Dear Mr. Bower:
The Washington County Historic District Commission (HDC) reviewed your
August 6, 2008 notice and invitation to comment on the proposal to establish a
telecommunication facility at 9000 Jordan Road during its September 3, 2008 meeting.
The HDC unanimously approved a motion to present its opposition to this proposal.
Commercial communication towers are governed by section 4.22 of the
Washington County Zoning Ordinance. This section states in part:
No permit to construct a tower may be issued unless the applicant demonstrates
to the Planning Commission, or where applicable, to the Board of Zoning
Appeals, need for the tower and that the applicant has exhausted all alternatives
to constructing a tower. Applicants are required to prove need by:
a. demonstrating via statement or other evidence that, in terms of location
and construction, there are no existing towers, buildings, elevated tanks or
other structures able to provide the antenna platform required
b. providing evidence, including coverage diagrams and technical reports,
demonstrating that co -location on existing sites is not technically possible
in order to serve the desired need.
The HDC is opposed to the proposed location because there is no information
provided to address these Zoning Ordinance requirements. The Board of Zoning Appeals
recently approved a new tower to be located at 18526 Lappans Road approximately 3
miles east of this site. The use of this tower and others nearby should be included in any
future analysis.

The HDC is also opposed to a new cell tower in this location due to its proximity
to several Washington County and Maryland Historic Inventory listed sites located
nearby. They are shown on the enclosed map. A detailed inventory and analysis of the
rural village of Downsville (WA -II -273), located less than 2 miles to the southwest of the
proposed site, was completed recently. The consultant stated that Downsville may be
National Register eligible.
As part of its recommendation the HDC suggested that "balloon tests" be
conducted and the results be included with photo simulations to document the visibility
of the proposed tower from surrounding historic inventory sites. This analysis should be
provided in an application to any approving entity including the Washington County
Board of Zoning Appeals. The lack of this information in your request did not allow the
HDC to evaluate the visibility or effects on nearby historic inventory sites.

information in any future request for comment.

Subject: Docket No.: AP2008-069 — Downey Farms, Inc. (Shentel)
The above appeal is consistent with the Comprehensive Plan for Washington County.
The applicant is requesting a special exception to erect a 190 -ft. self- supporting
monopole communications tower. The property is zoned Agricultural (Rural), which is
governed by Article 5A of the Zoning Ordinance.
When reviewing this special exception request, the Board should consider all of the
criteria outlined in Section 25.6 when making a decision and a positive finding on each of
the criteria is required before the Board grants a special exception.
Commercial Communication Towers are specifically listed as a special exception use in
the A(R) district on the Table of Land Use Regulations Table No. 3.3(1)(R) and shall
comply with the regulations for placement and construction as required in Section 4.22.
Setback area shown on submitted plot plan should be labeled to indicate the setback
area is also leased by Shentel as required in Section 4.22A.1
In granting this request, a site plan approved by the Washington County Planning
Commission will be required.

The County ordinance also calls for an inventory of existing and proposed Shentel towers/sites in
Washington County and within I mile of the County boundaries. A map inclusive of all Shentel
sites in and around the county should cover this requirement.
RF: See slide 4. 1 zoomed out and included all existing sites (plus some sites which have been
NTPd) in and around Washington County.
The third item in the ordinance is "evidence, including coverage diagrams and technical reports,
demonstrating that co -location on existing sites is not technically possible in order to serve
desired need". The above mentioned Liberty site and a GTP site 2.4 miles to the northwest are
the only towers within 3 miles. The GTP tower is on the attached list and is at:

Site I 15C (GTP site) is well outside the search ring issued but would be a good candidate for a
site that would provide coverage and capacity in the area of Williamsport (no SR issued so far in
this area). We are currently showing weak coverage in this area.

Balloon Fly and Photo Simulation Report

In order to provide reliable coverage in the Downsville Maryland area, Shenandoah Mobile Company (Shentel)
is proposing a new 190' Commercial Communications Tower in a wooded area at 9000 Jordan Road in
Washington County Maryland. The project requires a Special Exception from the County in the A(R)
Agricultural (Rural) district.
As part of Washington County Maryland's Ordinance (4.22 B. 3.), "the applicant shall submit a visual analysis
which may include, photo simulation, field mock-up, elevations or other visual or graphic illustrations to
determine visual impact" of the proposed Commercial Communication Tower. This Report is designed to
address this requirement in conjunction with radio frequency engineering maps and testimony.
In a letter dated September 8°i, 2008 the Washington County Historic District Commission (HDC) also
specifically requested a "balloon test" be performed at the proposed tower site.
As requested, this Report contains visual analysis of the Tower Site from twenty surrounding structures of
potential historic significance identified on the map provided by the HDC. The sites identified consist of 19th
century farm houses. These sites are between .3 and 1.25 miles from the proposed tower location. At each
identified historic site, one photo was taken in the direction of the Tower site with a four foot diameter red
helium balloon flying at approximately 190' above ground level at the proposed Tower location. The balloon
was not visible from historic sites numbered 1 through 14 as well as site number 19 on the attached map.
The balloon was visible from sites numbered 15 though 18 as well as site number 20 on the map. We have
prepared photo simulations of what the tower may look like from those locations where the balloon was visible
using the actual photos of the balloon as a guide for size and height.
Only two of the twenty historic sites considered in this report fall within the'h mile "Area of Potential Effects"
(APE) surrounding the site. This includes site number 2 from which the balloon was not visible and site
number 18 from which the balloon was visible.
