The project, as presented would involve the construction of a 150 foot monopole with a 2500 square foot compound. Included within the compound would be the monopole and an 11.5 foot x 20 foot equipment structure. The site would be along an existing access road, off of Mountain Lock Road. From the information, it is noted that the Chesapeake and Ohio Canal National Historical Park is within the project zone. Also included were some photographs that your staff supplied regarding general locations within the park. The photographs were taken on October 7, 2010. While we appreciate the information regarding a determination of "not visible" by your staff, your correspondence did not include any information regarding whether a balloon test was undertaken in October 2010. As a result, we request a leaf -off crane balloon test so park staff can make the determination of "visible or not visible." We request the crane balloon test to avoid issues with wind on the day of the test. It is noted that initial consultation with various Washington County groups took place during October 2010. We did not receive information at that time and we are requesting additional time to review your proposal within our organization which will include consultation with our cultural resources support staff in Washington, DC. This project will connect East Oak Ridge Drive with Frederick Street (Alt. Rte. 40). The proposed intersections, both with Southern Boulevard I at East Oak Ridge Drive and Villa Ridge Drive as well as Southern Boulevard -I at Frederick Street, will utilize roundabouts. These improvements will require the lowering and raising of these existing roadways in order to meet adequate sight and stopping distances. The present conditions of the project area is agricultural farm land with the exception of the existing developed areas where the proposed roadway ties into the existing roads. The proposed conditions will be a divided highway with one lane and one bike lane in each direction along with the two roundabouts. This project is currently at the 60% design stage and being reviewed by Washington County, the City of Hagerstown; the City of Funkstown, and the Maryland State Highway Administration (SHA). At the request of SHA, formal coordination with the Maryland Historic Trust (MHT) is required for this project. Per MHT guidelines, this package contains the following: 1. MHT Project Review Form 2. Therefore, we have reviewed the information in accordance with the Maryland Historical Trust Act of 1985 and we are writing to provide you with information on historic properties and specific recommendations for continuing consultation with our office. According to your letter, the Washington County Division of Public Works proposes the construction of a minor arterial roadway known as Southern Boulevard Phase 1. The roadway will connect East Oak Ridge Drive with Frederick Street. Roundabouts will be utilized at each terminus of the proposed roadway. We have reviewed the proposed plans and offer the following comments regarding potential impacts to archeological and architectural resources. Archeology: Based on a review of our files and your materials, it is the Trust's opinion that the proposed project area has a low potential for containing National Register eligible archeological resources. Thus, we believe that the project is unlikely to affect significant archeological resources and archeological investigations are not warranted for this project. Historic Built Environment: We have reviewed our files to determine the presence of historic structures in the vicinity of the proposed project. Our inventory contains one National Register -listed property known as Garden Hill/Robert Cushen House (MIHP No. WA -1-454) located at 1251 Frederick Street, just south of a proposed roundabout. Based on a review of project plans, aerial mapping and tax records, it appears that the project area includes numerous additional historic structures over 50 years old that are not included in our inventory and have not been evaluated for listing in the National Register of Historic Places. In order to make an informed assessment of potential impacts to cultural resources, make appropriate recommendations and take into account the project's effects on historic properties, we request thafWashington County (or its designee) complete the following tasks Identify and clearly illustrate the Area of Potential Effects (APE) and provide justification for that delineation. An APE is defined as the geographic area within which an undertaking may directly or indirectly cause changes in the character or use of historic properties; All properties containing structures fifty years old and older within the APE must be identified; A qualified cultural resources professional will need to complete Determination of Eligibility (DOE) forms in accordance with the Trust's Standards and Guidelines for Architectural and Historical Investigations in Maryland for all properties containing structures fifty years old or older. Please refer to the Trust's Guidelines and Resources for Compliance -Generated Determinations of Eligibility (DOE) for guidance in determining appropriate survey treatments. These guidelines, along with electronic database forms and instructions for completing determinations of eligibility, can be accessed at the Trust's website vwwv.mht.maryland.ttov; Provide copies of any comments or requirements that the Washington County Historic Preservation Commission has placed on the project; Discuss of what efforts have been taken to seek and consider public comments on the project, specifically with regards to historic properties; and Provide any other relevant information regarding the proposed treatment of historic properties for this project. We would also like to note that