The Subject Property, located at the end of Raylock Drive, is situated within undeveloped woodland. The Subject Property is within rugged wooded terrain and is improved with the City of Hancock's municipal water supply tank. The vegetation in the area of the Project Site is primarily deciduous vegetation with an average height of 70 feet. The Subject Property consists of an approximately 218.10 -acre lot that is improved with a 350,000 -gallon water tank. The water tank is located centrally on the Subject Property and was constructed circa 1972. VISTA PCS LLC proposes to construct a tower facility on the central portion of the Subject Property. The tower facility will include a 199 -foot monopole tower and associated equipment, located within a fenced compound. VISTA PCS LLC plans to improve the existing access road to the tower area. Utilities will follow the proposed access road. Please note that we are requesting your review of the attached information as part of the Section 106 process only and not as part of the local zoning process. We are only seeking comments related to the proposed project's potential effects on historic properties. Although the town has been associated with the Pike, Railroad and the Chesapeake and Ohio Canal, it was actually in existence long before these transportation systesss were developed, Apparently, Hancock had its beginnings in the mid-eightuetth century. According to an account of a traveler in 1750, the town has about two score soles, The town's location along the river brought it prosperity, but it also brought destruction. Recurrent floods washed away some of the early built environment. Also as the nature of the transportation systems which ted Hancock's economy changed, they changed the face of the town by causing the removal of some buildings and construction of new ones. The layout of the town is linear following the path of the river,the canal, the highway and the railroad in a narrow area between them and the surrounding hills. The town consists of a collection atbuildings reflecting the influence of these passages over time, representing three centuries intermingled. It also identifies clusters of existing development in the rural areas that may be candidates for public facilities in the future. The zone intends for permitted development to be generally of a similar density, scale and use type and mixture as that which exists in the village. The zone is also designed to prevent large amounts or inappropriately scaled development or uses that would detract from the existing rural or historic character of the village. It is expected that development will be residential and a limited amount of mixed rural services. More than one use may be permitted on one parcel in accordance with specific guidelines. Public water and sewer may be available for the purpose of resolving or preventing health issues. Use of public utilities to permit greater density than the density specified in this section is not permitted. Section 5D.1 Principal Permitted Uses and Accessory Uses See the Table of Land Uses [Section 3.3, Table No. 3.3(1)]. More than one use may be permitted in the same structure. Section 5D.2 Special Exceptions See the Table of Land Uses [Table No. 3.3(1)] and any other use the Board of Appeals finds is functionally similar to any permitted use or special exception listed in the Article. The Board of Appeals shall not grant any special exception that is inconsistent with the purpose set forth for this district. Section 5D.3 Dimensional Requirements (a) RESIDENTIAL USES 1. LOT SIZE: Minimum 40,000 square feet without public water and sewer Minimum 30,000 square feet when public water or sewer are used Minimum 20,000 square feet when public water and sewer are used 2. FRONT SETBACKS: 25 feet from the edge of the existing or future public right of way. When there is existing residential development on one side, the front setback may be equal to the existing setback. When there is existing residential development on both sides, the front setback may be equal to the average of the two existing setbacks. FRONT SETBACK: Front setback requirements are the same as for residential development. Required parking may be permitted in the front setback; however, parking may not consume more than 60% of the front yard. Parking shall not be closer than 5 feet to the front property line or any existing or future right of way. 3. SIDE YARD SETBACKS: Side yard setbacks shall be the same as for residential development. Where residential development is located on the adjacent parcel the setback shall be no less than 10 feet. A screening buffer shall be provided to screen the non-residential use. The screening buffer shall consist of trees that are a minimum of 8 feet in height and 2 inch caliber at the time of planting. Trees shall be planted at a maximum of 10 feet apart along the length of the area to be screened but shall not be planted to obstruct sight distance at vehicular access points. Shrubs may be required to supplement trees to create an opaque screen. Shrubs may be used in place of trees if they can be shown to provide the required screening effect. Screening may also be provided by a solid fence or a combination of planting and fences. 