Introduction and Project Description
This letter serves to inform the Maryland Historical Trust (MHT) of the Maryland
State Highway Administration's (SHA) finding that there will be no historic properties
affected by the proposed Project No. AX770B21. The project involves placing Hazard
Identification Beacons (HIB) at the existing speed warning arrow signs on MD 494 in
order to improve the intersection. This work would require 4 cubic yards of ground
disturbance. All work will occur within existing SHA right-of-way. A location map is
included as Attachment 1.
Funding
Federal funds are anticipated for this project.
Area of Potential Effects
In determining the Area of Potential Effects (APE) for this project, SHA
considered possible visual, audible, atmospheric and/or physical impacts to historic
properties, both archeological sites and standing structures that would diminish any
National Register of Historic Places (NRHP) qualifying characteristic or the historic
property's integrity. The project will be constructed within existing right-of-way; and the
APE for historic standing structures includes the buildings and settings facing MD 494 in
or near the Village of Fairview, as indicated on the attached USGS quadrangle map for
Mason-Dixon in Attachment 2. The archeology survey area within the APE is defined as
the limits of construction where ground disturbance would occur.

SHA proposes to install HIBs near the intersection of MD 494 with Fairview
Church Road. Previously, SHA installed large warning signs and rumble strips that
indicate the limited sight distances and sharp curves in the road. Photographs showing
the highway with the signs in and near the Village of Fairview are included in
Attachment 4. SHA has determined that because there are no eligible historic standing
structures in the APE, the installation of the HIBs will have no impact on standing
historic properties. Our finding is also outlined in Attachment 5, the Eligibility and
Effect Table,
Archeology: SHA Archeologist Carol A. Ebright assessed the potential of the
archeological survey area through consultation of the SHA-GIS Cultural Resources
Database, aerial photographs, and historic and environmental maps. There are no
recorded archeological sites or prior surveys. The proposed work will occur in
previously disturbed right-of-way, and is unlikely to impact any intact, significant
archeological resources. No further archeological work is warranted.
Review Request
Please examine the attached maps, forms, photographs, and Eligibility and Effects
Table. We request your concurrence by August 23, 2010 that there would be no historic
properties affected by the installation of HIBs on MD 494 at Fairview Church Road
intersection. By carbon copy, we invite the Washington County Historic District
Commission and the Washington County Historical Trust, Inc. to provide comments and
participate in the Section 106 process. Pursuant to the requirement of the implementing
regulations found at 36 CFR Part 800, SHA seeks their assistance in identifying historic
preservation issues as they relate to this specific project (see 36 CFR §800.2(c)(4) and
(6), and §800.3(f) for information regarding the identification and participation of
consulting parties, and §800.4, and §800.5 regarding the identification of historic
properties and assessment of effects). For additional information regarding the Section
106 regulations, see the Advisory Council on Historic Preservation's website,
www.achp.gov, or contact the Maryland State Highway Administration or the Maryland
Historical Trust). If no response is received by August 23, 2010, we will assume that

SUBJECT AP2010-008 Cell Tower at 3907 Trego Mt. Rd.
The Historic District Commission (HDC) reviewed the above referenced
application including the balloon test photographs, photo simulations of the proposed
tower and maps depicting the locations of historic inventory sites during its regular
meeting on April 7, 2010. Although there are historic resources in the area including the
historic village of Rohrersville, there are no resources within a'/2 mile radius of the
proposed tower site. From the available information, the HDC sees no significant impact
on historic resources in the area from the proposed tower if it is located and constructed
as currently proposed. The tower location, topography, existing tree cover and distance
can mitigate most negative visual impacts.
The HDC did express concern for other cell tower application in the vicinity in
the recent past and recommends that any currently pending or recently approved tower
applications also be considered when acting on this application in order to keep the
number of towers in this rural area of Washington County to the absolute minimum
necessary.

