Goodrich, Chief Senior Plannei DATE June 28, 2004 SUBJECT Demolition Permit #2004-02583 & Site Visit, Easterday House at 6633 Old National Pike During the Planning Commission meeting on June 7 the Commission voted to delay further action regarding its recommendation on the demolition permit until the HDC had the opportunity to visit the site. The owner, Mr. Easterday agreed to permit the visit. The site visit occurred on Thursday, June 17 at 10 am. Merry Stinson, a Historic District Commission member and architectural historian, and Jane Hershey, also a Commission member, visited the site. Todd Easterday, George Anikis and Steve Goodrich were also present. Ms. Stinson's agreed to prepare an analysis of the structure. It is attached for your review and to assist you in making a recommendation on the permit application during the July 12 meeting. Involved parties are notified by a copy of this memo that the matter has been scheduled on the agenda of the Planning Commission's July 12, 2004 meeting which will be held at 80 West Baltimore Street and begins at 7:00 pm. Mr. Easterday might present additional information or have an alternate proposal. Enclosure STG/me Cc: John Umer Todd Easterday HDC members www,washeo-md.net RECYCLED PAPER Boonsboro House, Old National Road The historic 11/2 story home at 6633 Old National Pike east of Boonsboro faces the road to the south. The original eastern log section was built in the late 181h, or more probably the very early 19th, century. This includes the central stair hall and the parlor to the east. The western parlor, of either log or timber frame construction, was added in approximately the second quarter of the 19th century. Both sections rest on a stone cellar which was later partially covered with brick. Plain lapped siding held with cut nails was applied to the structure soon after the addition was built. A brick kitchen was constructed to the north in the late 19th century, and a concrete block section was added in the mid -20th century. The original house retains fine early features such as log joists and rafters, wide floor boards, board and batten doors, a beaded board wall on the second floor, and ovolo window trim. The two later sections are also mainly intact. This is a good example of an early settlement period log house that was expanded throughout the 19th century. According to historic Washington County maps, S. Snook resided here in 1859, and John Lepole owned the property in 1877. Further research would reveal the original builder of the house as well as the farm's early history. With its location on the National Road at the edge of Boonsboro, this structure is of historic significance, and is worthy of preservation. Merry Stinson, Member, Washington Co. Because of our concerns regarding the deteriorated nature of the house and the possibility of injury to anyone entering it, we would like to know when such inspection will occur so that Todd or someone else may be there. Therefore, please let us know when the visit is scheduled and who will be coming to the house. If the Commission does not plan to go to the house within the 30 -day period, please let me know so that we can schedule a meeting with the person who issues the demolition permit to present our request to him. During the meeting you provided current photographs, maps of the site and a variety of verbal information regarding the condition of the building in support of your application, including mention of an architects evaluation of the structure. Following questions and a lengthy discussion the Historic District Commission voted on and passed a motion to state its opposition to the proposed demolition and forward said recommendation to the Planning Commission. Among the many concerns expressed by the Commission during the discussion that lead to the recommendation of opposition was the lack of documentation of the condition of the building. Also, Commission member and architectural historian Merry Stinson expressed her opinion that the building appears to be of early 19th century vintage, much older than your estimate of 1900, and in an important location along the National Road. The Planning Commission will consider the application for review and comment during its meeting on June 7.2004. If opposed by the HDC, Planning Commission review and recommendation is also needed. A copy of the policy is enclosed. U. S. Route 40-A, southeast of Boonsboro and Maryland Route 67 in Washington County. It is set back slightly from the road's edge and faces southwest. The aluminum siding may conceal log construction, This building material is suggested by the thick door and window jambs. The building rests on stone and: briokpfoundations.° A veneer of brick extends along the front wall foundation. A one story aluminum sided ell extends to the rear. The house is long and narrow with widely spaced windows. They have six over six pane sashes held within narrow frames. The main entrance is located in the center bay of the front: elevation. The roof is sheathed with corrugated sheet metal and plain boxing finishes the eaves. Small brick flues are located inside the end walls. A porch reached by a series of steps shelters the three central bays of the front elevation. The house appears to be in good condition. Baltimore Street Hagerstown, MD 21740 SUBJECT: Demolition Permit for Historic Site, 6633 Old National Pike, Boonsboro Dear Mr. Ardinger: The Directors and members of the Washington County Historical Trust respectfully request that the Planning Commission recommend denial of the demolition permit for the historic home at 6633 Old National Pike, Boonsboro. The Planning Commission should suggest reasonable, alternative preservation measures to the developer/owners of this property, possibly in consultation with others, in a manner that protects and enhances this historic structure. This would be in keeping with the spirit of the County Commissioners adopted policy of 1990, thereby making a demolition permit unnecessary. Because the legal safeguards to destruction of historic properties are tenuous at best in Washington County, the public must rely on its elected/appointed public officials to defend and promote adaptive reuse policies with the private sector whenever possible. We offer our support and several specific recommendations as follows: 1) This home, constructed circa 1800, is located on a National Landmark Highway at the edge of one of our County's treasured old communities. It was so identified many years ago on the Washington County Historical Site Survey. It has historic significance and is worthy of preservation. 