LAK/msb Attachments Cc: Michael Thompson, Director of Planning Mike Hicks, Frederick, Seibert & Associates LeRoy Myers, Owner www.washco-md.net RECYCLED PAPER Preliminary Consultation PC -08-007 AMS, LLC A preliminary consultation was held on Thursday, September 11, 2008 at 9:00 a.m. in the offices of the Washington County Planning Department, 80 West Baltimore Street, to present a concept plan for AMS, LLC. The property is located along the east side of the Greencastle Pike, south of its intersection with Huyetts Crossroads and is currently zoned HI -1 (Highway Interchange -I). The developer is proposing to create 8 commercial/ industrial lots with a total parcel size of 32 acres. Present and participating were: Lisa Kelly, Senior Planner, Cody Shaw, Planner, and Misti Brandenburg, Permits Processor, Washington County Planning Department; Mark Stransky, Washington County Engineering Department; Chris Boggs, Washington County Department of Water Quality; Elmer Weibley and Denise Price, Washington County Soil Conservation District; Bob Mandley, Washington County Economic Development Commission; Ed Norman and Kim Ridenour, City of Hagerstown Water and Sewer Department; Neil Parrott, Traffic Solutions, Inc.; Mike Hicks, Frederick, Seibert and Associates, Inc.; Leroy Myers, Owner. Washington County Engineering Department Mr. Mark Stransky was present at the consultation and presented the following comments. A traffic impact study may be required for this project and should consider new development and recently approved projects in the area. Scoping requirements should be obtained through coordination with the State Highway Administration. The proposed road shall comply with the County S-3 Policy for construction and acceptance of new roads and shall be designed and constructed to meet the commercial/industrial classification and shall be open section. The proposed road right of way shall not terminate with a cul-de-sac, but shall extend to the eastern property line for future connection with Newgate Blvd. The proposed road shall terminate with a T -turnaround prior to encroaching on the FEMA floodplain. The County will work with the developer to determine the desired alignment for the proposed road. All lot entrances accessing the proposed road shall be curbed and a single entrance and shared driveway shall be used to access Lots 7 and 9. The right of way shall be truncated at the entrance. The proposed accel lane for R&L Carriers may be extended to create the decel lane for this development. Mr. Myers commented that the R&L Carriers project has been abandoned. A flood study will be required for the ephemeral stream that runs through the property. There is opposition to relocating that stream; however, it must bypass any proposed stormwater management facilities. The stream buffer must convey the 100 -year storm and cannot impact the proposed road. The storniwater management plan shall comply with the Washington County Stormwater Management Ordinance. It is likely the County's Ordinance will be revised to reflect the Stormwater Management Act of 2007. The new regulations will require the use of environmental site design ("ESD") concepts when developing a site. Stormwater management facilities cannot be located in the FEMA floodplain. This project may require a minimum of two stormwater management facilities to avoid having the stormwater conveyance system cross the stream. Stormwater quantity can be addressed with regional structures, but water quality and recharge must be addressed on each lot. Any construction activities within the existing stream and FEMA floodplain will require the appropriate Federal, State and County permits/approvals. Discussion: Discussion ensued regarding the affect of the new Ordinance on the stonnwater management requirements for this project. Mr. Stransky and Mr. Weibley stated that the stormwater ponds already approved for quantity will not be affected by the changes. However, at the time of development, water quality will be required to be approved for each lot based on the Ordinance in affect at that time. WASHINGTON COUNTY SOIL CONSERVATION DISTRICT Mr. Elmer Weibley and Ms. Denise Price were present at the preliminary consultation and provided the following comments. Lot 5 will be required to have a 100 year flood plain note as well as a note stating that the stream buffer has been expanded to include the 100 year flood plain. The standard sensitive area note will be required on the plat as well. The geometry of the proposed relocated stream needs to be altered to eliminate the sharp bends that would lead to erosion in the future. Ms. Price pointed out that in the new Ordinance, stormwater management control will be required to be accomplished on the lot utilizing fire retention areas and medians rather than off site stormwater management