Pen Mar Historic District
Washington County, MD
The Pen Mar Historic District is a rural, largely residential district of 35 acres, located in the Ringgold
Election District (District 14), in rural Washington County, Maryland, approximately fifteen miles northeast
of the county seat of Hagerstown and less than one -half -mile south of the Mason-Dixon line which separates
Maryland from Pennsylvania. The district sits on a wooded summit of the Blue Ridge Mountains and contains
domestic architecture dating from the late nineteenth and early twentieth centuries. Within the district are
a total of sixty-six resources, of which sixty are buildings and three (a portion of the Pen Mar County Park
and the sites of three historic hotels) are contributing sites. Fifty-three of the properties (80%) contribute
to the character of the district and thirteen (20%) are non-contributing. Properties identified as contributing
resources date from within the Period of Significance of the district (1878-1943) and retain an architectural
character which has not been compromised by irreversible and incompatible alterations; non-contributing
features were built outside the Period of Significance and/or have been irretrievably altered by incompatible
physical change.
The streets of the Pen Mar Historic District are arranged in a grid lying southeast of Pen Mar Road,
-ch enters the district near the northeast corner and runs in a northwesterly direction before becoming
High Rock Road, which turns sharply and heads in a southwesterly direction before exiting the district. The
tract immediately northwest of Pen Mar Road, outside the district, is the site of the former Pen Mar Park and
is now part of the Washington County -owned Pen Mar County Park. Moving from northwest to southeast,
the principal north -south streets within the district are Pen Mar Road and High Rock Road, Roosevelt Avenue,
Maryland Avenue, and Rock Oak Drive. Intersecting these streets and running in a northwest -to -southeast
direction are (moving from north to south) Linden Avenue, Walnut Avenue, Maple Street, Chestnut Avenue,
Oak Avenue (also appearing as "Oak Street" on some maps and street signs) and Cliff Road.
The majority of the buildings in Pen Mar are single-family dwellings of wood construction. Throughout
the district is a scattering of associated dependencies including nondescript outbuildings and automobile
garages. The typical Pen Mar building is two stories in height and has a gable roof, clad either with asphalt
shingles or standing -seam metal. Most foundations are of random ashlar or coursed rubble stone. Many
properties retain their original front porches, generally with hipped roofs. Chimneys of stone and brick
punctuate the rooflines of most buildings. Fenestration is nearly exclusively flat-topped, with modest sur-
rounds; a moderate amount of sash replacement has occurred.
Much of the architecture within the district is vernacular in character, without reference to any formal
design mode. Virtually every street includes modest one-story cottages along with two-story residences of
simple lines, without any notable detailing. Those formal styles which are found within the district are
twentieth-century derivatives, likely built as summer homes during the heyday of the original Pen Mar Park.
Identifiable architectural styles represented within the historic district include the Dutch Colonial Revival
en in 14615 Roosevelt Avenue, Resource No. 18; "Inwood" Cottage at 24827 Pen Mar Road, Resource No.
48; and 14507 High Rock Road, Resource No. 52) and Bungalow (14609 and 14513 Maryland Avenue,
Resource Nos. 22 and 29, respectively; 14525 Roosevelt Avenue, Resource No. 32; 24837 and 24833 Pen Mar
Road (Resource Nos. 46 and 476, respectively) and 24823 Linden Avenue (Resource No. 58).

Pen Mar Historic District

The district includes the sites of four historic wood hotels, the Park View, the Edgewood, the Pen Rock,
and Crout's Hotel (see Figures 4 to 7). The sites of the first two are part of the present-day Pen Mar County
Park, and appear as a mowed, grassy lawn, while the overgrown and untended foundation of the Pen Rock
is exposed at the north edge of the district.
The overall character of the district is that of a modest late nineteenth- and early twentieth-century
seasonal mountain resort colony developed by a regional railroad line, containing unpretentious, originally -
seasonal homes which are now generally occupied on a twelve-month basis.
