Subject: No Feb meeting but... Good morning everyone, There are no building permit or other applications that require approval this month. I am not scheduling a meeting for February. There is a rezoning application for the HP -Historic Preservation Overlay that should have your recommendation (RZ-10-001). In the past you have done these by a consensus in return e/mails. I think it will work this time as well. If the HP overlay zone were approved for this property it would require that changes (that require building permits) to the exterior of structures in the zone must be approved by the HDC. The HDC uses the Secretary of the Interior's Guidelines to review and approve those applications. Here are links to the Zoning Ordinance (Go to Article 20) that contains guidelines for receiving the zone (20.4 and 20.5) and guidelines for activity within the zone (20.6) and a link to the Secretary's Guidelines. I am attaching the application materials. There are two applications for 2 parcels. Approval of the zone would also make the property owner eligible for County property tax credits equal to 5% or 10% of the cost of approved new construction or restorations respectively. It faces west. The structure is a two-story, three -bay stone dwelling with white trim. An arched date stone set in the gable of the south elevation is inscribed with the year 1773. The walls are constructed of coursed local fieldstone at the front ele- vation and rubble stones at the side and rear walls. A low watertable a short distance above ground level extends along the front elevation. Decorative masonry work associated with the exterior of the house in- cludes segmental stone arches over most window openings and over the date plaque. Windows which retain their original framing have wide wooden members secured with pegs. First story openings at the front elevation contain nine -over -nine pane double -hung sashes.— Other windows contain nine - over -six light sashes. The main entrance is located in the north bay of the front elevation. The doorway is framed similarly to the windows with pegged joining. A narrow four -light transom is present over the door. A modern shed roof entrance porch is present at the main entrance and a one-story porch extends along the east or rear elevation.. The roof ex- tends beyond the end walls of the house and is covered with Chanel groove sheet metal. The eaves boxing is finished with a course of sim- ple molding. An interior chimney of brick with several courses of cor- beling at its top is present just north of the center of the house. The interior of the house is divided into three rooms and a stair hall. Interior doors have six raised panels trimmed with plain quarter round molding. Most doors are held with long strap hinges. The house is in good condition and is located on a tract containing .61 acres. Behind the house is a log outbuilding and a one -and -a -half story stone dwelling, built over a spring. This house is said to. have been built by a member of the Funk family, probably Henry Funk. It is apparently located. on part of a land grant called "Locust Bottom," containing 1,081 acres which was surveyedSforon's for II. Funk on August 24, 1758. In 1802, parts of "Locust Bottom;'t It Racht" and '!S₹rife,Found1' were surveyed into a plot which was renamed "Rockland Farm." The front door opens into a small enclosed room with a primitive stair which rises against the north wall of the house. A rough square newel and pairs of balusters sup- port a massive hand rail with curved aides. Interior doors have six raised panels trimmed with quarter round and are held with strap hinges terminating with heart shaped end pieces. Door frames are also trimmed with quarter round molding. A door from the entranceway leads into a parlor with a fireplace located against its inside wall. The fireplace mantel is trimmed with cove molding and decorative reeding. Evidence in the ceiling suggests that the parlor may have been divided nearly in half by an east to west partition. Behind the parlor and the stair area are two rooms, one of which was the kitchen. It appears to have had a fireplace which was set against the parlor fireplace and which shared the same flue. In the southeast corner of the first story is a small room with a built-in cupboard with fluted trim and ogee cornice molding. It is fitted under the exposed summer beam which can be seen in both of the rear rooms. The interior woodwork of this house does not seem to be consis- tent as evidenced by the rough appearing stair which contrasts with the rather fine cupboard and other interior detail. The mantel is of a type associated with later 18th and early 19th century houses in Washington County. Mov.d 6a Orioinal SIN This house, probably built by a member of the runk family, is located at 726 Antietam Drive in th- village of Security or Fiddlers - burg, about two miles east of Hagerstown in Washington County, Md. It is situated over a spring just west of Marsh Run and a short dis- tance east of Antietam Drive and faces south. The structure is a one -and -a -half story, four -bay stone and frame dwelling which has been partially covered with white roughcast or stucco. The walls of the section comprising the two eastern bays are con- structed of roughly coursed local fieldstone. The two western bays are of frame construction sheathed with wooden siding. Doors and windows appear to be spaced rather evenly in the walls. Openings in the stone section have wide wooden framing secured with pegs and trimmed with quarter round molding. All windows have six -over -six pane double hung sashes although those in the frame section are held within quite narrow frames. All entrances to the house are located in the south or front ele- vations. At the first story all openings but the west bay are doors. All three entrances are simple in appearance. Two of the doorways have transoms. They are framed similarly to the windows. Below the main story are openings in the north and south elevations of the ground level. The spring emerges from an outlet in the east wall of the lower story of the house. Included under the main roof span is a double porch extending the length of the west elevation. It is suported by chamfered posts. The roof is covered with sheet metal and terminates with a plain barge set directly against the and walls. A small gable roofed dormer with two -over -two pane sahhes extends from each slope of the roof. A brick flue is located inside the east gable end with fireplaces in the basement and main story. A smaller brick chimney is located at the jointure of the frame and stone sections. Plain boxing finishes the eaves. The house is in fair condition and stands on a tr-ct containing 0.31 acre. Just west of the house is a two-story stone dwelling dated 1773. It is described in form WA -I-116. It is an example of Washington County's early vernacular building in stone. Situated directly over a spring, the fwelling reflects 18th and early 19th century building traditions. A number of early stone dwellings in the county are constructed over springs. This house is said by the owner to have been an early settler's cabin or fort. Its actual building date has not been documented. The structure was probably built by a member of the Funk family. It is apparently located on part of a land grant called "Locust Bottom," containing 1,081 acres which was surveyed for B. Funk on August 24, 1758. In 1802, parts of "Locust Bottom," "5j0'5 Racht" and "Strife Found" were surveyed into a plot which was renamed "Rockaldn Farm." The property was in the Funk family until 1827. I am not scheduling a meeting for February. There is a rezoning application for the HP -Historic Preservation Overlay that should have your recommendation (RZ-10-001). In the past you have done these by a consensus in return e/mails. I think it will work this time as well. If the HP overlay zone were approved for this property it would require that changes (that require building permits) to the exterior of structures in the zone must be approved by the HDC. The HDC uses the Secretary of the Interior's Guidelines to review and approve those applications. Here are links to the Zoning Ordinance (Go to Article 20) that contains guidelines for receiving the zone (20.4 and 20.5) and guidelines for activity within the zone (20.6) and a link to the Secretary's Guidelines. I am attaching the application materials. There are two applications for 2 parcels. Approval of the zone would also make the property owner eligible for County property tax credits equal to 5% or 10% of the cost of approved new construction or restorations respectively.
