTAIN PERMIT Motion made by Commissioner Roulette, seconded by Snook to grant a waiver of the requirement that all county taxes must be paid prior to obtaining a permit to Mr. John Talley, Lynn Fabricators, Inc., for taxes due for FY 1984/85 and FY 1985/86 in the total amount of $7,873.03 + interest, based upon a cash flow problem and with said waiver to be effective through January 1, 1987. Unanimously approved. RETIREE HEALTH BENEFITS CONTINUATION Alan Davis, Personnel Administrator, appeared before the Commissioners to inform them that, after carefully analyzing all the data relative to the continuance of retirees' health benefits under the county group program, he had determined that to provide this extended coverage could have an adverse financial effect on the county's self-insurance program and negate all the cost savings efforts that have been made since the inception of self-insurance. He also said that an additional concern would be the impact that conceivably would be made on the stop/loss insurance since the success in obtaining acceptable levels of insurance protection at an affordable price was primarily due to the relatively youthful composition of the work force. Harold Kinzer, retiree, and Harry Snook who will be retiring in January, 1987, asked the Commissioners to consider other than the monetary side of the issue and to support providing the extended coverage. They said that retired employees faced financial hardships in obtaining insurance supplemental to Medicare and that the coverage is not as extensive as that offered by the County. The Commissioners took the matter under advisement at this time. FEDERAL HEALTH BENEFITS CONTINUATION - COBRA Alan Davis informed the Commissioners that a new Federal Law, Consolidated Omnibus Budget Reconciliation Act of 1985, effective July 1, 1986, would affect the county's group health benefit plan by requiring that covered employees or a dependent who loses coverage under a specified circumstance be offered the right to continue health coverage at their own expense. He further explained the qualifying events and maximum continuation periods and said that administrative procedures had been established by his office. AWARD BID - COUNTY COMMUTER LIABILITY INSURANCE Motion made by Commissioner Salvatore, seconded by Downey to accept the recommendation of the Insurance Committee and award the bid for County Commuter Liability Insurance Coverage to Maryland Auto Insurance Fund (MAIF) through the Wright -Gardner Insurance Agency who submitted the low annual premium of $46,380.75 payable in three (3) equal monthly payments of $15,460.25. Unanimously approved. RESOLUTION - PARTNERSHIP FOR PROGRESS Roland Hebb, President, and Charles R. Stroh, Executive Vice President of the Hagerstown -Washington County Chamber of Commerce, appeared before the Commissioners to introduce a Resolution that was passed unanimously by the Chamber in regard to the establishment of a Partnership for Progress involving the Chamber, and City and County Governments. They urged the Commissioners to join in this commitment. MOTION made by Commissioner Salvatore, seconded by Snook to join with the City of Hagerstown and the Chamber of Commerce in the establishment of a Partnership for Progress in support of continuing a cooperative working relationship for the progress of the community. Unanimously approved. AWARD BID - T -HANGARS Motion made by Commissioner Roulette, seconded by Snook to accept the recommendation of the Airport Commission and award the bids for two T -Hangar Buildings to Myers Buildings Systems, Inc. who submitted the low bid for a total cost of $230,335. Unanimously approved. JULY 1, 1986 MINUTES, CONT'D. BID OPENING - AIRPORT ACCESS ROAD Bids for the Airport Access Road Project were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: E. F. Goetz & Sons, Inc. - $124,540, WOCAP - $241,790.25, P.& W. Excavating - $149,925, Fayetteville Contraactors - $143,080, Wolfe Brothers, Inc. - $196,240. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - CHARLES MILL ROAD BRIDGE REHAB Bids for the rehabilitation of Charles Mill Road Bridge were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Stamper Construction Co. - $129,020, Building Systems, Inc. - $103,550, Wolfe Brothers, Inc. - $128,815. