The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Cecil Anderson, Paramount Baptist Church,
followed by the Pledge of Allegiance to the Flag by the full Assemblage.
PROCLAMATION IN SUPPORT OF LEAH KNODE, MISS WASHINGTON COUNTY
Motion made by Commissioner Salvatore, seconded by Snook to adopt a Proclamation of
support for Leah Knode, Miss Washington County 1986, as she pursues the title of
Miss Maryland in competition at the 1986 Miss Maryland Pageant to be held on June
27, 28 and 29, 1986 at the Maryland Theatre. Unanimously approved.
Commissioner Bowers read the Proclamation and presented a copy to Miss Knode which
was gratefully accepted.
NATIONAL ASSOCIATION OF COUNTIES ANNUAL ACHIEVEMENT AWARDS
The Commissioners formally acknowledged and offered congratulations and expressions
of appreciation to Alan Davis and Cindy Mease for being recipients of the National
Association of Counties Annual Achievement Awards. Mr. Davis received his award
for the development of an Employees Assistance Program and Mrs. Mease for her
Disabled Citizens Program.
RE/APPOINTMENTS TO HEALTH SYSTEMS AGENCY
Motion made by Commissioner Roulette, seconded by Salvatore to reappoint Clara Clow
in the catagory of "Provider", Ann Garrott in the category of "Consumer" and
appoint Peter Callas in the category of "Consumer" to serve as members of the
Governing Body of the Health Systems Agency of Western Maryland for terms to expire
August 1, 1989. Unanimously approved.

ORDINANCE TO PARTICIPATE IN STATE HIGHWAY BOND ISSUE
Motion made by Commissioner Salvatore, seconded by Snook to adopt an Ordinance
authorizing Washington County's participation in the State of Maryland's Highway
Bond Issue in an amount not to exceed $900,000, and further authorizing the
execution of a Participation Agreement by the President of the Board and such other
officials as may be necessary to consummate this action. Unanimously approved.
INCREASE T -HANGAR RENTAL FEES
Motion made by Commissioner Salvatore, seconded by Snook to increase rental fees
for T -hangars at the Airport by $5.00 per month, effective July 1, 1986.
Unanimously approved.
NAME ACCESS ROAD TO CITICORP
Motion made by Commissioner Roulette, seconded by Salvatore to name the new access
road to Citicorp, "Citicorp Drive". Unanimously approved.
BOARD OF EDUCATION CAPITAL PROJECTS BUDGET
Motion made by Commissioner Roulette, seconded by Downey to approve of the line
item changes in the Board of Education's Capital Projects Budget, as submitted June
3, 1986, with the total budget remaining at the approved amount of $3,450,000.
Unanimously approved.
LINE ITEM TRANSFER - TOURISM BUDGET
Motion made by Commissioner Roulette, seconded by Salvatore to approve of the
transfer of $2,361.69 from souvenir sales in the Tourism Department to Advertising
(37-421-000). Unanimously approved.
ACCELERATE WOODMONT ROAD BRIDGE PROJECT
Motion made by Commissioner Salvatore, seconded by Snook to accelerate the Woodmont
Road Bridge Project in order to increase the load limits by moving this project
from the FY 1989 Capital Improvements Program up to FY 1988. Unanimously approved.
GYPSY MOTH PROGRAM IN WASHINGTON COUNTY
Motion made by Commissioner Roulette, seconded by Salvatore to contact officials of
the State Department of Agriculture in regard to the extensive cut back in acreage
that was targeted for the annual aerial spraying for gypsy moths in Washington
County, asking the department to review other areas in the county that have
received extensive damage in an effort to find an alternative treatment and/or have
an expanded program next year. Unanimously approved.
REINSTATE LIBRARY FUNDING REQUEST
Motion made by Commissioner Downey, seconded by Roulette to reinstate the full
amount of funds requested by the Washington County Free Library for FY 1987 in the
amount of $615,876, as compensation in part for the services to be rendered to the
County's maintenance staff by the Library's maintenance engineer. Unanimously
approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Snook to convene in Executive
Session at 10:45 a.m. in regard to personnel matters and litigation, pursuant to
the Authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Salvatore to reconvene in Regular
Session at 11:00 a.m. Unanimously approved.
BID OPENING - BUILDING FOR COMPANY 25
Bids for the construction of a building for Company 25 were publicly opened and
read aloud. Firms participating in the bidding and their proposals were as
follows: Mid -East Builders, Inc. - $192,000, Building Systems, Inc. - $234,700,
Leroy Myers - $181,310, McCleary & Earley - $219,399. The bids will be reviewed by
appropriate officials prior to a decision being rendered.
BID OPENING - INDUSTRIAL EQUIPMENT
Bids for Industrial Equipment for the Roads Department and Landfill were publicly
opened and read aloud. Firms participating in the bidding and their proposals were
as follows: S. M. Christhilf & Son - Compactor - $133,910 base bid with 2 -year
buy-back of $70,000, 5 -year buy-back of $60,000 and 5 -year guaranteed maintenance
of $30,000; Brush Chipper - $12,170. John C. Louis Co. - Brush Chipper - $11,895.
Vermeer Sales & Service - Brush Chipper - $11,782. Alban Tractor - Compactor -
$132,200 with Chopper Wheels, $143,700 with Caron Teeth,, 2 -year buy-back $53,772,
5 -year buy-back $53,772, guaranteed maintenance for 5 years - $34,000 with chopper
wheels, $44,000 for Caron teeth. The bids will be reviewed by appropriate
officials prior to a decision being rendered.

