Dear Steve,
With this letter, I submit our application for tax credits for repairing mortar joints on our brick
home at 10914 Dam No. 5 Rd in Clear Spring, painting and repairing the soffits and end boards, and
constructing a screened porch. To that end, you will fmd a completed and signed application, invoices,
receipts and cancelled checks if I couldn't find the original invoices, a cd with 49 photos, showing the
mortar before and after repairs, the soffit work, and two separate photos of the painted end boards. I wrote
on the reverse of each, which gable end was pictured. Note that the photo of the North gable shows an old
bad mortar repair. We'll address it in the future. It was difficult to get clear photos of the soffits, so there
aren't as many photos reflecting that work, but enough to show you what we did. I'll explain the process
next.
We decided to repair the mortar in stages, starting with the South gable which was in the worst
condition and wanted to match the mortar as best we could. We had learned about Virginia Lime Works in
Lynchburg, Virginia that replicated historic mortar and contacted them in 2011. Following their
instructions, we scraped original mortar from the joints and sent the samples to Virginia for analysis. They
were able to concoct a match and sent a sample to try. It worked so we proceeded. I don't recall how many
bags we used, but the cost was $50.00/bag versus $15/bag at Home Depot and Loew's locally. During the
project, we had to replace a few bricks in the South gable. Fortunately, I had discovered bricks from the
dismantling of what we believe was the original kitchen and were able to use them. As you will see in the
enclosed photos of the South gable, the quality of the bricks and the masonry declined in the bottom half,
probably because the original kitchen was attached to the house and covered the bottom half. If the public
couldn't see it, why waste good money on the best masonry job that is visible on the rest of the house.
The second stage addressed the front and rear facades and started in 2012. The window arches at
both corners of the front fa�ade and the NW corner of the rear facade had slumped or bulged, probably the
result of settling. The bricks were removed and reset. Also, there were many old repairs using Portland
cement that we had to remove, Rain gutters on both facades were not properly maintained and the leaking
rainwater had damaged some of the mortar and bricks. We did not repair all the mortar joints; most were
still in good condition
To take advantage of the scaffolding set up for the mortar repair, we decided to paint the soffits.
In the process we discovered a rotted board that we replaced. We painted the end boards using a long
ladder.
Finally, when the mortar/soffit work was finished, in October, 2012, we built a screened porch
which you can see in the cd photos.

INTRODUCTORY REMARK - This application is submitted pursuant to
AN ORDINANCE TO PROVIDE PROPERTY TAX CREDITS FOR IMPROVEMENTS TO
SPECIFIED HISTORIC STRUCTURES IN WASHINGTON COUNTY, MARYLAND. It
is the intent of this Ordinance to allow credit for bonafide and
properly executed restoration activities which can be approved
according to the standards specified in the Washington County
Zoning Ordinance including the Secretary of the Interior's
Standards for Rehabilitation and Guidelines for Rehabilitating
Historic Buildings used by the Historic District Commission of
Washington County, Maryland. It is not intended to provide
credit for historically inappropriate modifications, normal
maintenance activities, or repairs improperly performed.
Credits are available for restoration activities on the EXTERIOR
of structures only.. No credits will be approved for construction
activities on the interior of the structure. Credits are
available for expenditures made after July 1, 1990.
Other forms of tax advantages may be available from other
government jurisdictions. However, property owners should not
assume that granting of a credit on Washington County real
property taxes, as a result of this application, will guarantee
qualification for other jurisdictions' tax advantages.