Pursuant to Section 106 of the National Historic Preservation Act, the regulations promulgated thereunder and
interagency agreements developed thereto, EBI Consulting, Inc., on behalf of VISTA PCS LLC, provides this
notice of a proposed telecommunications facility installation at the address listed above.
The proposed facility consists of a 150 -foot stealth tree monopole and a 11.6 -foot by 30 -foot equipment
shelter located within a 35 -foot by 50 -foot fenced compound on a 50 -foot by 50 -foot lease area located to the
west of the existing house and outbuildings.
Please note that we are requesting your review of the attached information as part of the Section 106 process

The area of significance of this house is its architecture, Pro-
bably constructed of log, the structure is representative Of a major
architectural group in Washington County and the Cumberland Valley.-.
Log was used as a building material in Washington County from the - --
earliest days of settlement to well into -the 19th century. Many such
buildings are still in use today dis8uised by various forms of siding_
or bricks.
This property was purchased in 1877 by Joseph B. Loose, a wealthy
landowner of Washington County. Members of the Loose and Lane families
held the property until 1965.

This house is located a short distance south of Jefferson Boulevard
on the east bank of the Antietam Creek about one mile east of Hagers-
• town. It is situated on a bluff above the creek and faces north.
The structure is a two-story, £our -bay dwelling presumably of log
construction, sheathed with wooden siding. A one-story, two -bay el
extends to the rear. The walls are set on low fieldstone foundations. -
The actual wall construction could not, be observed because of the
siding which appearsi to date from the late 19th Century. -
The -placement of openings with doors and windows grouped'toward'the
ends of the front elevation suggests that the structure was a two -unit
dwelling. Those windows which retain their sashes have six-over-sixl
lights. No sahses could be observed on the first story windows. which
are larged than those at the second story level. Some first story
windows retain pairs of two -panel shutters..

The two entrances, located -in the inner bays of the front elevation
appear identical. Simply trimmed frames hold Victorian period four-

panel doors.

A one-story shed roof porch extends along the front elevation. It
is supported by chamfered square posts with simplified Victorian brac-
kets. Deep -shed roofed porches continuedas part of the.main roof span
a
extend -along the east and west elevations .of the rear el.
The roof is covered with sheet metal which appears -to be. in good
condition. It terminates with a plain barge set directly against the
end walls. The eaves are finished with simple boxing. Small'brck

chimneys are located inside each gable end. A large exterior brick

chimney with an elongated stack is located at the south end of the

one-story section.
Several small outbuildings are located nearby.
The house is in deteriorated condition and is located on a tract
containing 76.75 acres. A one -and -a -half story stone dwelling (WA -1-
132) is also located on this property.

.This house is located south,of-Jefferson Blvd. on.the east bank of the
Antietam Creek just east of Hagerstown in Washington County, Md. It is
situated on a rise of ground above the creek and faces south.,
The structure is a one -and -a -half story three -bay stone dwelling with
a one-story, three -bay el extending to the rear or north. The walls are
constructed of coursed local fieldstone except for the north and west
elevations of the el where rubble fieldstones were used. No decorative
stone work was observed at the windows and doors.
Openings appear to be spaced evenly in the front elevation. Windows:
display wide wooden framins secured with pegs and trimmed with quirked
quarter round moldin'"Nine-over-six pane double -hung sashes appearto
have been present ₹n all main level windows.

The primary entrance is located in the eastern bay of the front or..

south elevation. It is framed similarly to the windows and had a transom

over the door. The siic-panel door which appears to be' early, has been

altered in recent years, two of its panels apparently having been removed

and replaced with glass.
The rear one-story section has few windows and doors. Those that are
present display wide wooden framing secured with -pegs, but without any

sort of molded -trim.. The west elevation of the el is attached to the

main structure, spanning several feet between the south end wall of the
el and the north wall of the front section.
The roof is covered with sheet metal. It terminates with a plain barge
board set directly against the end walls. The eaves are finished with

simple boxing.