ponds. Additionally, sediment control will need to be a priority consideration rather than a last minute item. MARYLAND STATE HIGHWAY ADMINISTRATION A representative was not present at the consultation; however, Mr. Ray Bums provided the following written comments. The applicant must submit a completed sight distance worksheet to SHA's Engineering Access Permits Division (EAPD). This worksheet will assist EAPD in determining whether the proposed MD 63 street connection location is acceptable or not. SHA type 'A' curb & gutter is required along the MD 63 entrance radii and 25' of the MD 63 tangency. The proposed street connection location is within close proximity to an existing stream and MD 63 cross -culvert. It may be necessary to extend and/or replace the existing MD 63 cross -culvert. A pipe culvert under the proposed street within MD 63 rights -of -way may also required. It is difficult to reach a conclusion at this time because the concept plan is 100 -scale. Supporting hydrologic and hydraulic computations should be submitted by the applicant. The applicant should include a 50 -scale or better plan sheet or inset that depicts the proposed street connection and approximately 400' along MD 63. SHA defers further comment until receiving both the sight distance worksheet and 50 -scale or better plan. The proposed MD 63 street connection is subject to the terms and conditions of an access permit, which must be issued by EAPD. CITY OF HAGERSTOWN WATER & SEWER DEPARTMENT Mr. Ed Norman and Ms. Kim Ridenour were present at the consultation and presented the following comments. Mr. Norman stated that the property is located within the Priority II Area. Therefore, the City is able to provide water service to this property. Completion of the Annexation Review Process will be required, which includes signing a Pre - Annexation Agreement. An easement through the floodplain and up to the property line will be necessary to allow for water connection. Ms. Ridenour questioned the placement of the meter vaults. DISCUSSION A discussion took place regarding the possibility of allowing a 60 foot dedication to create a cul-de-sac and converting a private road to a county road, to aide in water connection. WASHINGTON COUNTY WATER QUALITY DEPARTMENT Mr. Chris Boggs was present at the consultation and presented the following comments. Mr. Boggs stated that this project will flow into the Cedar Springs Pump Station. This station is currently not complete; however, it is scheduled for completion in December. There will be a special assessment fee of $1000 per the greater of EDU's or acre. Mr. Bradshaw is requesting a sewer easement be reserved from the proposed sewer line to Route 63. The allocation fees, will be determined at the time of Site Plan review, and will be assessed at $5,900 per EDU and the construction reserve fee will be assessed at $400 per EDU. WASHINGTON COUNTY DIVISION OF FIRE & EMERGENY SERVICES A representative was not present at the consultation; however, Kevin Lewis, Director, provided the following written comments. Due to an existing 48' buffer, a bridging structure that supports a minimum of 64,000 pounds and will accommodate fire apparatus vehicles will be required for access. Any access road (existing lane or newly established) to the proposed properties must have an approved County road name. Due to travel distances, access roads should be constructed with a 20'unobstructed width and 13.5' vertical clearance. Supporting driveways over 150' in length should be constructed with a 12' unobstructed width and a 13.5' vertical clearance. Turnarounds should maintain a minimum of a 50'radius. WASHINGTON COUNTY HISTORIC DISTRIC COMMISSION A representative was not present at the consultation, however the following written comments were provided. The subject parcel is surrounded by sites listed in the Washington County Historic Sites Survey. Site #WA -I-367 has been determined to be eligible for the National Register of Historic Places and is located on the parcel immediately adjacent on the north. In light of the proximity of these sites, the HDC recommended that the proposed development should provide buffering, screening or Forest Conservation mitigation planting around the perimeter of the site as determined appropriate by the Planning Commission at the time of site plan approval for each lot. WASHINGTON COUNTY PLANNING DEPARTMENT Ms. Kelly was present at the consultation and provided the following comments. She stated that proposed Lot 4 (stormwater management outparcel) should be taken off of the concept plan to make it accurately reflect the proposed 8 lots. Ms. Kelly noted that the County is currently conducting a comprehensive rezoning of the Urban Growth Area. This site is proposed to be zoned `IR'- Industrial Restricted. Ms. Kelly recommended an aesthetically