A and B: CALL TO ORDER AND ROLL CALL
The regular monthly meeting of the Historic District Commission was called to order by Interim
Planning Director Stephen Goodrich on January 14, 2004 in Conference Room #2 of the Washington
County Administrative Annex Building. Members present included Merry Stinson, Jane Hershey, Don
Corbett, and Carla Viar. Also present was County Commissioner Dori Nipps. Members not in attendance
were Michael Gehr, Eleanor Lakin and Frank Artz.
C. MINUTES
There were no minutes available from the November meeting.
D. COMMUNICATIONS AND BILLS
1. MD SHA — MD 68 over Conococheague Creek
The State Highway Administration has sent notification to the Maryland Historical Trust that they
believe the bridge project over Maryland 68 over the Conococheague Creek will have no adverse
effect on historic properties. SHA will be repairing the entire length of the longitudinal joint on
the spandral side of the bridge. They will be embedding anchors into the deck and repointing the
stone masonry along the span of the walls. There will be no negative effects on the bridge. The
SHA will have the burden of preserving the historic resource. The work is required to preserve
and extend the useful life of the structure and will be done in accordance with the Secretary of the
Interiors' Standards.
A motion was made by Carla Viar to concur to the SHA's notification. The motion was seconded
by Jane Hershey and unanimously passed.
F. BUDGET — None
G. NEW BUSINESS
1. FFY 2004 CLG Project: The deadline for filing an application is January 31, 2004. A
recommendation from Stephen Goodrich for the FFY 2004 project is to continue the work on the
Rural Communities Survey which was started several years ago. This survey develops a history of
a particular village, surveys the village and identifies all of the historical contributing factors in the
village. This would be a good way to keep the survey going and eventually complete a survey for
all communities in Washington County. In the past, the cost for this project was approximately
$28,500. The Maryland Historical Trust contributed $15,000; the County contributed $10,000 and
the remainder of the funds came from in -kind contributions. Mr. Goodrich proposed to keep the
amount of monies needed for the project the samein the HDC budget.
A motion was made by Merry Stinson to submit an application for the CLG project to include the
communities of Brownsville, Downsville, Bakersville, Mt. Lena, Gapland and Garretts Mill. This
motion was seconded by Jane Hershey and unanimously passed.
2. PC -03-012 Powers/Smithsburg Development Corporation
After reviewing the concept plan for the Powers/Smithsburg Development Corporation, there are
no historic inventory structures on the property. There are no structures at all on the property with
the exception of a small shed. This property is proposed for single-family development with 118
lots with public water and sewer on the edge of the growth area. The growth area was extended to
include the site. After discussion, there were no objections and/or recommendations.

Introduction and Project Description
The Maryland State Highway Administration (SHA) wrote to the Maryland Historical
Trust (MHT) on August 19, 2003 about proposed statewide reforestation work, and received your
concurrence on August 27, 2003 that no historic properties would be affected, This letter serves
to inform you of our fmding that there will be no historic properties affected by the TEA -21
Environmental Stewardship Initiative (Statewide Reforestation), as revised by the addition of
three new reforestation sites. The project involves reforestation and revegetation of sites along
MD 4 in Prince George's County and I-70 in Washington County. The proposed enhancements
will include planting five-foot tall native tree species, and allowing native vegetation to
regenerate. All work would be completed within existing SHA-owned right-of-way. The
reforestation sites will occur on currently mowed areas within interchanges or directly adjacent to
existing interstate or arterial highways. Selected sites range in size from 2 to 7 acres. Location
maps of the sites are found in Attachment 1.

Area of Potential Effects
In determining the area of potential effects (APE) for this project, SHA considered
possible visual, audible or physical impacts to standing and archeological historic properties.
The project will be constructed within existing right-of-way. Because of the minor nature of the
undertaking, the APE will be confined to the limits of construction disturbance, together with
those historic properties that are in the immediate viewshed of the project, as indicated on the
SHA quadrangle maps included as Attachment 1.
Identification Methods and Results
Potentially significant architectural and archeological resources were both researched as
part of the historic investigation for the proposed TEA -21 Environmental Stewardship Initiative:
Statewide Reforestation.
Architecture: For these additional project areas, SHA Architectural Historian Anne E. Bruder
consulted the SHA-GIS Cultural Resources Database, SHA's Visidata Program, and project
aerial photographs, as well as USGS quadrangles and MIHP forms for pertinent standing historic
resources. The three reforestation sites are within SHA's rights -of -way for I-70 in Washington
County and MD 4 in Prince George's County. Because of the nature of the project, Ms. Bruder
did not make individual site visits, but relied on her research to identify historic resources in each
APE. SHA determined that there are standing historic resources near the proposed District 3
project in Prince George's County. No standing historic properties were identified within the
APE for the reforestation site in the I-70 median at Mile Marker 16, or east of MD 63 at Mile
Marker 25 in Washington County.
Within District 3 in Prince George's County, Ms. Bruder identified Ashland (PG:79-1 1),
an historic property surrounded by the Woodland Historic District (PG:79-63), as the only
standing historic property near the APE for this site. The Woodland Historic District is about
270 meters northeast of the proposed reforestation site on MD 4 (Attachment 1). Ashland is a
mid -nineteenth century house that has been listed in the National Register of Historic Places
(NRHP) since 1994, while the Woodland Historic District is an eligible Prince George's County
historic district. The land between Ashland and the MD 4 median right-of-way in the Woodland
Historic District contains a small forest, as well as the westbound lanes of MD 4. It is impossible
to see the house from the highway, and SHA does not believe that there will be any visual
impacts from the reforestation project. As a result, it is SHA's determination that the
reforestation of the MD 4 median will have no visual or physical impacts to standing historic
properties. An Effects Table is appended as Attachment 2.