A brick flue is located inside, the west gable end. A small brick..
chimney which is not original is located inside the east. end. An interior
chimney also of brick extends from the west slope of the roof of the el.
The interior of the house is divided into three rooms. The southwest'
room has the only fireplace in the main structure. It has a moderately:'
large opening with a simple square frame, trimmed with quarter round
molding. A simple mantel shelf is set above the opening. The east room
contains -a narrow enclosed stair in its northeast corner. The stair -
leads to a finished upper half story. A large fireplace, presumably' for
cooking is located in the el.
The house is in deteriorated condition and is located on a tract con-
taining 76.75 acres. A two-story log structure (WA -I-133) is also loca-
ted on the property.

The area of significance of this house is. its architecture.
It, is an example of amid 19th century brick dwelling of a
type often encountered in Washington County, Houseswith
double porches included under the main roof span:are a
significant group in the County. The double porch at the
front elevation may be found on houses of log, stone or brick
and could, according to some historians, reflect early British
building traditions.

Thia house is located just south of Jefferson Boulevard (Md. Route
64) on the west bank of the Antietam Creek at Bridgeportiin Washing-
ton County, Md. It is constructed into a slope and faces southeast
or toward the creek.
The structure is a one -and -a -half story, four -bay brick dwelling,
painted light greer•wi'th:*ahite trim. Foundations of roughly
coursed local limestone are almost a full story in height toward
the front elevation. At the front wall, a veneer of brick over the
stone foundations gives the facade a uniform appearance. Bricks
are laid in common bond at all elevations.
Opeqings appear to be spaced evenly in the front elevation.
Windows have narrow framing under wide wooden lintels and contain
six -over -six light double -hung sashes. Entrances are present in
the two central bays at the first and second story levels of the
front elevation. They are similar in appearance to the windows'
and include narrow transoms.
A double porch included under the main roof span extends along
the front elevation. It is supported by turned posts.
The roof is covered with sheet metal and terminates with a barge
board set directly against the end walls. Plain boxing finishes
the eaves. Brick chimneys rise from inside each gable end.
The house is in fair to good condition and stands on a lot con-
taining 0.85 acre..

DESCRIBE THE PRESENT I JD ORIGINAL (1/ known) PHYSICAL APPEARANCE
This house is located about 1/2 mile south Of Md. Route 64 just
east of the Antietam Creek in Washington County, Md. It is
situated on a bluff above the Antietam and Laces east.
The structure is a two-story, four -bay, brick cased log dwelling
with white trim. A one-story concrete block lean-to addition is
attached to the rear or west wall.
The walls are set on low limestone foundations. Bricks are
laid in all stretcher bond to the gables where common bonding is
evident. The tenants have observed log construction beneath the
bricks.
Windows appear to have been spaced evenly in the front elevation.
They have narrow frames below wide wooden lintels and contain two -
over -two pane Victorian period sashes. Other windows in the buil-
ding are similar in. appearance. One small window at the first
story level of the south elevation may retain its original dimensions.
The main entrance is located in the second bay from the south end
of the house. It is framed similarly to the windows and includes a
narrow transom.
A 20th century one-story porch extends the length of the front
elevation.
The roof is covered with sheet metal and terminates with a barge
board set against the end walls. The eaves are finished.with
courses of simple molding.
The house is in good condition and located on a tract containing
29.32 acres.

EMENT OF SIGNIFICANCE
The area of significance of this house is its archi-
tecture. Although it has been sheathed with brick and
is thus greatly altered, it does provide an example of
Z Washington County's log building tradition.

Many log structures were built in Washington County
H from the earliest days of settlement to well into the
FJ 19th century. A number of these buildings continue
in use today disguised by various forms of siding or
bricks. These buildings are worthy of note as represen-
tatives of a major architectural group in Western
• Maryland and the Cumberland Valley.
Z The late 19th century alterations to the buildings
should also be considered for their merit as Victorian
period adaptations of earlier structures.