pleasing screening plan since the site will be visible from Greencastle Pike. Since priority areas exist on the site, the Planning Commission recommends that the Forest Conservation requirement be met on site. Ms. Kelly stated that the number of panhandles must to be limited; however, consideration may be given due to the buffer, stream and necessity to limit the number of access points. She stated that the consultation would be presented to the Planning Commission in November. There being no further discussion, the consultation concluded. All agencies will receive a written summary of the meeting. If there are any discrepancies in the report, the Planning Staff should be contacted. As indicated in the May 2008 Preliminary Consultation (PC -08-002) for Hagerstown Gateway, the County would review all comments from HDC on possible impacts our project would have on the existing historic structure, known as #WA -I-451, located on the Shank property along with a possible historic structure on the eastern edge of the site, located on the Yaakov property. On September 11, 2008 we meet with a representative from HDC (Mr. Mike Gehr) and the Planning Commission (Mr. George Anikis) at the Shank property for a visual inspection of this structure that is currently on the Maryland Historic Registry. I won't speak for either Mr. Gehr or Mr. Anikis but my conclusion of the site inspection of this structure, and it's surrounding property, was that based on numerous additions/renovations to the overall structure, it's historical value and significance has been compromised. After the tour of the Shank home we also viewed the structure located on the Yaakov property. Again, I won't speak for Mr. Gehr or Mr. Anikis, but also based on interior renovations along with major water damage throughout the structure that collapsed ceilings, this overall structure had limited residual historical value. It should be noted that Faison recently completed a project in Hagerstown, Stonehouse Square, where a historic structure was renovated and incorporated into the site. This shows that if possible the developer is willing to incorporate a historical structure into its project. However, on the Hagerstown Gateway project, based on the proposed grades of this site where we are required to connect into U.S. Route 40 it is not possible to keep these structures. The new road, Merchant Drive, which will be located on the Shank property, requires seventeen (17) feet of fill to meet the existing grade at U.S Route 40. The proposed site around the existing house on the Shank property would also be raised at least twenty (20) feet leaving the ex. structure in a hole, not visible from the surrounding site or roads. The structure on the Yaakov property will also have dramatic grade changes to meet new road grades and to achieve required slopes for building and parking pads. Instead of fill as indicated on the Shank property, the grade around this structure would be lowered thirteen (13) feet. Based on the information provided above, pertaining to severe grade changes required to the existing land around these structures, it is impractical to retain these existing structures and incorporate them into the Hagerstown Gateway project. We would certainly be willing to work with HDC and the County to review, document and salvage any portions of or in these structures before they are removed. It was built in twsections, its front section of brick resting on fieldstone foundations while the back part forming an ell extension is a two story, three bay stone structure which would appear to predate the brick. building. The brick section displays cannot, bonding at all elevations with generally six courses of. stretchers between header. rows. Allmajor windows have six over six pane double hung sashes hold within narrow feamas finished with a bead at the inside edge. Wide wooden lintel. are present above the doors and windows. The main entrance is located in the wet end bay of the front elevation. A Seven panel door ie hung beneath a six light transom. A one bay entrance porch supported by square. posts shelters the front door. The stone all is constructed of native limestone and appears to have been painted; red at one time, Some changes have been made to doors and windows it, its southwest wall. Appalsly the door that appears in the center bay of this wait was created from a window . Exieti• first story windows in this wall have frames matching those of the main section. Other windows have massive frames with pegged joints with quarter round trim. A. double porch has been added along the front or southeast elevation of thestone section. This part of the house stands directly over a spring. The main section at the interior has a large entrance and stair hall onto which open two rooeei which have been made into one