The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers with the following
members present: Vice President Linda C. Irvin and Commissioners R. Lee Downey,
Richard E. Roulette and John S. Shank.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Captain Daryl Kingsbury of the Salvation Army,
followed by the Pledge of Allegiance to the Flag by the full assemblage.
PROCLAMATION - SALVATION ARMY WEEK
Commissioner Bowers presented Capt. Daryl Kingsbury with a proclamation designating
the week of May 21-27,1989, as Salvation Army Week in Washington County. Capt.
Kingsbury thanked the Commissioners for their support and said that he is looking
forward to continuing to serve Washington County in the future. He then presented
the Board with a Certificate of Appreciation for their support.
PROCLAMATION - RURITAN WEEK
Commissioner Bowers presented a proclamation to John McGollerick, President of
County Ruritan Clubs, designating May 21-27 as Ruritan Week in Washington County.
Mr. McGollerick thanked the Commissioners and presented them a Ruritan mascot, a
teddy bear known as "Rudy Ruritan", which Ruritan Clubs provide to fire and
ambulance companies and the police to help calm children who are victims of an
accident or fire.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the Children's Council meeting, the Transportation
Commission meeting, and the Airport Commission meeting; Commissioner Downey
informed the Commissioners that the Western Maryland Hospital is starting a fund
drive; Commissioner Shank reported on the Parks Board meeting; and Commissioner
Roulette gave a report on the Tourism Advisory Committee meeting. Commissioner
Bowers informed the Commissioners that the State Department of the Environment, the
Extension Service and Pennfield are discussing participation in a pilot program to
deal with odor control for large scale hog farming operations. He also reported on
the Women in Highway Safety awards luncheon he attended and a meeting on the
Mason/Dixon Drag strip. Barry Teach, County Administrator, informed the
Commissioners that the Red Hill area does not meet the State's criteria for gypsy
moth spraying. Mr. Teach also read a letter from Carl Sanford, President of the
City of Hagerstown Preservation Design Commission, in which he expressed the
Commission's appreciation for maintaining the historic quality of the Court House
Roof when they had the roof replaced.
APPROVAL OF MINUTES - MAY 2 & 9, 1989
Motion made by Commissioner Irvin, seconded by Downey, to approve the minutes of
May 2, 1989, as amended. Unanimously approved.

May 9, 1989, as submitted. Unanimously approved.
AUTHORIZATION TO POST "NO STOPPING OR STANDING" SIGNS
Motion made by Commissioner Roulette, seconded by Irvin, to post "No Stopping or
Standing - After 12:00 Noon" signs on both sides of the road on Mt. Lena Road from
Lums Lane to the Mt. Lena United Methodist Church to Route 40 and on both sides of
Lum's Lane. Unanimously approved.
BOARD OF EDUCATION ROOFING PROJECT - LANDFILL USAGE
Pursuant to the agreement by the Commissioners at the May 16 meeting to grant a
waiver of landfill user fees to the Board of Education for three roofing projects,
Mr. Teach explained that an estimate will be made of the quantity of material that
would be taken to the landfill from each of the three roofing projects. Each load
to be hauled to the landfill will require a voucher from a designated
representative of the Board of Education verifying that it came from a particular
roofing job. He also stated that it will be closely monitored to make sure that
the total quantity does not exceed what has been estimated.
PROPOSED ROAD IMPROVEMENT POLICY
Mr. Teach presented several recommendations for the Commissioners' consideration
for a proposed road improvement policy. Policy would reflect, in the case of
panhandle lots, that the contribution for the developer be based on the per foot
cost of improvement of the road based on the minimum lot width requirement as set

by the Zoning Ordinance. In cases where the development would occur within the
Urban Growth Area or Town Growth Areas, the County would consider participation in
the improvement but would not be obligated to do so.
