August 3, 2011
A. CALL TO ORDER AND ROLL CALL
Vice Chairman Charles Stewart called the regular monthly meeting of the Historic District Commission to
order on Wednesday, August 3, 2011 at 7:05 p.m. in Conference Room 1 of the Washington County
Administrative Annex, 80 West Baltimore Street. Members present included: Charles Stewart, Tom
Clemens, Gary Rohrer, and George Anikis. Also present were Staff members Stephen Goodrich and
Debra Eckard and Ex -Officio Commissioner Jeff Cline.
B. MINUTES
Mr. Clemens made a motion to approve the minutes of the June 1, 2011 regular meeting as presented.
Second by Mr. Rohrer. Unanimously approved with Mr. Anikis abstaining from the vote.

F. NEW BUSINESS
Permit #2011-02590-21422 Leiter Street
Mr. Goodrich noted that this application would not be reviewed at this evening's meeting.
TC-11-002 - 20701 Old Forge Road
Mr. Goodrich presented for review and approval TC-1 1-002 for property located at 20702 Old Forge
Road, Hagerstown. He briefly reviewed all information that was included with the agenda packet. Mr.
Goodrich stated that this application was approved by the Maryland Historical Trust for the 20% state tax
credit, which is separate from the County's tax credit. This property is located within the County's Historic
Preservation zone, which qualifies it for the County's 10% tax credit.
Motion and Vote: Mr. Rohrer made a motion to approve TC-11-002 for property located at 20702 Old
Forge Road as presented. Second by Mr. Clemens. Unanimously approved.
G. OTHER BUSINESS
Mr. Goodrich noted that the BKG Working Group has been organized and a meeting is scheduled in the
near future.
Mr. Clemens began a brief discussion regarding the Design Guidelines. Members asked Mr. Goodrich to
contact Ms. Izer with regard to the Design Guidelines and trying to schedule a time to begin working on
them again.

Mr. Clemens made a motion to adjourn the meeting at 7:20 p.m. Second by Mr. Anikis. So ordered.