largo area. Behind the house are brick and stuccoed outbuildings. Maher, Planning Director DATE: September 25, 2008 SUBJECT: Alms House Landmark Designation BACKGROUND The City of Hagerstown acquired the old Alms House at 239 N. Locust Street in 2004 to facilitate a neighborhood improvement project. In early 2005, the Mayor and City Council decided not to move forward with demolition plans and parking lot construction and instructed staff to put out a Request for Proposals for private acquisition and rehabilitation of the building. In FY 2006, the City received an $85,000 Community Legacy grant award to assist with the City's plans for the property. City staff spent much of 2006 negotiating with private developers for acquisition of the property and all efforts failed. Recently, City Code Administration identified a number of property maintenance code violations at this property which the City must address. On September 16th, staff discussed future plans for the property with the Mayor and City Council and were instructed to implement the code violation corrections and to put another RFP out for a possible public -private partnership for rehabilitation of the building. This direction was confirmed by resolution on September 23`d. LANDMARK DESIGNATION The old Alms House is a contributing resource in the Hagerstown National Register historic district, but it is not located in a locally zoned preservation design district. In late 2005, the Preservation Commission considered the criteria for landmark designation in the zoning ordinance and determined that the old Alms House is eligible for local landmark designation. In the City's zoning ordinance, a landmark has the same status as a single -property historic district. Such designation makes all exterior changes to the property, including demolition, subject to the review and approval of the City's Preservation Commission. On September 16th (and later confirmed by resolution on September 23'a), the Mayor and City Council instructed staff to resume the landmark designation process which was started in 2005. The next step in the process is for the Planning Commission to process a zoning map amendment application to place a landmark overlay zone on the property. The main entrance is at the south end of the three - bay western facade. The brick chimney is located at the north gable end. Although the house is covered with aluminum siding the distinctive pedimented windowheads were preserved. The building stands on a stone cellar and is covered by an asphalt -shingled roof. The house is located directly opposite St. Paul's Lutheran Church. A two-story rear addition was built in stages, partly in the early 20`" century. Joseph Leiter (1805-1862), known as Joseph "The Builder", lived in this house. He apprenticed under carpenter George Zeigler and married his daughter Ann. Leiter raised orphan David Barnhart who also became a prominent builder. Leiter's carpentry business was so successful that he employed "four to six men all the year round." (Bell) In 1 846 Leiter built his own new house, 21 31 8 Leiter St. This is a typical example of the moderate -sized two-story log house found in Leitersburg. The current property includes Lot #21. In 1 877 D.S. Hartle's ice house was located at the rear of this lot, apparently to supply ice to his Leitersburg ftofel. The house stands on a stone foundation and is covered by an asphalt -shingled gable roof. A modern garage is located at the south side of the lot. A frame shed and outhouse stand in the back yard. This village played an important role in the settlement and commercial and agricultural development of Washington County and the surrounding region. Leitersburg was founded in 1 81 5 by Andrew Leiter after the 1807 Greencastle -Baltimore Road was constructed to intersect the Nicholson's Gap Road on his property. The town developed with many hotels and commercial establishments to serve travelers on the two roads. The town also served as an exchange point between the many mills and distilleries located on the nearby Antietam Creek. The village continued to prosper when nine miles of the Nicholson's Gap Road was rebuilt as the Leitersburg Turnpike in 1847. The Leitersburg Historic District is significant under National Register Criterion C for its variety of historic architecture. The majority of early buildings were of log construction. The 30 extant examples range from small workers' cottages to large houses which served as hotels. Two substantial brick buildings on Leitersburg's central square which operated as a store and a tavern form one of the most distinctive pairs of early 19`" century commercial architecture in the county. Buildings in stone or frame construction, and representatives of Federal, Victorian, and the early 20'" century Foursquare styles are found in the