HISTORIC DISTRICT COMMISSION
FOR WASHINGTON COUNTY
March 7, 2012
A. CALL TO ORDER AND ROLL CALL
The regular monthly meeting of the Historic District Commission was called to order on Wednesday,
March 7, 2012 at 7:00 p.m. in Conference Room 1 of the Washington County Administrative Annex, 80
West Baltimore Street. Members present included: Chairman Charles Stewart, Robert Bowman, Kurt
Cushwa and George Anikis. Also present was Staff member Stephen Goodrich.
B. MINUTES
Mr. Anikis made a motion to approve the minutes of the February 1, 2012 meeting as presented. Second
by Mr. Cushwa. Unanimously approved.
Mr. Goodrich asked the HDC members to consider the review and approval of a building permit
application for a pole building to be constructed in the Highfield Rural Village. Commission members
agreed.
C. COMMUNICATIONS AND BILLS
None
D. UNFINISHED BUSINESS
Commission members began their review and discussion regarding the Design Guidelines. The following
suggestions were made:
• Page 42 — lines on chart should not all be solid
• Page 46 — picture needed
• Insert a page at the end of the document with relevant contact information and phone numbers
as referenced in the Design Guidelines [replace phone numbers within document with "See
Appendix ?"]
• Pages 49 and 50 - Clarification is needed for list; add a disclaimer
• Page 54, third paragraph should state "To qualify for the Investment Tax Credit, a property
owner must comply with all of the items listed"
• Page 61 — wording under bottom photo needs to be changed to read "The rare and beautiful
Swisser Barn at the Brumbaugh-Kendle-Grove farmstead has been allowed to fall into great
disrepair".
• Page 63 — caption above picture is incomplete
• Page 64 — caption under top news article should be changed to read, "One of the earliest battles
for preservation in Washington County begins in an unsuccessful attempt...."
• Page 65 — remove article and caption
• Delete page 65 — print Article 20 of the Zoning Ordinance as an appendix
• Pages 66 thru 71 — Rural Village information needs to be updated
• Take out policy and recommendation type language throughout document
• Page 73 — Change the caption under first newspaper article to read, [keep first sentence] "A tax
credit ordinance was approved by the County Commissioners in July 1990."
• Page 73 —Delete second newspaper article
• Page 78 — picture needed
• Page 80 - Steve will re -work the introductory paragraph and chart
E. BUDGET
None
F. NEW BUSINESS
- Robert Brown — 25440 Highfield Road
The Commission began a brief review of the building permit application for Robert Brown located at
25440 Highfield Road, Cascade in the Highfield Rural Village zone. Mr. Bowman asked if the proposed
garage 30' x 46' is replacing an existing structure. Mr. Goodrich stated there is an existing garage, which
is smaller in size.
Comments: Members had questions regarding the materials to be used, the height of the building, and
the proposed building's compatability with other structures in the Rural Village.
Motion and Vote: Mr. Anikis made a motion to delay the review and approval of the proposed building
until April and requested a more complete, detailed application. The motion was seconded by Mr.
Cushwa and unanimously approved.
- Elmwood National Register Nomination
Mr. Goodrich distributed copies of the National Register Nomination packet for Elmwood. He explained
that the packet was not received in time to give the property owner's proper notification in order to
formally review the application at this meeting. Review of the application will take place at the April
meeting after the property owners have been given proper notification.

Mr. Anikis made a motion to adjourn the meeting at 7:55 p.m. Seconded by Mr. Bowman. So ordered