2) Despite disrepair and lack of maintenance, this home is an excellent candidate for restoration. Many structures in much more deplorable condition have been brought back to useful life with amazing success. The developer/owners should not be "rewarded" with a demolition permit for allowing a property on the Historic Site Inventory to reach its current state. 3) We recommend to the owner that this home be placed on an independent parcel of land with protective easements requiring, within reason, preservation and restoration. The property could then be marketed as eligible for local, state, and federal tax credits. The Washington County Historical Trust would be delighted to assist in finding buyers and helping any prospective purchaser with the paperwork necessary to obtain these valuable tax credits. Goodrich, Chief Senior Planner DATE July 13, 2004 SUBJECT Demolition Permit #2004-02583 6633 Old National Pike Review and recommendations according to County policy for the above referenced demolition permit application have been completed. The Historic District Commission conducted and completed its review during its May 5, 2004 meeting. The Planning Commission considered the application during its June 7 and July 12, 2004 meetings. A site visit occurred on June 17, 2004 and a summary of the structures architectural history was prepared by Merry Stinson, architectural historian and Historic District Commission member. During the July 12 meeting the Planning Commission approved a recommendation to state that it did not oppose the demolition of the structure. As a result of the applicants offer, the Planning Commission recommended that the buildings components (logs, bricks, stone, siding, moldings, etc.) be made available to interested parties for use in other historic preservation projects. Enclosures STG/me Cc: John Umer Todd Easterday Johnnie Pryor HDC members md.net RECYCLED PAPER REVIEW PROCEDURES - DEMOLITION PERMITS Adopted by Board of County Commissioners - January 3, 1989 Amended - July 17, 1990 At the regular meeting on January 3, the Board of County Commissioners adopted a policy to provide that applications for a demolition permit for any structure which is identified in the Washington County Historical Sites Inventory be transmitted to the Planning Commission for review and comment. It is the Commissioners' intention that both the Planning Commission and the Historic District Commission (via transmittal from Planning) would have the opportunity to review these applications and provide any comments within a maximum of 60 days from the date of application. This policy does not provide for approval or disapproval of the demolition permit by either the Planning Commission or the Historic District Commission. Demolition permits will still be issued solely on the basis of meeting the technical requirements of applicable codes. The Board does feel, however, that proposed demolition of a structure with historical significance should be brought to the attention of all affected or interested parties so that appropriate measures through other existing programs or actions may be taken as necessary. It is the Board's desire that the review be completed promptly and, as previously stated, within no more than a 60 -day period. The demolition permit is not to be issued until the Planning Commission review is complete within the prescribed time frame. AMENDMENT - July 17, 1990 It is not the intent of this policy to negate or in any way change the existing authority granted to the Historic District Commission by Article 20 of the Zoning Ordinance regarding review, approval or disapproval of demolition permits in the Historic Preservation (HP) Zone. DEMOPOLICY May 6, 2004 Todd E. Easterday, et al 11012 Staley Drive Hagerstown, MD 21742 RE: Demolition permit # 2004-02583 Dear Mr. Easterday: The Historic District Commission reviewed your application for a permit to demolish a 44' x 40' one & one half story dwelling located at 6633 Old National Pike during its meeting on May 5, 2004. The building is identified in the Washington County Historic Sites Survey as site # WA -11-007. The Commission received a copy of the historic inventory information, demolition permit application and location maps. During the meeting you provided current photographs, maps of the site and a variety of verbal information regarding the condition of the building in support of your application, including mention of an architects evaluation of the structure. Following questions and a lengthy discussion the Historic District Commission voted on and passed a motion to state its opposition to the proposed demolition and forward said recommendation to the Planning Commission. Among the many concerns expressed by the Commission during the discussion that lead to the recommendation of opposition was the lack of documentation of the condition of the building. Also, Commission member and architectural historian Merry Stinson expressed her opinion that the building appears to be of early 19a' century vintage, much older than your estimate of 1900, and in an important location along the National Road. The Planning Commission will consider the application for review and comment during its meeting on June 7,2004. The meeting begins at 7:00 pm in Conference Room "A" in the Washington County Administrative Annex Building located at 80 West Baltimore Street in Hagerstown. You or your representative are encouraged to attend. The Commission is likely to have questions regarding the need for demolition.
