HISTORIC DISTRICT COMMISSII
FOR WASHINGTON COUNTY
May 2, 2012
A. CALL TO ORDER AND ROLL CALL
The regular monthly meeting of the Historic District Commission was called to order on Wednesday, May
2, 2012 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80 West
Baltimore Street. Members present included: Chairman Charles Stewart, Tom Clemens, George Anikis,
Gary Rohrer, Christine Toms, and Kurt Cushwa Also present were Staff members Stephen Goodrich
and Debra Eckard.
B. MINUTES
Mr. Clemens made a motion to approve the minutes of the April 4, 2012 meeting as presented. Second
by Mr. Cushwa. Unanimously approved.
C. COMMUNICATIONS AND BILLS
None
D. UNFINISHED BUSINESS
Design Guidelines
The Commission began its review of Chapter 5. Changes throughout the chapter were noted by Ms.
Eckard and Mr. Goodrich on a hardcopy of the document. Other recommendations were discussed as
follows:
• A glossary with pictures for various architectural words and terms is needed.
• Side bar definitions will be used throughout the document
• Ms. Toms will write a section pertaining to Gothic Revival style architecture
• Captions on page 84 need to be placed with the appropriate pictures
• A chart for each architectural style listing character defining elements of each is needed
• Sections need to be added for Bungalow and Craftsman style homes and a separate paragraph
describing other styles

F. NEW BUSINESS
Permit #2012-01207-24833 Pen Mar Road
Mr. Goodrich presented for review and approval Permit # 2012-01207 for property located at 24833 Pen
Mar Road in the Pen Mar Rural Village zone. The applicant is proposing a second floor addition and roof
replacement. Mr. Goodrich noted that the work was started without a permit and is partially complete.
Photographs of the house from 1999 as shown in the National Register of Historic Places were provided
in the agenda packets. The house is a contributing resource in the Pen Mar Rural Village.
Discussion and comments: Mr. Rohrer expressed his opinion that the structure has been significantly
altered over the years and cited such improvements as the various types of siding, the deck and the
windows. It does not appear that any of the original characteristics of the 1910 structure exist. Mr.
Clemens expressed his opinion that the current addition is compatible with the existing structure.
Motion and Vote: Mr. Anikis made a motion to approve Permit # 2012-01207. The motion was
seconded by Mr. Rohrer and unanimously approved.
Permit #2009-03770-7701 Sharpsburg Pike
Mr. Goodrich presented for review and approval Permit # 2009-03770 for property located at 7701
Sharpsburg Pike in the Tilghmanton Rural Village zone. He noted that the application was previously
reviewed by the HDC in September 2009. At that time, the work had been completed and the owner was
asked to provide drawings; however, drawings were not submitted. The Division of Plan Review and
Permitting recently cited the owners of the property again and this time photographs have been provided.
Mr. Goodrich noted that this is not a contributing structure in the Tilghmanton Rural Village.
Discussion and Comments: Mr. Anikis expressed his opinion that this structure should not be included
in the boundary of the Rural Village.
Motion and Vote: Mr. Clemens made a motion to approve Permit # 2009-03770 because the porch is a
minor addition on a non-contributing structure; however, a rigorous enforcement of all other applicable
zoning codes is recommended. The motion was seconded by Ms. Toms and unanimously approved with
Mr. Anikis abstaining from the vote.
G. OTHER BUSINESS
Mr. Stewart's term on the Commission will expire on June 30th. A nomination should be made by the
Commission at the June 6th meeting for consideration by the County Commissioners.

Mr. Rohrer made a motion to adjourn the meeting at 8:10 p.m. Seconded by Mr. Anikis. So ordered
