CONTACTPERMRS DEPARTM➢NT AT(]01) ]91-5065 VOICE/GIG TO MAKE WWW.washCO-md.net RECYCLEDPAPER MINUTES HISTORIC DISTRICT COMMISSION FOR WASHINGTON COUNTY OCTOBER 15, 2003 A &B CALL TO ORDER AND ROLL CALL The regular monthly meeting of the Historic District Commission was called to order by Chairman Michael Gehr at 7:00 p.m. on October 15, 2003 in Conference Room "A" of the Washington County Administrative Annex Building. Members present included Frank Artz, Jane Hershey, Eleanor Lakin, Merry Stinson, and County Commissioner Doris Nipps. Staff members Steve Goodrich and Kristin DeBold were also present. .. u'�i1►1111.➢Pld' Frank Ariz made a motion to approve the minutes of the September 2003 meeting with the inclusion of Merry Stinson's abstention from the vote on the Draft of the text of the Rural Village Zoning Designation, and with the correction to the spelling of Rhorersville. This motion was seconded by Merry Stinson and unanimously approved. D. COMMUNICATIONS & BILLS 1. CLG Evaluation Included in the agenda material was a letter from the Maryland Historical Trust regarding the CLG's performance. Steve Goodrich mentioned that as part of CLG responsibilities an annual; report must be submitted and they are used to assess the CLG's performance in order to retain the designation. Only one area was noted as needing attention which was specific reference to standards when making motions and approvals of design reviews. Overall the Conunission's evaluation was good. A question arose about training and Steve Goodrich mentioned that it is a requirement of CLG designation that members attend one approved training session per year. He agreed to contact MHT about meeting with other HDC's such as Frederick County and what other options are available. 2. FORUM NEWS- For information only. No action was needed or taken. 3. Preservation magazine- For information only. No action was needed or taken. 4. SUA-I81 improvements A letter from the SHA was included in the agenda material. It identified a list of sites, structures and archeological sites and eligibility of each for National Register nomination as part of the determination of no effect from the proposed improvements. No action was needed or taken. E. UNFINISHED BUSINESS 1. Permits #2002-09083 & 09084 (Todd and Tracey Bowman, 7202 Dam #4 Road) A copy of a letter to the Bowman's was included in the agenda material. It provides one last opportunity to provide previously requested information to complete the permit review that has been pending for over a year. No action was needed at this time. F. Enjoy your evening off. There will be a meeting on January 7, 2004 and the Commission will need to decide on a project for the 2004 CLG grant application. The Commission has often discussed the need for continuing survey work and I'm already planning to prepare an application for that kind of project. However, if there are other proposals they can certainly be considered. I'll plan to see everyone on January 7, 2004. October 8, 2003 Mr. and Mrs. Todd A. Bowman 7202 Dam #4 Road Sharpsburg, MD 21782 Dear Mr. And Mrs. Bowman: On June 9, 2003, Paul Prodonovich, at that time Director of the Department of Permits and Inspections, wrote you a letter regarding construction of two stairways on the rear of your dwelling without approved building permits. The stairways were photographed by a Washington County building inspector and those photographs were used as substitutes for previously requested accurate scale drawing to present to the Historic District Commission to complete its review and approval of the permit applications (#2002- 09083 & 2002-09084). The applications have been under review since before January 2003. During its meeting on July 2, 2003 the HDC disapproved the design as represented in the photographs stating that the handrails and balusters were of an inappropriate design for the existing dwelling that they are attached to. Since that time I have requested at least twice that you provide accurate scale drawings of an appropriate design for these stairways and railings so the Commission can complete its review and the permits can be issued. The requested drawings have not been provided. This is to advise you of your last opportunity to provide the requested materials. Accurate and detailed scale drawings of the stairs and railings in a design that meets the Commission design guidelines (enclosed) must be provided to this office no later than November 24, 2003 for review by the HDC on December 3, 2003. If the information is not provided as requested to allow the HDC to complete its review of the applications the matter will be referred to the State's Attorney for legal action as described in Mr. Prodonovich's June 9, 2003 letter.
