Southeast corner Chestnut Street and Roosevelt Avenue (Crout's Hotel site): wooded corner lot surrounded by a short dry-stone wall. On this site stood the Crout's Hotel, one of the many hotels in this resort area and one of three large hotels which stood within the district, none of which are extant. A short stone obelisk, approximately 21/2 feet in height, memorializes a dog and is set along the Roosevelt Avenue side of the lot; it was carved by Leon Werdebaugh and Roy Moore and originally was on the Park View Hotel property, diagonally across Chestnut Street to the northwest. Based on EBI's review of the characteristics and location of the proposed project, the project does not meet the exclusions stated in the "Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission," dated September 2004, ("Nationwide Agreement"); therefore, the project is required to undergo Section 106 review with the State Historic Preservation Office. This letter is to invite Washington County Historic District Commission, County Planning Office to review the attached plans for a proposed telecommunications facility located at the address noted above. On the date of EBI's site visit, EBI observed a wireless telecommunications facility that generally consisted of a monopole telecommunication tower upon which approximately 8 antenna arrays were collocated. The antenna arrays were collocated at an approximate elevation of 100 feet above the base of an existing 102 -foot monopole tower. The height from the base of the monopole to the top of the antennas Is 112 feet above ground level (AGL). Additionally, an emergency generator located adjacent north-northwest of the monopole, equipment shelter located adjacent west of the existing monopole and telecommunications support equipment adjacent north of monopole were observed. The emergency generator, equipment shelter and telecommunications support equipment were observed to be located within an enclosed tower compound (Project Site). Telco cabinet located adjacent north and a pad -mounted transformer located northeast outside the tower compound were also observed. American Tower Corporation (ATC) proposes to extend the existing 112 -foot monopole including all appurtenances to an elevation of 156 -feet. The Project Site Is currently covered by gravel.