Archeology: SHA archeologist Richard Ervin assessed the archeological potential of the
referenced project based on review of previous archeological studies, and examination of historic
maps and references, topographic maps, and the SHA-GIS Cultural Resources Database. The
projects are within wide medians of I-70 and MD 4, and the project scope is confined to the existing
right-of-way at the three sites. No field visits were made due to the minor scope of the project. For
archeological purposes, the area of impacts to archeological resources was defined as the limits of
proposed reforestation, where ground disturbance would occur.
No archeological surveys have previously been conducted in or near the three sites, and no
archeological sites are recorded in or near the APE of any of the sites. The additional projects occur
within areas that have been disturbed by previous interstate highway construction, which has likely
destroyed any associated archeological resources. Based on the minor scope of the project, and on
previous disturbance, the proposed reforestation is unlikely to impact significant archeological
resources, and no further work is warranted.
Review Request
Please examine the attached maps and table. We request your concurrence by March 24,
2004 that there would be no historic properties affected by the TEA -21 Environmental
Stewardship Initiative: Statewide Reforestation. By carbon copy, we invite the Prince George's
County Historic Preservation Commission, Prince George's Heritage, Inc., Washington County
Historic District Commission and the Washington County Historical Trust, Inc. to provide
comments and participate in the Section 106 process. Pursuant to the implementing regulations
in 36 CFR Part 800, SHA seeks their assistance in identifying historic preservation issues related
to this project (see 36 CFR 800.2 (c) (4) and (6), and 800.3 (f) for information on consulting
parties, and 800.4 and 800.5 for identification of historic properties and assessment of effects).
For additional information on the Section 106 regulations, see the Advisory Council on Historic
Preservation's website, www.achn.eov, or contact the Maryland State Highway Administration or
Maryland Historical Trust. If no response is received by March 24, 2004, we will assume that

The Maryland Historical Trust (Trust) recently received an addendum to the Lamb's Knoll
Compliance Report (Addendum) from EHT Traceries which includes new photographic
simulations and determinations of eligibility. The Trust reviewed the Addendum and
accompanying documentation in accordance with Section 106 of the National Historic
Preservation Act, as amended and for adherence to the Standards and Guidelines for Architectural
and Historical Investigations in Maryland (Maryland Historical Trust 2000) and General
Guidelines for Compliance -Generated Determinations of Eligibility (DOEs) (Maryland Historical
Trust 2002). Below are our comments on the new survey data.
The Addendum contains determinations of eligibility for three new properties within the area of
potential effect of the proposed tower. Based on the submitted documentation, the Trust concurs
with the recommendations as noted in the following table.

The Addendum's eligibility evaluation supports the determination made by the Trust in February
2003 that the Lambs Knoll forestry tower is ineligible for the National Register of Historic
Places due to a loss of integrity. Constructed circa 1962, the U.S. Army Facility was evaluated
against Criteria Consideration G for exceptional importance and subsequently recommended as
ineligible since the history of the facility and photographs are unobtainable due to security
concerns. Until such time that the facility is no longer top-secret and the significance can be
examined more thoroughly, the Trust concurs that the Lambs Knoll U.S. Army Facility is
ineligible for the National Register.
The eligibility and significance of the Appalachian National Scenic Trail (AT) is a more
complicated issue. Because this linear district spans thousands of miles and many jurisdictions,
it is impractical and beyond the scope of this undertaking to survey and evaluate the resource in
its entirety. However, with linear resources such as roads and railroads, it is common practice to
evaluate them in appropriately determined segments. Although the Addendum suggests that the
entire AT is eligible, the Trust restricted its evaluation to the four -mile segment nearest the
proposed tower. We believe that within the context of the entire Appalachian Trail, this portion
is eligible for the National Register under Criteria A and C. It bears significance for its
association with regional planning and the garden city movement and as a constructed wilderness
envisioned by Benton MacKaye and the Regional Planning Association of America. Significant
features of the trail include the contrived wilderness landscape and pathways and the occasional
shelters found along its length. This portion of the AT retains its overall integrity of design,
feeling, and association despite the modern adjacent intrusions of the extant towers and federal
facility.
The Addendum also includes a revised assessment of effect for the newly evaluated resources. A
thorough series of photographic simulations illustrating the potential visual effects of the
proposed tower on the AT are included with the Addendum. The photographs and simulations
demonstrate that the proposed 180 -foot lattice tower would only be visible from a few locations
on the AT. Therefore it is recommended that the proposed tower would have no adverse effect
on the AT because of the existing intrusions visible from the trail and because the appearance of
the proposed tower from the National Register AT would not diminish the integrity of the
significant features which render it eligible for the National Register of Historic Places. After
reviewing the additional documentation, and taking into consideration the AT, Trust concludes
that the new information does not change our prior determination of no adverse effect to historic
properties.

6633 Old National Pike that is identified in the Washington County Historic Sites Survey as site # WA -11-
007 (a copy of the information is enclosed for your use). In accordance with Washington County policies,
the Historic District Commission (HDC) must have the opportunity to review and comment on the
proposed demolition prior to the permit issuance. The Planning Commission may also be provided the
opportunity to comment if the HDC is opposed to the demolition.
This letter is to inform you that the application has been rescheduled on the Historic District
Commission's May 5, 2004 agenda. It was originally scheduled for review during the April meeting
which was cancelled. The meeting begins at 7:00 pm in Conference Room "A" in the Washington County