DESCRIBE THE PRESENT I 4D ORIGINAL (if known) PHYSICAL APPEARANCE
"Hidden Hill" is located about 1/4 mile south of Md. Route 64, at
1400 Indian Lane in Washington County, Md. It is situated on a gentle
slope above the Antietam Creek and faces northwest or toward the
Creek.
The structure is a two-story, five -bay brick dwelling painted white
with black trim. A two -bay, one-story brick section extends to
the rear.
The walls are set on low fieldstone foundations. Flemish bonding is
employed in the front or northwest wall as well as the end walls of
the house. The rear or southeast wall displays common bonding.
Decorative work associated with the walls includes flat brick arches
over the windows.
Windows appear to have been spaced evenly at the front and side
elevations. Those which appear to retain early or original frames
display moderately wide wooden -members trimmed with quarter round
molding. Other windows show narrower frames. All contain nine -over -
six light double -hung sashes. Lower story windows are flanked by
paneled shutters while those at the second level are flanked with
modern louvered shutters. -
The main entrance is located in the central bay of the front ele-
vation. The door. is flanked by fluted pilasters set in,a modified
entablature. Over the door is a semi -circular fan light with webbed
ray muntins. A modern neo-colonial entrance porch is present at the
front elevation. Other entrances are located in the broad wall of
the one-story section. These entrances are quite simple in appearance
and do not appear to retain their original framing. An arched,
partially subterranean opening enters into the basement.
The roof which appears relatively modern, extends beyond the end
walls -of the house. Dentil trim finishes the cornice. Brick
chimneys rise from inside each gable end.
The house is in excellent condition and is located on a tract con-
taining 3.2 acres. -

The area of significance of this house is its architecture.
In Constructed of brick in the Live -bay center hall plan, the house
is an excellent and well maintained example of a Georgian -
inspired dwelling of the Cumberland Valley. Such dwellings
are prominent in the area with examples dating from the late
18th through most of the 19th century.

The exact building date of this house is not known. Docu-
mentary evidence as well as the appearance of the house suggests
that it was standing when Christian Newcomer sold the property
containing about 103 acres in 1821. Newcomer had acquired
500 acres from the estate of Martin Rohrer in 1807.

was located approximately in front of the house. An old mill,

Antietam Hall is located at 525 Indian Lane, Hagerstown, Washington County
Maryland, about 1/2 mile south of Md. Route 64. It is situated on an area
of level ground and facesnortheast.
The structure is a two-story, six -bay brick dwelling, painted yellow with
black and white trim.
The walls are set on low limestone foundations. The bricks at the front
or northeast elevation and those of the northwest end wall are set in flemis
bond. :At the rear of the house, English garden wall bonding is displayed
with three courses of stretchers between rows of header bricks. - The projec-
ting,portion of the rear elevation displays, common bonding.,. Decorative work
associated with the exterior walls includes flat brick arches over the win-
dows.. A. quarterround brick watertable extends along the entire front ele-
vation.
Windows and doors are spaced evenly in the facade and appear to be grouped
in pairs...All windows of, the' .front elevation contain nine -over -six pane'
double-hung'sashes,which'are held within wide wooden window frames with peg-
ged:joining. The frames,are trimmed with quarter round molding. Some of th
windows:in,the other elevations contain six -over -six or two -over -two pane
sashes within narrow frames. Windows of the front wall are flanked with lou
vered shutters.
The main entrance 'is located in the second bay from the north end of the
facade wall. The entranceway is flanked by fluted pilasters projecting from
the wooden trim. The, top of the woodwork is concealed by the porch ceiling.
,The door jambs are finished with quadrangular, panels which match the double
doors A transom with triangular panes is -present over the door. Balancing
the main entrance is a door located in the second bay. from:the east end. of
,the front elevation. This entrance is without decorative trim and :appears ,t
have had a transom which'has been enclosed. Other entrances are located in
the rear elevation.
A one-story, hipped roof entrance,porch extends along the entire front'
elevation. It is supported by square posts -with chamfered edges. Pilasters
matching the main door 'trim are located at'theends of the front wall.: A
two-story porch extends along most of the rear wall. Part of this porch has
been enclosed with brick.
The roof is covered with slate and terminates with.a barge board set:dir-
ectly against the end walls. Eaves boxing at the front elevation is trimmed
with a course'of molding. Large brick chimneys with several courses of.cor-
beling at their tops are located inside each gable end. An -interior flue is
located at the ridge between the second and third'bays from the south end.