Mr. Teach explained that there have been three requests for subdivisions on
Barnhart Road. Mary Trumpower received initial subdivision approval for three lots
on Barnhart Road and returned for final approval after one other subdivision had
been approved on this road for which the County required road improvements as a
condition of approval, and she was told at that time that she would have to
participate in the road improvements also. The Planning Commission is recommending
that she pay one-half of the estimated cost of $10/foot for a distance of 585' or
$2925. Paul Schoonmacher is also seeking subdivision approval for three lots on
Barnhart Road and would like to have the same arrangement regarding road
improvement and he does realize that if a road improvement policy is adopted that
he would be required to improve the entire distance of the road to Mercersburg
Road.
The Commissioners requested that Mr. Teach assemble the policy in a written form
for their consideration at the May 30 meeting.
BID AWARD - CONTRACT SERVICES - LANDFILL
Motion made by Commissioner Shank, seconded by Roulette, to award the bid for
contract services at the landfill to Eastern Waste Industries, who submitted the
low bid of $119,100 and a Performance Bond of $2,977.50. Unanimously approved.
LINE ITEM TRANSFER - PLUMBING
Motion made by Commissioner Downey, seconded by Roulette, to transfer $660 from
Other (01-4-0000-320-039) to Printing -Code Books (01-5-1232-522-010) as requested
by the Plumbing Inspector. Unanimously approved.
LINE ITEM TRANSFER - SHERIFF'S DEPARTMENT
Motion made by Commissioner Shank, seconded by Roulette, to approve the transfer of
$4,000 from Wages -Regular (01-5-1201-412-000) to Tuition Assistance (01-5-1201-527-
010) as requested by the Sheriffs Department. Unanimously approved.
LINE ITEM TRANSFER - RECREATION COMMISSION
Motion made by Commissioner Roulette, seconded by Shank, to approve the line item
transfer requested by the Recreation Commission for $7,683.05 from Wages -Temporary
Help (01-5-1811-413-000) to a new contractual service line item. Unanimously
approved.
LINE ITEM TRANSFER - PARKS DEPARTMENT
Motion made by Commissioner Downey, seconded by Roulette, to approve the line item
transfer of $500 from Parks Programs (01-5-1801-524-140) and $500 from
Groundskeeping Supplies (01-5-0801-511-030) to Maintenance Agreements (01-5-1801-
543-000). Unanimously approved.
MAINTENANCE CONTRACTS
Motion made by Commissioner Roulette, seconded by Irvin, to renew the maintenance
contract with General Elevator in the third year of the three-year option at the
current rate through June 30, 1990. Unanimously approved.
The Commissioners agreed with the General Purchasing Agent's recommendation to
rebid the contract for trash collection for the II County -owned buildings since the
price quote for renewal has doubled.
APPOINTMENT - HISTORICAL ADVISORY COMMITTEE
Motion made by Commissioner Irvin, seconded by Roulette, to appoint Rodney L.
Shank, subject to his willingness to serve, to the Historical Advisory Committee.
Unanimously approved.
DELEGATION'S MEETING WITH SECRETARY ROBINSON
Barry Teach, County Administrator, reviewed a letter from Delegate Callas outlining
the results of the meeting which the County Delegation to the Generaly Assembly
held with Secretary Robinson of the Board of Public Safety and Corrections, on May
9. Items of interest in Delegate Callas' letter to the Commissioners were as
follows 1) a second work crew from MCTC will be provided as soon as the inmates
are properly classified; 2) the new Commissioner of Corrections agreed to support a
feasibility study to determine if legislation is needed which would provide a fund
to compensate local jurisdictions for costs they absorb as a result of State
correctional facilities being located in their area; 3) Regarding the wastewater

treatment plant, Secretary Robinson is supportive but the State's position is that
they do not have the capacity with their additional construction of the prison
complex. Mr. Teach pointed out that the 201 Facilities Plan identifies the
wastewater treatment plant at the prison as the facility to be utilized by the St.
James area and the State is signatory to this Plan.
The Commissioners asked that a committee be assigned to update the data assembled
in 1987 on the costs incurred by the County government because of State
correctional facilities being located in Washington County along with items to be
reimbursed. Commissioner Bowers suggested that the Community Correctional Services
Advisory Committee be involved in this task.
