Adjournment * = Written material enclosed MHT Responses - Steve Goodrich explained that the Trust had responded to appropriate parties on two projects going on in Washington County. The Trust noted that were several archeological sites that may warrant additional investigation along the proposed route of the new Ringgold to Liberty power transmission line. The Trust's response to renovations at the Sharpsburg Town Hall indicated concern for the integrity of the building when the modifications for handicap access are installed. It seemed that the Trust felt that the changes could be scaled back and still provide access. NCPL / Boyd Theater - This notice from the National Center for Preservation Law discussed the effects of a Pennsylvania Supreme Court decision that determined that historic designation of properties without the owners consent constituted a taking. The article expressed grave concern for the effects in other states and nationwide. Zoning Appeals Case AP -91-147 - Correspondence from MHT was distributed which expressed concern for an appeals case to be considered on a site immediately adjacent to a parcel upon which the Trust held an easement to protect an archeological site. It was for information only. The Commission expressed an interest in seeing the easement agreement which will be provided at the next meeting. BUDGET The budget balance was reported as $ 1425.00. UNFINISHED BUSINESS Demolition Permit #91-4394 (Carl Iman/Mt Tabor Church) - This matter was addressed earlier in the meeting. Antietam Station Status - Linda Irvin -Craig reported that the ad hoc committee had met again on October 30. The project to retain and rehabilitate the former Antietam Station outside of Sharpsburg has already received some cash donations and others are expected. A low interest loan has been pledged from Preservation Maryland and various applications are in the process of being submitted to charitable foundations and the MHT. At this time the proposal for reuse is residential with possible conversion or additional use in the future as a train station. A presentation to the Board of County Commissioners is still to be made. November 9 Annual Statewide Preservation Conference - Members Kemnitzer, Hershey and Frye were reminded that they had been registered for the conference. NEW BUSINESS MAHDC Visit - deferred to a future meeting Hamilton Resignation - Members were provided copies of Mr. Hamilton's resignation from the Commission and the County Commissioner's acknowledgement. Mrs. Irvin -Craig said that the County Commissioners would ask for several names from which to choose to fill any vacancies. During a discussion of possible replacements the names of Paula Reed, David Foltz and Rich Bachtell were suggested. Steve Goodrich said that he could call these people to see if they were interested and stress the importance of regular attendance. CLG Ceremony - Commission members were advised of the November 19 presentation to the Board of County Commissioners by Michael Day from the MHT concerning the CLG approval. Following the public presentation there would be an orientation session for members. Tax Credit application/E.B.Byrd, MD #TC-91-2 - Information on the application was provided but no discussion or action was necessary at this time as the application had just been received. It will be addressed at the next meeting. Comprehensive Plan Framework - During a brief and very general discussion of a framework for a Comprehensive Historic Preservation Plan that the Commission might develop, members expressed a desire to see other examples to determine what should be included. Steve Goodrich said he could provide some examples at the next meeting. OTHER BUSINESS Chairman Kemnitzer expressed concern for the lack of a Vice Chairman due to Mr. Hamilton's resignation. In light of the potential appointment of new members, Susan Frye volunteered to fill the position temporarily until a full Commission was available to formally vote on a permanent Vice Chairman. It is the Commissioners' intention that both the Planning Commission and the Historic District Commission (via transmittal from Planning) would have the opportunity to review these applications and provide any comments within a maximum of 60 days from the date of application. This policy does not provide for approval or disapproval of the demolition permit by either the Planning Commission or the Historic District Commission. Demolition permits will still be issued solely on the basis of meeting the technical requirements of applicable codes. The Board does feel, however, that proposed demolition of a structure with historical significance should be brought to the attention of all affected or interested parties so that appropriate measures through other existing programs or actions may be taken as necessary. County policy requires that an application for a demolition permit that proposes demolition of a structure listed in the historic resources inventory must be referred to the Historic District Commission (HDC) for review and comment. Windows and doors appear to be aligned with each other in the walls but are not arranged syz metrically. Windows have six over six pane sashes held within narrow casings and are flanl with pairs of louvered shutters. The window in the projecting gable is of the Palladian st with an arched opening flanked by two rectangular windows. Doors are located in the secon< bay from the west end of the house and at the east end bay. Both are plain and do not incl transoms. The roof is sheathed with asphalt shingles and extends beyond the end walls of the house. Brick chimneys with several courses of corbeling at their tops are located inside the er. walls. A larger chimney extends from the house at the front where the recess in the wa_:: begins. A one story porch with a low hipped roof supported by doric type pillars extends along part the front elevation. East and southeast of the house are outbuildings, a stone smokehouse with a steeply pitched hipped roof and a frame summer kitchen. South of the house is a frame bank barn on stone foundations. In its end walls it has louvered ventilators with Victorian trim. Decorated metal ventilators extend from the roof peak. The buildings are in excellent condition and stand on a tract containing almost 124 acres.
