CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order on Wednesday, November 7, 2014 at 7:00 p.m. in Room 255 of the Washington County Administration Building, 100 West Washington Street, Hagerstown, Maryland. Members present included: Tom Clemens, Gary Rohrer, Christine Toms, and Edie Wallace. Also present was Staff member Stephen Goodrich. B. MINUTES There were no minutes presented. C. COMMUNICATIONS AND BILLS None D, UNFINISHED BUSINESS None E. BUDGET None F. NEW BUSINESS Leitersburg Fire Hall Mr. Goodrich presented for review and approval a design proposal for the Leitersburg Fire Hall located at 21431 Leiter Street. The structure is located within the historic portion of the Leitersburg Rural Village; however, it is not a contributing structure. Motion and Vote: Mr. Rohrer made a motion to approve the proposed design because it meets the criteria outlined in Section 20.6.a. of the Zoning Ordinance and based on an inspection of the proposed plans the building will be compatible with the surrounding neighborhood and would not be detrimental to the Rural Village. The motion was seconded by Mr. Clemens and unanimously approved. Permit #2014-04779-21605 Leiter Street Mr. Goodrich presented for review and approval an application to demolish a carport and to construct a 96 square foot one story addition on a partial crawl space and a 1,176 square foot two-story attached garage to the left of the dwelling. The property is located at 21605 Leiter Street in the Leitersburg Rural Village, outside the historic portion of the Rural Village. Motion and Vote: Mr. Clemens made a motion to approve Permit # 2014-04779 for property located at 21605, which is not a contributing structure and is outside the historic portion of the Leitersburg Rural Village, and because it meets the criteria outlined in Section 20.6.a of the Zoning Ordinance and based on an inspection of the proposed plans the addition will be compatible with the surrounding neighborhood and would not be detrimental to the Rural Village. The motion was seconded by Ms. Toms and unanimously approved. G. OTHER BUSINESS Ms. Toms gave a brief update on the Brumbaugh/Kendle/Grove farmstead. She stated that no proposals to rehabilitate and re -use the property were received. However, the Hagerstown Regional Airport has recommended that the property be rehabilitated and used by the Aviation Museum. H. CLOSED SESSION None I.