BID OPENING - BUILDING DIRECTORIES & SIGNAGE
Bids for Court House and County Office Building Directories & Signage were publicly
opened and read aloud. Firms participating in the bidding and their proposals were
as follows: Graphic Solutions - $12,859.79 with aluminum lettering, $12,597.83
with plastic lettering; Stuart Designs - $18,897.43; Nissalaneous - $31,000, less
$3,300 if installation is provided by the County. The bids will be reviewed by
appropriate officials prior to a decision being rendered.
BID OPENING - GOLF COURSE CONSTRUCTION
Bids for construction of a county golf course were publicly opened and read
aloud. Firms participating in the bidding and their proposals were as follows:
Moore Golf, Inc. - $1,928,470, Robert F. Elder & Sons - $1,577,900. The bids will
be reviewed by appropriate officials prior to a decision being rendered. (Bids
awarded during Afternoon Session, this date.)
BID OPENING - GOLF COURSE ACCESS ROAD AND PARKING LOT
Bids for construction of an access road and parking lot for the county golf course
were publicly opened and read aloud. Firms participating in the bidding and their
proposals were as follows: Wolfe Brothers, Inc. - $262,665, P. & W. Excavating -
$185,165. The bids will be reviewed by appropriate officials prior to a decision
being rendered.
RIGHT OF WAY AGREEMENTS - CHARLES MILL ROAD BRIDGE REPAIRS
Motion made by Commissioner Roulette, seconded by Snook to approve of the Agreement
with Richard A. Newcomer and Charlotte M. Newcomer for right-of-way for
improvements to Charles Mill Road Bridge whereby 5,065 square feet (0.12 acre),
more or less will be conveyed in fee simple for the sum of $475.00, and in addition
to the payment of said sum, the County will remove, salvage and replace a cattle
guard and pay $550 in lieu of providing temporary fencing and replacement of
permanent farm fence. Unanimously approved.
Motion made by Commissioner Snook, seconded by Downey to approve of the
Construction and Maintenance Agreement with Glenn S. Bachtell and Joann L. Bachtell
for a perpetual easement consisting of 5,816 square feet in connection with the
Charles Mill Road Bridge Project for a total sum of $1,000. Unanimously approved.
RECLASSIFY AND ADVERTISE RECREATION AID POSITION
Motion made by Commissioner Salvatore, seconded by Downey to reclassify the
position of Recreation Aid, Grade 4 to Recreation Supervisor, Grade 6, and
advertise for applicants to fill this position. Unanimously approved.
EMPLOY SUMMER PLAYGROUND LEADERS
Motion made by Commissioner Roulette, seconded by Salvatore to employ Andrew Thomas
at Williamsport Elementary School, Robert Snyder Jr. at Boonsboro Elementary School
and Kathleen Noe at Maugansville Elementary School to fill existing vacancies in
the positions of Leaders for the Summer Playground Program. Unanimously approved.
ADVERTISE RECREATION SECRETARY POSITION
Motion made by Commissioner Downey, seconded by Salvatore to upgrade the
secretarial position for the Recreation Commission to Secretary II, full-time
status and to advertise for applicants to fill this vacancy. Unanimously approved.
LINE ITEM TRANSFER - ECONOMIC DEVELOPMENT COMMISSION
Motion made by Commissioner Salvatore, seconded by Downey to approve of the
transfer of $1,775 in the Economic Development Commission Budget from Other -
Promotion (86-429-000) to Printing (86-422-000) for reprinting 3500 copies of the
Industrial List. Unanimously approved.
ASSIGNMENT AND ASSUMPTION OF LEASE - ACOUSTIFLEX CORPORATION
Motion made by Commissioner Salvatore, seconded by Snook to approve of the
assignment and assumption of lease, by and between Acoustiflex Corporation and
Franklin Street Partnership, the Assignors, and the Lawrence & Stanley Banks Realty
Co., the Assignee. Unanimously approved.

AFTERNOON SESSION
The Afternoon Session was convened at 2:00 p.m. with President Bowers presiding and
Vice President Roulette and Commissioners Downey and Snook present.
AWARD BID - GOLF COURSE CONTRACT
Motion made by Commissioner Roulette, seconded by Snook to award the contract for
construction of a county golf course to Robert L. Elder & Sons who submitted the
low bid of $1,577,900. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Roulette to adjourn at 2:15 p.m.
Unanimously approved.