village. Leitersburg's growth stagnated in the early 20'" century when it failed to secure a railroad line, and the town's architecture was further preserved after the building of the MD Rt. 60 bypass in the 1950's. Resource History and Historic Context: The Leitersburg area in northeast Washington County, Maryland, was first settled in 1738. The region was sparsely populated until after the French and Indian War in the early 1760's. This territory was part of Frederick County until the formation of Washington County in 1776. Under both jurisdictions it was part of the Antietam Hundred. Several election districts were created in 1 838, and the Leitersburg area was designated Election District No. 9. The boundaries were reduced with the creation of the Ringgold District (No. 14) to the east in 1 860 and the Chewsville District (No. 18) to the southwest in 1872. The Mason-Dixon Line forms the Leitersburg District's boundary to the north. South Mountain rises several miles to the east. English settlers came to this area from eastern Maryland in the mid 1 81h century. The more numerous German inhabitants arrived from Pennsylvania, especially Lancaster County, throughout the late 18`" and early 1 9'" centuries. These families included the Zieglers, Leiters, Wolfingers, Mentzers, Strites, Bells, Hartles, and Lantzes. George Poe first patented the tract "Well Taught", which included the future site of Leitersburg on the Antietam Creek, in 1749. In 1 762 after the land was resurveyed as "Resurvey on Poe's Part of Well Taught", Jacob Leiter, a German settler from Lancaster Co., PA, bought 362 acres. Upon Jacob's death in 1 764 his son Jacob Jr. acquired half of the tract. Historian Herbert C. Bell, writing in 1898, considered the house at the western edge of Leitersburg (21 314 Leitersburg Pike) to be the old Leiter homestead, built by Jacob Leiter Sr. and occupied by his son Jacob Jr. from 1 764 until his death in 1814. The old Nicholson's Gap Road was the main route through this region in the late 18'' century. It led from Baltimore, Maryland through what later became Rouzerville, Pennsylvania in LeiNPS Form 10-900-a (8-86) United States Department of the Interior National Park Service National Register of Historic Places Continuation Sheet Section 8 Page 3 OMB Approval No. 1024-0018 Leitersburg Historic District Name of Property WA MD County and State the northeast, to Hagerstown 6 miles southwest of the present village of Leitersburg. The road was located on the northwest side of the Antietam Creek. In 1 802 this road was resurveyed and realigned to the southeast side of the creek, which is the present route of the Leiterburg Pike and Leiter St. in the town. In 1 807 a new public road was laid out from what is now Smithsburg, four miles to the southeast, to Greencastle, Pennsylvania, nine miles to the northwest. It was the Leiter family's good fortune that these two roads intersected on their Well Taught tract. Blacksmith Andrew Leiter bought the crossroads from his father in 181 1. He built a stone tavern at the northeast corner by at least 1812, and laid out the public square and 53 town lots in 1 81 5. He also built a two-story stone house on Lot #35 (21 324 Leiter St.) which soon thereafter was operated by Christopher Burkhart as a hotel. Although the town prospered and about 30 lots were sold, Leiter was overextended financially and he died insolvent In 1818. Sawmills and gristmills were established along the Antietam Creek as well as on the Little Antietam Creek, less than a mile south of the village site, as early as 1765. These facilities took advantage of the extensive supply of timber as well as the increasing harvest of grain from nearby farms. Distilleries also used these resources, providing farmers with a marketable export. As Herbert C. Bell states, "In proportion to its bulk whiskey was many times more valuable than flour, and as transportation was expensive and laborious it is not surprising that a large part of the cereal product of the District found its way to market through the still." Tanneries and hemp mills also proliferated. With improved roads on which to transport these goods, commerce grew dramatically in the early 1 9'" century. Leitersburg thrived between 181 S and 1830, the year for which author Bell provides a portrait of the village. Fletcher and Stonebraker's general store (21 500 Leitersburg-Smithsburg Rd.) stood opposite Leiter's original tavern, now operated as the Cross Keys Hotel. The store not only sold goods, but accepted local products in payment in a bartering system. The store also served as a hotel, as did the buildings owned byJohn Lahm (21413 Leiter St.), the aforementioned Christopher Burkhart, and slightly later, Samuel Lyday (21 536 Leitersburg- Smithsburg Rd.). Blacksmiths and wagonmakers occupied adjoining properties to provide