proposed alterations to Frederick Street have the potential to adversely impact the National Road National Scenic Byway., SHA's Office of Environmental Design has generated comments regarding the proposed design in an effort to minimize the impact by utilizing context sensitive design treatments. We strongly urge Washington County to implement SHA's comments to enhance the traveling experience along the byway. We are including a copy of SHA's comments as an attachment to this letter for your reference. Once we have received the additional information requested in this letter, the Trust will continue its review of the undertaking and provide appropriate comments and recommendations. US 40), Hagerstown, Washington County Description: Garden Hill, the Robert Cushen farmstead, is located on a knoll, just west of US Alt. 40, the National Pike, and immediately northwest of the town of Funkstown. The house faces east, overlooking the National Road, a few hundred feet back from the road. The c. 1865 two-story five - bay brick dwelling has a formal facade with a central entrance. Although this follows a traditional form developed during the Georgian period and retained in the region through the 19th century, the detailing is Greek Revival in style with some Gothic Revival influence in interior trim. The house is constructed of five -course common bond. Windows have 6/6 sash. At the front elevation, each has a pair of louvered shutters, but these are not original. The central entrance has a broad transom and sidelights, now replaced with single panes. Decorative Italianate brackets separating the sections of the transom are original. A one -bay entrance porch supported by square posts shelters the door. The porch appears to be a replacement, but follows the form and type of the original. The roof of the house is slate and interior brick chimneys rise from either gable end. The house is a wide two bays deep with windows at both floor levels and small attic windows flanking the chimneys. The interior of the house is remarkably intact with original floors, trim, hardware, and woodwork. The front entrance opens onto a stair and entrance hall with two rooms arranged formally on either side. At the second floor the floor plan is the same with an additional small room in the space at the front of the hallway, a frequent variation of the four over four plan. The staircase has a large turned newel post with turned balusters beneath a flattened handrail. Window and door architraves have Grecian Ogee molding, and in the kitchen, simple flat trim with plain corner blocks. The rear parlor fireplace retains its mantel with Tudor -arched panel and side pilasters. The firebox is painted black, a typical 19th century treatment. The dining room mantel is identical to that in the parlor, but the firebox has received a replacement brick lining. A cupboard is constructed to the right or west of the fireplace. The kitchen has a larger utilitarian fireplace with a mantel with plain pilasters and a mantel shelf with a band of molding beneath. The second floor front rooms have mantels like those below. The small front room in the center of the second floor was converted to a bathroom c, 1926, according to old newspapers tinder the later flooring. Hardware consists of cast iron locks with ceramic knobs. The National Register Listings in Maryland Page 2 of 2 locks have patent dated in the 1860s. Along the south side of the house is a one-story porch, now enclosed, which connects the houseto a summer kitchen. This small gable -front brick outbuilding has a flush chimney in its west gable end. A well with its GEM pump intact is located at the east end of the house convenient to the kitchen door and the summer kitchen. Significance: Garden Hill is significant as a remarkably intact example of a mid -19th century Greek Revival styled rural farmhouse. The house was constructed c. 1865 following the purchase of the 70 -acre property by Robert H. Cushen in 1861. Cushen operated a successful fruit and vegetable production and market business from this small farm on the hill above Funkstown. His success was reflected in the elegant house he constructed, sited on the crest of a hill and sheltered from the busy National Pike. The Garden Hill house and business remained in the Cushen family for approximately 100 years, the house and summer kitchen changing little since their original construction. Nearby, the stone foundation of a bank barn, its frame superstructure no longer standing, has been re -roofed and now serves as a horse shed. Although close to the development of southeastern Hagerstown, this farmstead retains its historic setting with landscaped lawn and open agricultural land. The house is situated on level ground and faces north. It is a two story, three bay :Lc&3devL,. structure sheathed with German siding. To its east gable end is attached a two story, one bay frame addition. The two eastern bays of the main section of the house appear to be of log construction while the western part seems to be frame. Windows have two over two pane double hung sashes, some of which have arched tops. They are trimmed with late 19th century pointed architraves. The window at the first story in the east bay of the front elevation has been doubled in size. There is no evidence that any windows had shutters. The main entrance, located in the center bay of the front elevation is trimmed similarly to the,windows, Extending across the front elevation is a one story porch with a low hipped roof supported by heavy turned posts. The house roof is sheathed with corrugated sheet metal and is finished at the eaves with plain boxing. Small brick chimneys with several courses of corbeling are located inside each gable end. Just north of the house is a frame bank barn with fieldstone foundations.