4. REAR YARD SETBACKS: Rear yard setbacks shall not be less than 25 feet. Where adjacent parcels contain residential uses, a solid screening buffer shall be provided according to the guidelines noted in Paragraph 3 above. (c) MIXED USES 1. More than one principal permitted use may be permitted on a parcel or in a structure in accordance with the following guidelines. 42 a. When more than one principal use occupies the same structure and there are minimum lot areas specified for each use in this section, the minimum lot area shall be the greater of the two minimums permitted plus 10%. b. Where residential and non residential uses occupy the same structure all other zoning requirements for the non residential use such as parking, setbacks, screening, etc., must be accommodated on the site. Signage shall be limited to one free standing sign structure, which may contain separate signs for each of the multiple uses on the site. One building mounted sign for each use, limited to 10 square feet is also permitted e. Outside material storage areas including refuse or recycling containers shall be screened. f. All building mounted and parking lot lighting shall be constructed so that light and glare are diffused toward the ground. 2. SETBACKS — Where more than one use occupies a parcel or structure the greater of the two required front, rear and side yard setbacks shall be provided. Where adjacent parcels contain residential uses, a solid screening buffer shall be provided according to the guidelines contained at Section 5D.3(b)3 above. Section 5D.4 Special Provisions When 50% or more of the existing parcels within the boundary of the Rural Village contain special amenities such as, but not necessarily limited to, sidewalks, fences, street lighting, etc., and the amenity exists on any one adjacent parcels, new development shall provide continuation of the amenity of a size, style and number consistent with the existing amenities. Section 5D.5 Architectural Review It is the intention of the Rural Village designation to promote new development that is consistent in type, scale and appearance with existing development in the village. Description,.Page One Tilghmanton Historic District Washington County, MD The Tilghmanton Historic District is a linear, rural area of seventy-five acres, located along ti Sharpsburg Pike in Election District No. 12 (the "Tilghmanton District") of Washington County, western Maryland, approximately ten miles south of Hagerstown, the county seat. The district nearly exclusively residential in character and consists of small-scale, generally modest and typical vernacular, buildings built of log, wood frame, brick, and concrete block. Associated with most the homes are outbuildings including barns, smokehouses, anim pens, and automobile garage For the purpose of this documentation, larger dependencies, such as auto garages, smokehouse and barns, are counted within the resource count, while smaller outbuildings are treated uncounted landscape features. Some properties have fieldstone and concrete retaining wal encircling the perimeter of their lots; these, too, are treated as uncounted landscape features hi clearly contribute to the overall residential character of the district. In addition to the residences at their associated dependencies, two important non-residential buildings are located within the distric th 913 Fair Play School on Tilghmanton Road; Resource No. 106) and the c. 1860 Bloom's Gener be (8013 Sharpsburg Pike; Resource No. 31). A total of 110 buildings are found within the Tilghmanton Historic District. Of these, 82 (74° contribute to the character of the district and 28 (26%) are non-contributing. Contributing buildinj are those built within the Period of si . ,a ficance of the district (c. 1830-c. 1930) whose architectur integrity has not been irreparably compromised by incompatible alterations. Non -contribute buildings date from outside the Period of Significance and/or have been seriously compromised I incompatible physical modifications. No particular portion of the district contains a preponderance of noti-contributit resources. Description Page Two sash pattern wherein the sash is flat-topped but the two upper sash lights are segmental -arched.' The Tilghmanton Historic District is comprised of modestly -sized building lots which corre- spond to the overall lack of pretension of the homes