The project consists of filling grout in the undermined area of the invert slab of Struchixe NO 21199X0 a box culvert that is owned by State Hiahwav Admmistrahon (SHA). The project would line the existing opening with a smaller diameter pipe and connect with the - - - ,.-.- Park. County: Washington 7.5" Topographic Map Name: Hancock (WV) Project Type: 8 Actions Taken: The area of potential effects (APE) is restricted to the area of direct construction impacts to Structure No 21199X0 which is owned by SHA and located within the existing SHA-right-of-way. Structure No, 21199X0 is a box culvert that was built in 1959 Box culverts are not considered eligible for the National Register of Historic Places therefore no historic structures will be impacted by the proposed project Although adjacent to a concrete arch which is located within the boundaries of the C and 0 Canal National Park the proposed repairs ate limited to the SHA-owned box culvert. Given the minor scope of this project., is unlikely to have any impact on the historic properties. The APE for the project includes the area of direct construction impact, which is limited to the existing box culvert. No new ground disturbance will occur as a result of the proposed repairs. No field visit was made due to the minor nature of the project No archeological sites are recorded within the APE, nor has it been systematically surveyed Due to the minor nature of the project, it is unlikely that significant archeological resources will be impacted by the undertaking as planned. According to the Small Structures on Maryland's Roadways Historic Context Report, pines are very common and are not considered eligible for the National Register of Historic Places. Since there are no historic structures located within the APE none will be impacted by the proposed under at king. ING I r'i°lG DEPT, 2380221--B00100 Williamsport Actions Taken: The area of potential effects (APE) is restricted to the area of direct construction impacts within the existing 511A -right -of -war. Bridge No. 2100100 was previously determined not eligible for the National Register of Historic Places as part of the Historic Bridge Inventory. The SHA-G1S Cultural Resources Database indicates that Bridge No 2100100 is partially located within the boundaries of the C and 0 Canal National Historical Park: however, the proposed repairs are limited to the piers which are located within the Potomac River. As such, the project is unlikely to have any impact on the C and O Canal National Historical Park. SEA Archeologist April Fehr assessed the archeological potential of the APE based on a review of the SHA-GIS Cultural Resources Database and mapped archeological resources. The APE is confined to the bridge and minor work on the roadway joints. Several archeological sites are mapped near the eastern end of the bridge on its north side (18WA480 18WA478 18WA481 18WA479). Although the presence of these recorded sites suggests that the immediate environs of the bridge have a high potential to contain archeological resources, none of these sites are within the APE nor will they be affected by the proposed bridge repairs. Given the minor nature of the proposed bridge repairs and the fact that all work will be confined to the previously disturbed piers and roadway, the project is unlikely to affect significant archeological resources. Kodlick Senior Project Manager BL Companies 830 Sir Thomas Court Harrisburg, PA 17109 RE: BL Project No. 04L976 Dear Mr. Kodlick: At their meeting on Wednesday, June 2, 2004, the Washington County Historic District Commission reviewed your invitation to comment packet for the proposed telecommunications tower for Shenandoah Telephone Company (Shentel) — Site ID No. 445 (Fairgrounds Site), Washington County Fairgrounds, Hagerstown, Maryland. In your correspondence, you requested our comments regarding the project's potential adverse effect on an historic property. After review and discussion of the proposed tower site, the Commission feels that this is an inappropriate site for a cell tower due to its location in the middle of an historic community park. This cell tower would also be within the viewshed area of three historic districts in the City of Hagerstown. The Commission feels that there should be a more appropriate location within the City that would not have such an adverse effect on so many historical properties. The Commission received a copy of the demolition permit application, historic inventory information and location maps prior to the meeting. During the meeting, you provided several photographs and verbal information regarding the condition of the building to support your application. After reviewing the information provided and a brief discussion with you, the Historic District Commission passed a motion not to oppose the demolition of the portion of the 40' x 80' barn as requested due to your attempts to document the historical value of the structure and to reuse lumber from the original structure to restore the wagon shed. This recommendation will be forwarded to the Washington County Department of Permits and Inspections.
