CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order on Wednesday, May 14, 2014 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80 West Baltimore Street. Members present included: Tom Clemens, Gary Rohrer, Christine Toms, and Rob Bowman. Also present was Staff member Stephen Goodrich. B. MINUTES None C. COMMUNICATIONS AND BILLS None D, UNFINISHED BUSINESS None E. BUDGET None F. NEW BUSINESS Demolition Permit #2014-01445 —19733 Doastreet Road. Keevdsville Mr. Goodrich presented for review a demolition permit for property located at 19733 Dogstreet Road in Keedysville. The owner is proposing to demolish a 2352 square foot, two-story single family dwelling and construct a new 2005 square foot one-story single family dwelling. The property is listed in the Washington County Historic Sites Inventory (WA -II -319). Discussion and Comments: Mr. Drew Olden, property owner, and Mr. Randy Dick of RMD Consulting, the owner's consultant, were present at the meeting. Mr. Randy Dick submitted an inspection report from ServPro, which indicates there is damage and mold in the house and foundation issues. The report written by Mr. Jeffrey Cullison of ServPro states, "After careful inspection and analysis of the property located at 19733 Dogstreet Road, Keedysville, in general, the property as a whole is in dire disrepair. The original section of the home has numerous water intrusions from leaking roofs and windows and the exterior walls, which are brick, are crumbling and have mortar missing. These walls are starting to lean precariously due to what appears to be foundation settling. Because of the condition of the inside walls where all the plasters are cracked and falling or crumbling, we have rampant mold growth throughout due to the moisture issue. In addition, the back of the house's siding and roofing materials are missing. Doors and windows were incorrectly installed allowing water intrusion. Most of the existing drywall is covered with mold and needs to be removed. Subfloor sheathing and trim are also affected and need to be removed down to the framing. The entire house needs extensive mold remediation and repair. A qualified structural engineer needs to accept the overall liability of the home to evaluate the structure sound enough to even attempt restoration. In my humble, professional opinion, the structure needs much repair and remedial services that I find hard to imagine this property being able to be restored at a reasonable cost that does not exceed the value of the existing structure." Mr. Rohrer asked how long the house has been vacant. Mr. Olden stated that he purchased the house last July and was occupied for approximately 5 months after. He replaced the roof on the house, but afterwards found mold in the attic, the bathrooms and kitchen. Mr. Olden stated that he has been repairing the bank barn and had plans to restore the house until the mold issues were discovered. He would like to reuse salvageable materials from the existing house in his new home. Mr. Rohrer commended the property owner on restoring the bank barn and trying to reuse materials from the house. All Commission members concurred. Motion and Vote: Mr. Bowman made a motion not to oppose the demolition of the existing house due to the condition of the house and recommended reusing or selling salvageable materials from the house. The motion was seconded by Ms. Toms and unanimously approved. TC-14-001 - 806 The Terrace, Hagerstown Mr. Goodrich presented for review and approval a tax credit application for property located at 806 The Terrace, which is located in Hagerstown's Oak Hill Historic District. The work performed on the structure did not require approval by the City of Hagerstown Preservation Commission. The property owner, Mr. Alsip, received tax credits in 2008 for an addition constructed on the house. Mr. Goodrich presented pictures of the custom made shutters and the exterior painting for wood trim on the house. Discussion and Comments: There was a brief discussion regarding the differences between maintenance and preservation of a property. Motion and Vote: Mr. Rohrer made a motion to approve the following items for the tax credit application: custom-made shutters and the repointing of the stone wall; total cost $1292.86; 10% tax credit $129.29. The motion was seconded by Ms. Toms and unanimously approved. G. OTHER BUSINESS None H.
