HomeMy WebLinkAbout06.17.1986June 17, 1986 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R. Salvatore and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook, followed by the Pledge of Allegiance to the Flag by the full Assemblage. DONATION OF AMERICAN FLAG Ron Ford, representative of the Woodmen of the World, appeared before the Commissioners to donate an American Flag to be flown in front of the Court House. He said that his organization donates many flags to government and non-profit agencies. The Commissioners expressed their gratitude to Mr. Ford. REVIEW OF BIDS FOR COMPANY 25 BUILDING, GOLF COURSE AND PARKING LOT Glenn Dull, County Engineer, met with the Commissioners to review the bids received at last week's meeting for construction of a building for Company 25 (Air Unit) and an access road and parking lot for the new county golf course. Mr. Dull explained that the bids for the building were about $56,000 over estimate which appeared to be primarily because of site work and suggested going back to the architect to see if this work could be modified. He also said that the golf course access road and parking lots bids were in excess of funds budgeted and recommended that these specifications also be reviewed for potential modification and the project rebid early next winter. The Commissioners made no decisions at this time on the Air Unit Bids. REJECT GOLF COURSE ACCESS ROAD AND PARKING LOT BIDS MOTION made by Commissioner Roulette, seconded by Snook to reject all bids received for the Golf Course Access Road & Parking Lot because of budgetary limitations and to review the specifications on this project for potential modification and rebidding next winter. Unanimously approved. APPOINTMENT TO CHILDREN'S COUNCIL Motion made by Commissioner Downey, seconded by Roulette to appoint Fred Nugent to serve as a member of the Washington County Children's Council for a term to expire June 17, 1989. Unanimously approved. APPOINTMENT TO FIRE & RESCUE ADVISORY BOARD Motion made by Commissioner Downey, seconded by Roulette, to accept the recommendation of the Fire & Rescue Association and appoint David Baer to serve as a member of the Fire & Rescue Advisory Board, with Marvin Shupp as Alternate for a term to expire June 17, 1989. Unanimously approved. MINUTES OF MEETING OF MAY 20, 1986 Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes of the County Commissioners' Meeting of May 20, 1986, as submitted. Unanimously approved. CHANGE ORDER #3 - HALFWAY PARK SWIMMING POOL Motion made by Commissioner Downey, seconded by Roulette to approve of Change Order #3 to the contract with Callas Contractors for the Halfway Park Swimming Pool project, for construction of a drop-off and turn around area in the parking lot at an additional cost of $6,082; further, that these funds be transferred from Operating Contingency to the C.I.P. Budget. Unanimously approved. AWARD BID - BRUSH CHIPPER Motion made by Commissioner Roulette, seconded by Snook to award the bid for a Brush Chipper for the Roads Department to S. M. Christhilf & Son who submitted the only bid meeting all specifications in the amount of $12,170. Unanimously approved. INSURANCE REQUIREMENTS FOR RECREATIONAL FACILITIES Motion made by Commissioner Downey, seconded by Roulette to adopt a policy whereby the providers of facilities for the summer recreation programs are required to show proof of adequate liability insurance. Unanimously approved. AWARD BID - LANDFILL COMPACTOR Motion made by Commissioner Salvatore, seconded by Snook to award the bid for a Compactor for the Landfill to Alban Tractor Co. who submitted the low bid of $132,200. Unanimously approved. JUNE 17, 1986 MINUTES, CONT'D. GYPSY MOTH PROGRAM Robert Tichener, official with the State Department of Agriculture, appeared before the Commissioners to give a summary of the State's gypsy moth control activities and tree defoliation and an overview of the current year's program in Washington County. He said that, during the last five year period, only Frederick and Cecil Counties ranked above Washington in total acres sprayed, and during this time Washington County has experienced a gypsy moth population decline. He explained that this was the reason for decreasing the acreage sprayed during the past two years. He also pointed out that future programs will depend largely on the degree of local financial participation since federal funds will be reduced next year by 400. At the request of the Commissioners, Mr. Tichener agreed to resurveying the areas defoliated this year in Washington County and provide the Commissioners with a report on his findings. APPOINTMENTS TO CHILDREN'S COUNCIL Motion made by Commissioner Roulette, seconded by Salvatore to appoint Rev. Jeffrey Maszal, Kathy Parker and Cornelia Freeman to serve as members of the Washington County Children's Council for three-year terms. Unanimously approved. BID OPENING - ROOF FOR COMPANY 28 Bids for reroofing the Civil Defense - Company 28 Building were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Kline Associated Roofing Contractors - $16,500, McCleary & Earley - $20,780, Mid -East Builders - $31,704. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - PRYS MILL/KEEDYSVILLE ROAD BRIDGE Bids for the Prys Mill/Keedysville Road Bridge Project were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Building Systems, Inc. - $23,900, Stamper Construction - $19,500, Leroy Myers - $14,700. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - BUS EQUIPMENT FOR THE COUNTY COMMUTER SYSTEM Bids for Bus Equipment for the County Commuter System were publicly opened and read aloud. Firms participating in the bidding and their proposals, based on unit prices for items bid, were as follows: Albert Gunther, Inc. - $1,076, Samuel K. Spigler Co. - $2,388, Starr Machine & Tool Co. - $32,818.75, J. P. Scott & Sons, Inc. - only unit prices bid, no total. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - DOG STREET ROAD BRIDGE Bids for the Dog Street Road Bridge Project were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Building Systems, Inc. - $104,850, Stamper Construction - $129,150. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - HESS ROAD BRIDGE Bids for the Hess Road Bridge Project were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Building Systems, Inc. - $74,840, Stamper Construction - $106,077. The bids will be reviewed by appropriate officials prior to a decision being rendered. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Downey to convene in Executive Session at 11:15 a.m. in regard to personnel and property matters and litigation, pursuant to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Downey, seconded by Snook to reconvene in Regular Session at 12:00 noon. Unanimously approved. EMPLOY PLAYGROUND LEADER Motion made by Commissioner Downey, seconded by Snook to employ Brian Stone in the position of Playground Leader at Williamsport Elementary School to fill an existing vacancy. Unanimously approved. EMPLOY COURTHOUSE CUSTODIAN Motion made by Commissioner Roulette, seconded by Downey to employ Gordon M. Carouthers in the position of Court House Custodian to fill an existing vacancy. Unanimously approved. JUNE 17, 1986 MINUTES, CONT'D. ADDITION TO CARPETING CONTRACT Motion made by Commissioner Snook, seconded by Roulette to approve of an addition to the current contract with Carpet Gallery to include the County Commissioners offices and waiting room at an additional cost of $1,850, with these funds to be appropriated from a line -item transfer in the Courthouse Budget from Fuel (31-416- 010) to Buildings and Improvements (31-481-000).