The main entrance opens into a spacious stair hall with the staircase set
into 'a recess in the Southeast wall of the hallway. Two rooms are located
northwest of the hall, while to the southeast is one large room with a
sizable fireplace.' Adjoining this room is a kitchen with a large:service
fireplace behind which is another room, apparently an addition.
Rooms at the second story are divided by a partial hall running perpendi-
cular to the end walls. Several of the second story rooms display original
decorative stenciling in red and black depicting a pineapple motif.
Interior doors have six raised panels with plain quarter round trim.

Several nails extracted from the attic floor were hand wrought. The first floor

The hise is in excellent condition and stands on a tract containing 41.66 acres.
Near the house is a one -and -a -half story, four -bay brick secondary dwelling. Its
bricks are laid in flemish bond at the front elevation with a quarter round molded
brick watertable extending the length of the front wall. Other elevations display
common bonding. Two identical doors are present in the front elevation... The openings
have narrow framing which does not show pegged joining. A large barn and. other out-
buildings are also present.

STATEMENT OF SIGNIFICANCE - -
The area'of significance of Antietam Hall is its architecture. The stru
ture`is.also important for the original decorative stenciling which is
present in several rooms on the second story.
• Although no exact construction date has been established for. this house,
it has several features characteristic of 18th century dwellings in Wash-
ington County. The presence of a watertable and, windows with;wide-wooden
frames' showing pegged joining are indicative b! _an'eatly cwnstxuction:. The
use of wrought nails and raised panel doors at the interior as well as the
method of constrcution employed in the first story flooring all suggest
an 18th century building date.
The presence of early stenciling is particularly outstanding and certain
ly rare in Washington County. Few, if any, other examples are in existenc
in the area.
Early records concerning Antietam Hall are not definitive. -It appears,
however, that Ignatius Perre, who, acquired a 500 -acre land patent, "Bro-
ther's Request," in 1774, sold 100 acres to George Circule (Frederick Co.
land records J/1129) in 1765: In 1769, Circule, who apparently renamed
the land "George's Lot" sold 100 acres to Martin Rohrer (Frederick Co.
deed book M/182). Martin Rohrer,. who eventually acquired more of the land
held the property until his death in 1806. In 1807, 500 acres including
parts of "Brother's Request," "Small Hopes' and "The Hurry" was acquired
by Rohrer's son-in-law, Christian Newcomer. If the house is an 18th cen-.
tury structure, it was probably built during the ownership -of Martin -Rohrer
According to Scharf.'s History of Western Maryland, written in 1882, -Martin
• Rohrer settled on "what is now known as the Bryan farm,' lying on the Antie-
tam Creek 'and near the Cavetown turnpike.. •"l The Bryan family owned Anti(
tam Hall from 1847 to 1904. Martin Rohrer is buried in -a family cemetery
located near the Jacob Rohrer house at the Trovinger Mill.

This structure is located just west of Indian Lane at its
junction with the :Cavetown Pike, Maryland Route 64 in Washington
County. It is situated on a rise above the east bank of the
Antietam creek and faces east.
The building is a one-story, two -bay stone structure, constructed
of coursed local limestone. The original use of the building
has not been determined. With most interior work appearing rela-
tively recent, few clues to its original appearance remain.
All openings have arched heads. The windows and doors have
modern frames which are joined with nails. No sashes remain in
the windows.
Sheet metal covers a roofing structure of modern rafters secured
with nails. There is no chimney although patched roofing inside
the south gable suggests that a flue was present.
The structure which displays no finishing, plastering or decorative
woodwork at its interior consists of one room. It is in good condi-
tion and is located on a three —acre tract.

TEMENT OF SIGNIFICANCE
The area of significance of this structure is its architecture.
Although all that appears to remain bf'the .original building
are four stone walls , it is considered locally as a very old
structure. It has been described as a shop, and, it should be
noted that a mill was located nearby on the'west bank of the
Antietam.
Arched window heads have been associated with pre -1780 stone
structures in Washington County. The presence'of such windows
and doors on this building could suggest an 18th century building
date.

