CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order on Wednesday, November 7, 2014 at 7:00 p.m. in Room 255 of the Washington County Administration Building, 100 West Washington Street, Hagerstown, Maryland. Members present included: Gary Rohrer, Christine Toms, and Edie Wallace. Also present was Staff member Stephen Goodrich. B. MINUTES There were no minutes presented. C. COMMUNICATIONS AND BILLS None D, UNFINISHED BUSINESS None E. BUDGET None F. NEW BUSINESS Permit 2015-00482-8314 Barnes Road Mr. Goodrich presented for review and recommendation a permit to demolish a 700 square foot two-story single family dwelling and a 48 square foot shed on property located at 8314 Barnes Road [WA -II -1153, Maryland State Historic Sites Survey]. Discussion: Members discussed the deteriorated structural condition of the dwelling and the numerous modifications made to the structure over the years which have altered the historical significance of the house. The owner stated he would allow salvage of any usable parts of the structure. Motion and Vote: Mr. Rohrer made a motion to recommend approval of the application for demolition for property located at 8314 Barnes Road. The motion was seconded by Ms. Toms and unanimously approved by all members present. TC-15-001 -102W. Irvin Avenue Mr. Goodrich presented for review and approval a tax credit application for property located at 102 West Irvin Avenue inside the limits of Hagerstown in the Oak Hill Historic District. He briefly reviewed the documents included in the agenda packet. Motion and Vote: Ms. Toms made a motion to approve TC-15-001 for property located at 102 West Irvin Avenue as presented. The motion was seconded by Ms. Wallace and unanimously approved by all members present. Antietam Battlefield — Barn Demolition Mr. Goodrich presented for review and recommendation the proposed demolition of a barn located 6015 Dunker Church Road at the Antietam Battlefield. Mr. Denis Kubicki, who is interested in demolishing the barn, was present at the meeting. He explained that a demolition permit was sought in 2006; however, the permit was denied at that time because the Commission believed that the barn had historic significance. The barn has continued to deteriorate over the past several years. The Wilson's, who currently own the barn, have requested that if the barn is demolished, certain features of it be salvaged and used for rehabilitation in the future. Discussion and Comments: Mr. Rohrer stated that he is very familiar with this structure, which is a post-war structure, and is in very poor structural condition. Ms. Toms agreed that the structure is in very poor condition. Consensus: The members present expressed no objection to the owner making application for a demolition permit for the barn located at 6015 Dunker Church Road. Commission members also expressed their opinion that a new barn should not be permitted on the property. G. OTHER BUSINESS Mr. Goodrich distributed applications of several citizens that have expressed an interest in serving on the Historic District Commission. There was a brief discussion regarding the applicants and members chose several to fill the vacant positions. None I.