within the district. Most buildings are situated near the front of their respective lots and have side -yard setbacks of varying sizes. Some homes on the Sharpsburg Pike, particularly those near the intersection of the Pike and Tilghmanton Road, sit unusually close to the roadway because of past highway widenings. A diverse collection of outbuild- ings dots the cultural landscape of.the district, executed in brick, wood, and concrete block, with wood predominating. The topography of the district is undulating. Although plantings within the district follow no formal landscape plan, a variety of mature trees is found throughout. The area is generally devoid of pedestrian amenities such as sidewalks. One principal roadway and three secondary roar, -:ays t: Terse the district; all are paved with asphalt. The Sharpsburg Pike (Maryland Route 65) b.:;cts the district in a southwest -to -northeast direction with a right-of-way typical of state highways. Intersecting the Sharpsburg Pike are Herr Street, which enters the district from the southwest and terminates at the Sharpsburg Pike, Tilghmanton Road, which enters the district from the northwest and also terminates at the Sharpsburg Pike, and Fairplay Road, which enters the district from the west and becomes Manor Church Road when it crosses the Sharpsburg Pike near the northern terminus of the district. The latter three roadways exhibit more of a "neighborhood" character, with shallow berms and relatively narrow cartways. Architecturally, the majority of the homes within the district are vernacular in character, with little or no formal stylistic antecedents. The few homes whose design suggests a formal architectural style draw from the ederal style and the Colonial and Dutch Colonial Revival styles. "Rosemont," located at 8105 Sharpsburg Pike (Resource No. 9), isac. c. 1830 home which includes an original log portion eventually cased in brick and exhibiting a three -bay hall -and -parlor Federal -style facade. The residences at 8168 and 8225 Sharpsburg Pike (Resources No. 1Q4 and i, respectively) are of the Colonial Revival style, and 8002 and 8117 Sharpsburg Pike (Resources No. 99 and 7, respectively) are o7Dutch Colonial Revival -style derivation, with the stylistically distinctive gambrel roof. The overall character of the Tilghmanton Historic District is that of a mid -nineteenth-century rural hamlet, located along an important linear artery --the Hagerstown-Sharpsburg Pike -consisting vernacular residences of modest scale and unpretentious ornamentation. 1Thegenesis of this distinctive sash pattern is not known. It has been noted throughout Hagerstown and other settlements in proximity to Tilghmanton and may have been the product of a local planing mill. The district contains a grouping of modest vernacular homes reflecting the traditions and design preferences of working-class settlers along, the Hagerstown Sharpsburg Pike during the years between c. 1830 and the early years of the twentieth century. Included within th( district's inventory of historic resources are log homes which represent the earliest settlemen architecture of the village, a collection of modest vernacular homes built without reference to an] architectural style, two Federal -style houses, four residences executed in the Colonial Revival an( Dutch Colonial Revival style, one early commercial building representing the limited and strictly loca mercantile life of the hamlet, and one early twentieth-century schoolhouse. The Period of Significanc( of the district begins c. 1830 (the approximate date of construction of the settlement's earlies buildings) and extends to c. 1930, when the last of Tilghmanton's historic buildings were erected T, -, ocumentation supplants Maryland Historical Trust Inventory Form WA-Il- 152, which contain( 1= iimal documentation and narrative treatment describing either the history or appearance of th( area. The village of Tilghmanton was named for Col. Frisby (also spelled "Frisbi") Tilghman (1774 1847), who, as a young man, came to Washington County late in the eighteenth century fron Maryland's eastern shore. He began to acquire property in the area until his holdings exceeded 1, 10( acres. In 1807 he was appointed judge of the Orphan's Court of Washington County. Little was eve recorded about the settlement or developmental history of Tilghmanton, beyond a brief note in i nineteenth-century county history which asserted that Frisby Tilghman "laid out the town into lot for poor people.'2 No corroboration for this statement exists, and some local historians tend b debunk this notion. Tilghman's own residence, "Rockland," is located approximately one mile nortl of the settlement which bears his name. The area's first permanent European settler was one John Smith, who arrived fromand th in 1810. Significance