AUTHORIZATION TO SIGN AGREEMENTS - HOME DETENTION EQUIPMENT
Motion made by Commissioner Roulette, seconded by Downey, to authorize Commissioner
Bowers, as President of the Board, and Joni Bittner, Clerk, to sign the agreements
for home detention equipment with the Diamond Acceptance Company. Unanimously
approved.
HIGHFIELD WATER COMPANY - TAX ABATEMENT
Motion made by Commissioner Roulette, seconded by Downey to abate the uncollectible
taxes of the Highfield Water Company for $6,964.77 for the years 1978-1985.
Unanimously approved.
RESIDENTIAL LEAD PAINT ABATEMENT PROGRAM
Motion made by Commissioner Roulette, seconded by Irvin, to enter into a
Participation Agreement with the State of Maryland for a demonstration project
known as the Residential Lead Paint Abatement Program. Unanimously approved.
GRANT ACCEPTANCE - MARYLAND HISTORICAL TRUST
Motion made by Commissioner Irvin, seconded by Roulette, to accept a $7,000 grant
from the Bowman Trust of the Maryland Historical Trust to assist with Phase I of
the historic sites survey to be undertaken by the Towns of Hancock and
Williamsport. Unanimously approved.
BID OPENING - COMPACTOR FOR LANDFILL
The bids for a compactor at the Landfill were publicly opened and read aloud.
Firms participating in the bidding and their proposals were as follows: Valley
Supply & Equipment - No Bid; Alban Tractor Company - Unit Price - $246,375,
Adjusted Net Bid - $251,375. The bids will be reviewed by appropriate officials
prior to a decision being rendered. (Decision rendered later in this Session.)
BID OPENING - RECYCLING TRAILER - LANDFILL
The bids for a recycling trailer at the Landfill were publicly opened and read
aloud. Firms participating in the bidding and their proposals were as follows:
Truck Equipment Sales & Services - $14,217; Antietam Equipment - $12,216. The bids
will be reviewed by appropriate officials prior to a decision being rendered.
(Decision rendered later in this Session.)
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Irvin, to convene in Executive
Session at 11:10 a.m. in regard to personnel, property and potential litigation, in
accordance with Section 10.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Irvin, to reconvene in Regular
Session at 12:10 p.m. Unanimously approved.
EMPLOY FULLTIME MAINTENANCE ASSISTANT/PARTS CLERK - COUNTY COMMUTER
Motion made by Commissioner Roulette, seconded by Irvin, to employ Roger L. Helman
as Fulltime Maintenance Assistant/Parts Clerk, at the County Commuter to fill an
existing vacancy. Unanimously approved.
APPOINTMENT - PLANNING COMMISSION
Motion made by Commissioner Roulette, seconded by Shank, to appoint Carol Johnson
to the Planning Commission for a five-year term extending to May 23, 1994.
Unanimously approved.

CHANGES TO COUNTY RETIREMENT POLICY
Motion made by Commissioner Roulette, seconded by Irvin, to make the following
changes in the provisions of the Washington County Retirement Plan, excluding those
employees covered by a collective bargaining agreement: All employees except
sworn, uniformed Sheriffs Department employees shall be eligible for retirement
after 30 years of service with the County or at age 60; sworn, uniformed Sheriffs
Department employees shall be eligible for retirement at age 50 with 25 years of
service. Unanimously approved.
BID AWARD - RECYCLING TRAILER - LANDFILL
Motion made by Commissioner Irvin, seconded by Roulette, to award the bid for the
recycling trailer at the Landfill to Antietam Equipment who submitted the low bid
of $12,216. Unanimously approved.
BID AWARD - COMPACTOR - LANDFILL
Motion made by Commissioner Irvin, seconded by Roulette, to award the bid for the
compactor at the Landfill to Alban Tractor Company who submitted the low adjusted
net bid of $251,375 or $246,375/unit price. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Downey, seconded by Shank, to adjourn at 12:15 p.m. to
attend a luncheon sponsored by the Health Department and a ribbon cutting.
Unanimously approved.
