CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order on Wednesday, April 4, 2012 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80 West Baltimore Street. Members present included: Chairman Charles Stewart, Robert Bowman, Christine Toms, and Kurt Cushwa Also present was Staff member Stephen Goodrich and County Commissioner Jeff Cline. B. MINUTES Mr. Cushwa made a motion to approve the minutes of the March 7, 2012 meeting as presented. Second by Mr. Bowman. Unanimously approved. C. COMMUNICATIONS AND BILLS None D. UNFINISHED BUSINESS Design Guidelines Commission members should review Chapter 5 prior to the next meeting. E. BUDGET None F. NEW BUSINESS National Register Nomination — Elmwood Mr. Goodrich presented for review and recommendation the National Register nomination application for Elmwood located at 16311 Kendle Road, Williamsport. He briefly explained the nomination review and approval process. The historic farmhouse and numerous outbuildings are situated on a 6 -acre parcel, which was part of a larger parcel that was subdivided and developed with a residential subdivision known as "Elmwood Farms". Motion and Vote: Mr. Bowman made a motion to recommend the approval of the National Register nomination for Elmwood. The motion was seconded by Ms. Toms and unanimously approved. State Highway Administration review — MD 494 at Fairview Church Road Mr. Goodrich presented, for review and comment, the proposed State Highway Administration Project No. WA425A21 for geometric improvements to the intersection of MD 494 and Fairview Church Road. The State Highway Administration has identified several historic structures within close proximity of this project that could be negatively affected. Discussion and Comments: Members discussed the historic resources cited in the State Highway Administration's letter. They did not believe there would be a negative impact on any of these resources. Mr. Cushwa asked what would become of any significant archeological artifacts that might be found. Mr. Goodrich stated they are usually taken first to a lab to be analyzed and then displayed or stored in a museum in southern Maryland near St. Mary's city, which is where the first landing in Maryland occurred. There was a brief discussion regarding this issue. Mr. Cushwa expressed his opinion that finding a place in Washington County for any significant artifacts would be beneficial for the residents of the County. Mr. Bowman expressed his opinion that a response should be sent to the SHA to thank them for the opportunity to review and comment on the project. Motion and Vote: Mr. Cushwa made a motion that a letter be sent to the State Highway Administration requesting that any significant artifacts that are found be donated to a local organization, such as the Discovery Station, in Washington County. The motion was seconded by Mr. Bowman and unanimously approved. G. OTHER BUSINESS Brumbaugh-Kendle-Grove Farmstead Ms. Toms gave a brief update on the BKG Farmstead committee. The marketing plan has been completed and is being reviewed by the FAA and MHT for their approval. Ms. Toms briefly explained the proposed marketing plan. H. CLOSED SESSION None I.