Page Two Tilghmanton Historic District Washington County, MD of Washington County in the Civil War made no mention of Tilghmanton's having had any associa- tion with the nearby Battle of Antietam. By the late 1870s, when the Illustrated Atlas of Washing- ton Countys was published, the village was shown to contain fewer than fifty buildings (Figure 3). The 1870 Census showed Tilghmanton to have developed as a working-class rural community; occupations reported in the Census included "farm laborer," "fanner," and "day laborer;" women were exclusively recorded as "keeping house." The settlement retained this general character throughout the Period of Significance. The aforementioned county atlas included a list of citizens of the Tilghmanton Election District, but it reveals little as to the identity of the population of the hamlet itself. When compared to the atlas map, the list identified nurseryman and farmer H. N. Cross (who was a Washington County native born in 1842) as one of the citizens of Tilghmanton, along with magistrate J. H. Wade, a Virginian who came to Washington County in 1832. The other indly' 'als itified in the list were not shown on the map. Prior to the publication of the county atlas, .a schoolhouse had been erected along the road between Tilghmanton and its sister village, Fairplay (also spelled as "Fair Play"), located less than a mile to the west. The nineteenth-century schoolhouse was replaced in 1913 with a new brick building executed in the Colonial Revival style. Although the school is much closer to Tilghmanton than to Fairplay, it is nonetheless named for the latter. The namestone over the main door identifies the 1913 building as "Dis. No. 12 School No. 4." It is presently vacant with an uncertain future. With respect to the Tilghmanton Historic District's Criterion C significance for architecture, the district stands as a locally -significant assemblage of small-scale, primarily residential, architecture, along with one commercial building and one schoolhouse, all built during the years between the turn of the nineteenth century and c. 1930. The district reflects the settlement architecture of rural western Maryland, and draws generally from traditional vernacular design tenets (such as log construction)rather than from elite stylistic influences. The community's vernacular homes were erected by anonymous house -builders or by their original owners themselves, and reflect the simplicity of design and overall absence of pretension which typify rural, settlement architecture throughout this part of the county. Examples of the vernacular domestic architecture which characterizes the Tilghmanton Historic District include 8103 Sharpsburg Pike (Resource No. 3), 8039 Sharpsburg Pike (Resource No. 15), 8031. Sharpsburg Pike (Resource No. 19), 7821 Sharpsburg Pike (Resource No. 53), and the adjacent log houses at 7729 and 7727 Sharpsburg Pike (Resource Nos. 1 and 65, respectively) and the c. 1840 two -bay stone house at 7928 Sharpsburg Pike (Resoul No. 3). The district's single example of historic institutional architecture is the Fairplay School of ±913, Slllustrated Atlas of Washington County, Maryland (Philadelphia: Lake, Griffing, & Stephenson, 1877). Commercial design is represented by the Bloom General Stor at 8013 Sharpsburg Pike (Resource No. 31). As noted above, influence from formal architectural design is nearly absent for most residenth resources of the district. Two buildings, "Rosemont" (8105 Sharpsburg Pike; Resource No. 9) an 8019 Sharpsburg Pike (Resource No. 26) exhibit some characteristics of Federal -style desig including their massing, fenestration, roof orientation, and ornamentation. "Rosemont," the district most elaborate early building, began as a log house and was eventually cased in brick, with a thre( bay hall -and -parlor facade (It was previously documented on Maryland Historical Trust Inventor Form WA -II -1127). The home at 7909 Sharpsburg Pike is of wood construction and also features three -bay facade with an offset entrance suggesting a hall -and -parlor floor plan. The homes at 822 a* " 168 Sharpsburg Pike (Resource Nos. 1 and 104, respectively) are of Colonial Revival design, an 7 and 8002 Sharpsburg Pike (Resource Nos. 17 and 99, respectively) are of Dutch Coloni; Revival design, incorporating the gambrel roof form which defines this particular early twentietl century American revival style. Taken as a whole, this district addresses as a representative of a centu and containin avarlety or gciic.any of the district is far less pretentious than that found in other Washington County National Registr districts, including the far more urbanized districts in Hagerstown (such as the Hagerstown Con mercial Core Historic District [NR 1/17/83] or the Hagerstown Historic District [NR 2/2/94]).