Stone Court. Manor. is located on Jefferson Boulevard. on -the west. bank of
the Antietam Creek, just east of. Hagerstown. in. WashingtonCounty, Maryland.
It is situated. on a -bluff above.the creek and faces north.
The structure is -a story, seven bay stone dwelling covered -with white.
stucco. A.two story,.. two bay shed roofed el extends to the rear. The
front sectionof.the house appears to have been built in two parts, with
the division between :the -sections occurring.near the center of the
structure.: The=date A.D...1782 has been incised.in.the east'gable wall
near its north corner.
Windows appear to have been spaced rather. evenly., ineach. section of the
front elevation. :Those'at the east half are. rather small in relation to
the wall area with nine 'over:six light sashes at. the first' Story and six
over six sashes..at.the upper level. All are -held within -narrow frames
finished with a bead..: Windows in the north. section. are somewhat larger m
with six over six sashes.in narrow frames. m
The main entrance is located., in the third bay from the- west -end of the
-front or north elevation. The entranceway.is quite elaborate, including Z
an eliptical..fanlight.and.•sidelights. Another door -is located.at.the '^
second.story:level above the main..entrance.. At.the south elevation,
windows at the first. story level have been made tttb french -doors.
A two story, three bay portico is centered at the front elevation. At the C rear. of the. house, a double porch extending along the south wall has been
partially. enclosed. —�
The roof, which extends beyond the.end walls of the house -is covered with 0
asphalt shingles. The eaves are .finished .with plain boxing.. Brick chim-
neys rise from inside each gable end and -from.the interior of the structure in
at the original end wall of the 1782 section.
Interior walls include raised panel doors. without. decorative trim, -and a
fireplace mantel with eliptical attached colonnettes"and with quirked
quarter round molding. Interior door frames are finished with a simple
bead.
The house is in good condition and is situated on.a tract containing
1.4 acres. . -;

Stone Court, although altered, is significant for its architecture as a
dated example from..the eighteenth century. The.date'apparently_applies.
to the east section of the.house, the west portion and thesouthern el
appearing to have been.ladded at later dates.. Construction in native
stone was prominent in Washington County during:the'late eighteenth and
nineteenth centuries. The nature -of the additions.to the east section
of this house make it difficult to suggest its original appearance. It
does appear to retain, however, much of its early interior woodwork.
The property included a mill which appears to have been in, operation
during most, if not all of the nineteenth century. The mill was located
on the Antietam Creek, just south of the present Cavetown Pike bridge.
No apparent physical evidence of the mill remains today.
Stone Court Manor stands on part of a grant called ItThe Hurry" surveyed
for Daniel Dulaney in 1744. According to a Baltimore Sun caption
relating to Stone Court, the house was built by.Vandervorst Lawrence in
1782. No records have -been found in the County to prove Lawrence owner-
ship of the property. County land records do show numerous transactions
concerning this property during the nineteenth century.

DESCRIPTION OF PROPOSAL:
Verizon Wireless proposes to construct a 150' monopine, (stealth monopole) and attach
up to fifteen antennas at a RAD center of 150'. A 12'x30'x10' equipment shelter will be
placed at the base of the tower inside of a 50'x50' board on board fenced compound.
The facility will operate automatically and will not require personnel or hours of
attendance. It will operate twenty-four (24) hours a day, 365 days a year. It is
anticipated that a technician will need to perform routine maintenance on the facility at a
rate of once or twice per month or on an "as needed" basis in cases of emergency
repair.
REQUIREMENT FOR PROPOSED USE:
Verizon Wireless seeks to improve its cellular network reliability and coverage. As the
number of Verizon Wireless customers on a given network increases, there is a need to
increase capacity on the network in order to provide instant service for emergency calls
as well as normal business and personal calls.
The accompanying propagation maps were prepared in support of the proposed
Verizon Wireless design for enhancing wireless service caused by inadequate coverage
and capacity in the surrounding area.