service to the freighting trade: for example, George Poe and Henry Gagle (the old Leiter homestead, 21 314 Leitersburg Pike), and John Beckman, later Wilfred L. Flory (Lot # 42); and Jacob Martz, later Upton Bell (Lot # 43, 21 511 Leitersburg-Smithsburg Rd.). Small to moderate sized log buildings housed workmen occupied as tailors, shoemakers, weavers, tinsmiths, distillers, coopers, and carpenters. A teacher, undertaker, and doctor also lived in the village. As Leitersburg prospered throughout the 19'" century, several institutions were established. Although small country churches served the area from its earliest settlement, the first substantial religious edifice was St. Paul's Lutheran Church, built in the center of town in 1826. This building still dominates the village skyline. Later churches, the 1841 Methodist Episcopal Church (21 31 2 Leiter St.) and the 1 878 St. James Reformed Church (21 31 3 Leiter St.), were adapted for residential and community use, respectively, when their congregations disbanded. Small schools were located throughout the district. The 1914 Leitersburg School was in operation until about 1960, and it still serves for community functions. Private clubs and lodges were established in the mid -19'" century. The Red Men met at Virgil Miller's Confectionary (21 501 Leitersburg-Smithsburg Rd.) and on this same lot (#40) the Golden Rod Council, No. 42, Junior Order United American Mechanics built their own meeting hall in 1897. Further transportation improvements included the building of a stone -arched bridge on the Leitersburg-Greencastle Road in 1839. This road and the old Nicholson's Gap Road from Leitersburg to Hagerstown was rebuilt as the Hagerstown -Waynesboro Turnpike, popularly known as the Leitersburg Pike, in 1847. Leitersburg's populace included Revolutionary War and War of 1 812 veterans in the early days of the town. The Civil War affected the village not only through its young men's service as soldiers, but also through the passage of Confederate troops through the town, especially after the Battle of Gettysburg. Some residents moved their horses and livestock to Pennsylvania to prevent their expropriation by the enemy. In the early 201h century Leitersburg honored soldiers from World War I with a memorial on the square. As opportunities were limited even in a commercially successful village like Leitersburg, some residents moved westward and became famous through their enterprise. Most notably Henry Yesler became a founder of Seattle, Washington in the 1850's, and Levi Z. Leiter was a founder of Marshall Field's Department Store in Chicago in the 1860's. They were both nationally known businessmen and millionaires. Leiter's daughter Mary, as wife of Lord Curzon, became Vicereine of India at the turn of the century and was one of the most famous women in the world. In 1 853 Leitersburg was incorporated as a municipality. Under this government, "the streets were improved, the sidewalks were curbed and paved..." (Bell), but the community sustained little interest, and within a few years the town government lapsed. Bell cites George C. Zeigler's informal enumeration of Leitersburg's population totaling 219 in 1829, 298 in 1850, 335 in 1870, and 308 in 1880. Businesses continued to prosper through the late 1 800's, but as railroad lines were routed through other towns, Leitersburg lost its original transportation advantage and stagnated in the 20`h century. When the Leitersburg Pike was rebuilt yet again as a bypass around the town in the early 1950's, many businesses closed. A small store and deli continued to operate in Ground's Store until the mid -1 990's. The Leitersburg Hotel, the town's founding establishment, has outlasted all the other commercial enterprises to become the last remaining business in the Leitersburg Historic District. The historical character of the town was preserved, however, by the reduction of modern commercial pressure due to the Leitersburg Pike bypass. Architectural Significance Leitersburg is a well-preserved early 19" century village. The expansive paved square with buildings set far back at the corners accommadated traffic flow at the intersection and expanded parking space for large wagons. This distinctive feature is found in few other villages, and it indicates that careful and optimistic planning went into the layout of the town. Sections of stone wall and stone or brick sidewalks also contribute to the historic streetscape. Few original buildings have been removed from the Leitersburg Historic District, and areas of infill are not obtrusive. Although many buildings have been covered with modern materials, nearly all retain their original fenestration patterns and a great number of homes exhibit original details such as window framing and sash. Leitersburg's collection of early 19'1 century