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - TRAFFIC PAINT & BEADS Bids for line -striping traffic paint and reflective beads were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Flex -O -Lite - $10.901 for 50 lb. bag of beads; Mid -Atlantic Safety Company - yellow paint - $4.41 per gal., white paint - $4.68 per gal. beads - $.32 per lb., Potters Industries, Inc. - beads - $11.494 per 50 lb. bag. Ennis Paint Manufacturer's - yellow paint $3.91 per gal., white paint - $4.08 per gal. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - OVERLAY PROJECT Bids for the County's Bituminous Concrete Overlay Project estimated at 24 miles were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: WOCAP - $30.85 per ton, P.& W. Excavating - $24.89 per ton, Wolfe Brothers, Inc. - $26.22 per ton, R.F. Kline - $43.25 per ton. The bids will be reviewed by appropriate officials prior to a decision being rendered. REAPPOINTMENTS TO MENTAL HEALTH ADVISORY COMMITTEE Motion made by Commissioner Downey, seconded by Roulette to reappoint Donna Chrisman, Robert Hull and Richard Stanzione to serve for three (3) year terms as members of the Washington County Mental Health Advisory Committee. Unanimously approved. MINUTES OF MEETINGS OF JUNE 9 & 10, 1986 Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes of the County Commissioners' Meetings of June 9 and 10, 1986, as submitted. Unanimously approved. AMENDMENT TO MINUTES OF MAY 20, 1986 Motion made by Commissioner Roulette, seconded by Salvatore to amend the Minutes of the County Commissioners' Meeting on May 20, 1986, as follows: REDUCTION OF YEARS OF SERVICE FOR RETIREMENT FOR DEPUTIES- . . . and to include the deputies in the 4.5 percent cost of living raise proposed for all other county employees . . . AND TO INCREASE THE SHERIFF'S DEPARTMENT SALARY SCALE ACROSS THE BOARD BY $815.00, WHICH REPRESENTS THE AVERAGE DOLLAR INCREASES TO BE RECEIVED BY ALL OTHER COUNTY EMPLOYEES BASED ON A 4.5 PERCENT COST OF LIVING ADJUSTED TO THE COUNTY SALARY SCALE. Unanimously approved. ADVANCE TO SANITARY COMMISSION FOR HIGHFIELD WATER PROJECT Motion made by Commissioner Salvatore, seconded by Snook to advance the Sanitary Commission $36,900 to meet current financial needs in connection with the Highfield Water System, with this amount, plus the $30,000 advanced in June 1985, to be repaid to the County through user fees established for the new system upon its completion over a period of ten (10) years. Unanimously approved. REJECT BIDS FOR DIRECTORIES AND SIGNAGE PROJECT Motion made by Commissioner Salvatore, seconded by Snook to reject all bids received and opened on June 10, 1986 for the Building Directories and Signage Project, on the basis of budgetary limitations. Unanimously approved. SPECIAL POLICE PROTECTION FOR CLEAR SPRING The Commissioners expressed no objections to the Town of Clear Spring using its $300 tax rebate towards the cost of having a sheriff's deputy patrol the town four hours every Friday and Saturday nights during the summer months, providing the Sheriff's Department has the manpower available. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Salvatore, seconded by Snook to convene in Executive Session at 11:30 a.m. in regard to personnel and property matters, pursuant to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Snook, seconded by Roulette to reconvene in Regular Session at 11:40 a.m. Unanimously approved. EMPLOY MOTOR EQUIPMENT OPERATOR II FOR CENTRAL SECTION Motion made by Commissioner Roulette, seconded by Salvatore to employ Kevin Knight in the position of Motor Equipment Operator II for the Center Section of the Roads Department, to fill an existing vacancy. Unanimously approved. EMPLOY MOTOR EQUIPMENT OPERATOR III FOR SOUTHERN SECTION Motion made by Commissioner Salvatore, seconded by Roulette to employ Michael Sprecher in the position of Motor Equipment Operator III for the Southern Section of the Roads Department, to fill an existing vacancy. Unanimously approved. EMPLOY SECRETARY II - RECREATION COMMISSION Motion made by Commissioner Salvatore, seconded by Snook to employ Susan Smith in the position of Secretary II for the Recreation Commission, to fill an existing vacancy. Unanimously approved. PROCLAMATION - THE MARYLAND SYMPHONY AT ANTIETAM, OFFICIAL ANNIVERSARY CELEBRATION Motion made by Commissioner Salvatore, seconded by Downey to Proclaim July 5, 1986, as Official Anniversary Celebration - Maryland Symphony at Antietam Day, urging all citizens to salute the Symphony, the County, and our Nation's Independence at a celebration and fireworks display at Antietam National Battlefield at 7:00 p.m. on July 5, 1986.
