The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers, with the following
members present: Vice President Linda C. Irvin and Commissioners R. Lee Downey,
Richard E. Roulette and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
INTRODUCTION OF NEW EMPLOYEES
Ralph France, County Attorney, introduced his secretary, Vicki Grimm, to the
Commissioners and Ron Whitt, Director of Data Processing, introduced his two new
Programmers - Brian Ridenour and Angela Nelling.
CONDITIONAL ACCEPTANCE - FOXLEIGH MEADOWS
Motion made by Commissioner Downey, seconded by Roulette to approve the conditional
acceptance of Foxleigh Meadows Section C for 700' of Keener Road and 440' of
Foxleigh Court with a 2 -year maintenance bond of $6,000. Unanimously approved.
BOARD/COMMISSION REPORTS
Commissioner Irvin reported on the symposium she attended at Hagerstown Junior
College regarding education; Commissioner Roulette reported on the Economic
Development Commission meeting; Commissioner Downey reported on the meeting he
attended regarding the Wells House and his Town Growth Area meeting with Boonsboro
officials; and Commissioner Snook reported on the Airport Commission meeting and
the Parks Board meeting.
APPROVAL OF MINUTES - FEBRUARY 14, 1989
Motion made by Commissioner Irvin, seconded by Downey, to approve the minutes of
February 14, 1989, as corrected. Unanimously approved.
LANDFILL USER FEE PROPOSAL
The Commissioners discussed the proposal submitted on landfill user fees.
Commissioner Roulette stated that he felt residential fees should be lowered from
the initial proposal of $75/year. After discussion, the Commissioners agreed to
set an annual fee for residential users of $5 per year for cars and $10 per year
for trucks without sideboards. Residential customers would be issued a sticker for
their vehicles which would let Landfill employees know that they are County
residents and have paid the fee for residential usage. The Commisisoners also set
a rate of $25 per ton for general refuse by commercial haulers. Barry Teach,
County Administrator, suggested looking at the feasibility of using the Hancock
landfill as a rubble landfill until another location becomes available. The
Commissioners directed Mr. Teach to schedule a public hearing for this proposal.
APPOINTMENT - FIRE & RESCUE COMMUNICATIONS ADVISORY BOARD
Motion made by Commissioner Downey, seconded by Snook, to appoint Milton Bloom,
representing the Volunteer Fire & Rescue Association, to the Fire & Rescue
Communications Advisory Board for a term extending to February 1991. Unanimously
approved.
SUPPLEMENTAL APPROPRIATION - COUNTY ATTORNEY
Motion made by Commissioner Snook, seconded by Irvin, to approve a Supplemental
Appropriation of $4791.35 for the purchase of law books with funding to be
transferred from the Commissioners Contingency Fund to the County Attorney's budget
01-5-0140-514-000 Subscriptions. Unanimously approved.
LINE ITEM TRANSFER - PARKS
Motion made by Commissioner Roulette, seconded by Snook, to approve a line item
transfer of $1,000 from Contractor Services (01-5-1801-524-140) to Small Tools and
Parts (01-5-1801-510-110) for the Parks Department. Unanimously approved.
CLOSING -OUT SALE PERMIT - A & D FABRICS
Motion made by Commissioner Roulette, seconded by Snook, to approve an application
for a Closing Out Sale for A & D Fabrics for the sale to begin March I, 1989 and
extend 60 days, subject to review by the County Attorney. Unanimously approved.
DEVELOPMENT FEE PROPOSAL
The Commissioners reviewed the amended Development Fee Proposal and asked that the
fee for a residential variance be lowered to $75. The Commissioners also requested
that the Proposal be revised to allow the application fee to be refunded if the
Board of Appeals rules in favor of the Appellant when the charge is Administrative
Error. A public hearing will be scheduled on this proposal.

BID OPENING - REPLACEMENT OF BEAVER CREEK ROAD BRIDGE
The bids for the replacement of the Beaver Creek Road Bridge were publicly opened
and read aloud. Firms participating in the bidding and their proposals were as
follows: Building Systems, Inc. - $129,770 and Amtrac Railroad Contractors of
Maryland, Inc. - $215,085. The bids will be reviewed by appropriate officials
prior to a decision being rendered.
BID OPENING - DOUB/STERLING ROAD RECONSTRUCTION
The bids for the reconstruction of Doub/Sterling Road were publicly opened and read
aloud. Firms participating in the bidding and their proposals were as follows: P
& W Excavating - $483,587.50 and Fayetteville Contractors - $497,714. The bids
will be reviewed by appropriate officials prior to a decision being rendered.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Irvin, to convene in Executive
Session at 11:10 a.m. in regard to personnel, property and potential litigation in
accordance with Section 10.508 of the State Government Article of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Downey, seconded by Snook, to reconvene in Regular
Session at 12:20 p.m. Unanimously approved.
EMPLOY TAX CLERK
Motion made by Commissioner Downey, seconded by Roulette, to employ Michelle
Burkett as Tax Clerk in the Treasurer's Office to fill an existing vacancy.
Unanimously approved.
PROMOTION - "B" MECHANIC - COUNTY COMMUTER
Motion made by Commissioner Roulette, seconded by Irvin, to promote Kenneth Kinnard
to the vacant "B" Mechanic position and to advertise to fill the resulting vacancy
at the County Commuter. Unanimously approved.
CREATE SENIOR PROGRAMMER POSITION
Motion made by Commissioner Downey, seconded by Roulette, to create a Senior
Programmer position in the Data Processing Department, Grade 8, Step D, and to
promote Susan Gorton to this position effective 2/21/89. Unanimously approved.
RECLASSIFICATIONS - PLUMBING DEPT.
Motion made by Commissioner Roulette, seconded by Irvin, to reclassify the Chief
Plumbing Inspector to Grade 10 and create a Plumbing Inspector II position at Grade
9 based on holding a Master Plumbers certificate and to create a Plumbing Inspector
I position based on holding a Journeyman's certificate. Unanimously approved.

Motion made by Commissioner Snook, seconded by Irvin to adjourn at 12:25 p.m.
Unanimously approved.
