The project area contains no recorded archeological sites, nor has it been previously surveyed. The proposed work will occur in right-of-way previously disturbed by prior road construction, cut/fills, and drainage features, and is unlikely to impact any intact, significant archeological resources. The proposed improvements consist of lowering the crest vertical curve along MD 65 immediately north of the MD 63 intersection to improve sight distance and also construct a right turn lane from MD 65 to MD 63. Most of the improvements are within the SHA right-of-way with the exception of some earth slopes that are outside of the right- of-way and will require easements. A site visit was conducted on January 19, 2009. Since the proposed improvements will be at or below grade level and will not be visually intrusive, increase the level of noise, nor alter atmospheric conditions, the Area of Potential Effects (APE) is limited to the area of construction impacts for geometric improvements to MD 65 at MD 63 (Spielman Road) within the SHA right-of-way and along adjacent properties on the west side of MD 65 north of MD 63 for the construction of a right turn lane. There are no historic standing structures within the APE. The easement required for the right turn lane includes properties that date from 2004. The survey area is defined as the limits of construction impact. No archeological investigation has included the survey area and no sites are recorded there. The proposed road improvements are directly adjacent to the road and the area has been disturbed by drainage and road construction. Three structures along MD 65 in this location are more than 50 years old, but archeological resources associated with these properties are unlikely to extend into the survey area.