commercial buildings is especially significant. The Leitersburg Hotel, Ground's Store, and Lahm's. Lyday's, and Burkhart's hotels show a great range of commercial structures built in log, stone, and brick between 1 81 5 and about 1835. Original features such as the network of doors and porches demonstrate the circulation patterns in the hotels. Later 191h century buildings such as Virgil Miller's Confectionery and the general store/bank at 21 328 Leiter St. continued the commercial tradition. The stone arched bridge and World War I Memorial are two structures that add another dimension to the village. About 35 vernacular log buildings are extant in the Leitersburg Historic District. The log shell is a versatile box that accommodates numerous modifications such as raising in height, changing of decorative elements such as siding and trim, and enlargement by additions, while retaining its sturdy structure and pleasing proportions. These houses range in size from small workers' cottages, such as the row of four homes on Leiter's Mill Road, and the Toll House, to moderate -sized two-story homes such as 21412 and 21416 Leiter St and 21 51 2 Leitersburg- Smithsburg Rd., to large structures used as inns such as Lahm's Hotel and 21 502 Leitersburg- Smithsburg Rd. The smaller homes have a simple two or three room floor plan with a boxed tightwinder stair. The larger inns were designed in the Georgian plan with an elegant central stair flanked by pairs of parlors. Throughout Leitersburg's history homes were expanded by enclosure of a rear porch or by the construction of additions. Where lot frontage allowed, houses were expanded with lateral sections such as 21 516 Leitersburg-Smithsburg Rd. and 21 31 7, 21412, and 21428 Leiter St. Many structures were extended deeper into the lot, such as 21416, 21606, 21616, and 21319 Leiter St. Single -story log homes were later raised to a full two stories in height, including 21 504 Leitersburg-Smithsburg Rd. and 21420 and, in modern times, 21418 Leiter St. The Federal Period is represented in the Leitersburg Historic District by three brick buildings on the square: The Leitersburg Hotel, Ground's Store, and Peter Middlekauff's residence, 21 330 Leiter St. The Flemish bond masonry and tall jack -arched windowheads are typical of the period. Homes built with a Federal -influenced side hall, double parlor plan include the aforementioned Peter Middlekauff residence, 21412 Leiter St., and 21 512 Leitersburg-Smithsburg Rd. The 1 846 Joseph Leiter House at 21 31 8 Leiter St. was built with a Federal side -hall plan, but its corner -block interior trim and other woodwork reflects the Greek Revival style. The residence at 21 309 Leiter St. stands as the best representative of Victorian architecture in the Leitersburg Historic District. Its distinctive tower and "gingerbread" trim exemplify this style. Other buildings were "Victorianized " with bay windows (21412 and 21 324 Leiter St.) and elaborate porch trim and large windows with beveled or etched glass (21 526 and 21523 Leitersburg-Smithsburg Rd.) The log house at 21 543 Leitersburg-Smithsburg Rd. was extended and finished in a well -detailed Victorian manner, and the stone Burkhart's Hotel (21324 Leiter St.) received a complete Victorian remodeling. Early 20'" century Foursquare houses exhibit fine period detail in their masonry and interior and exterior trim. The brick home at 21506 Leitersburg-Smithsburg Rd. and the stone -faced residence at 21385 Leiter's Mill Rd. are two well -detailed, well-preserved examples of this last significant building period in Leitersburg's history. Examples of various types of outbuildings are found throughout the Leitersburg Historic District. The brick smokehouse at 21 330 Leiter St. and the summer kitchen at 21428 Leiter St. are typical auxiliary structures. About a dozen outhouses, some still in use in recent years, are extant in the village. Without a public water (or sewer) system, cisterns store water for many homes. 21 536 and 21 543 Leitersburg-Smithsburg Rd. and 21 307 Leitersburg Pike each display a fine collection of outbuildings. Although the builders of vernacular structures are usually anonymous, thanks to Herbert C. Bell several carpenters in Leitersburg have been identified. Joseph Leiter may have built 21.512, 21 517, 21519, and 21 521 Leiter St., and he certainly built the grand Leiter House. Builder David Barnhart probably remodeled his own house, originally Burkhart's Hotel, and Samuel Leiter built 21 307 Leitersburg Pike. George, Lewis, and Frederick Ziegler, Samuel Dayhoff, and William L. Shiess were also carpenters known to have worked in Leitersburg. The Leitersburg Historic District exhibits a comprehensive variety of vernacular buildings as well as examples of the Georgian, Federal, Greek Revival, Victorian, and Foursquare styles.
