Dear Mr Ride
As you know, the Washington County. Historic District Commission (HDC) reviewed
demolition permits for structures on Airport property. located at 18860 Air View Road during its
meeting on June 4, 2003. Your attendance and detailed explanation of the need for the
demolition is greatly appreciated. The structures on the site are identified in the Historic Sites
Survey as site # WA -I-247. The dwelling was demolished in 1993. The remaining buildings are
in the path of the proposed runway extension and associated protection zones. URS Corporation,
consultant to the Airport, has proposed, and the Maryland Historical Trust has agreed, that the
buildings are not eligible for the National Register of Historic Places. They lack significance for
their method of construction or architecture and their architectural integrity has been
compromised by extensive alterations. Following the presentation and in consideration of all the
information provided, the HDC voted in favor of presenting no opposition to the demolition.
Included in the Commission's action was the recommendation that the frame barn that is
proposed to be demolished first be documented through photographs and measured drawings
which can be retained for future reference.

Historical, Architectural, Archaeological, and
Cultural Resources
Consideration of effects to cultural resources is mandated by Section 106 of the
NHPA, as amended (16 USC 470-470w-6). Section 106 requires Federal agencies to take
into account the effects of their undertakings on historic properties, and afford the Advisory
Council on Historic Preservation (ACHP) an opportunity to comment on such undertakings.
The procedures for implementing Section 106 are contained in the ACHP regulations 36
CFR Part 800, "Protection of Historic Properties,"
The requirements of these regulations apply to Federal undertakings. These
regulations define a Federal undertaking as an action that is proposed by a Federal agency (or
a project proposed by others that will receive funding, permits, licenses, or authorizations
from Federal agencies) that has the potential to affect historic properties. Historic properties
are defined as properties that are either listed in or eligible for listing in the NRHP, including
buildings, structures, historic districts, objects sites, or archaeological resources. The
regulations implementing the NRHP may be found in 36 CFR 60.4.
Section 106 Area of Potential Effect
URS Corporation, acting on behalf of HGR, initiated consultation with the MHT
in June 2001. URS informed the MHT of the proposed Five -Year CIP for HGR and
requested their assistance in identifying cultural resources issues. Prior to consultation
between URS Corporation and MHT, HGR exchanged correspondence with the MHT
regarding documentation needs for the Brumbaugh-Kendle-Grove Farmstead, a historic farm
located on Airport property (see Appendix B).
An initial step in the review process outlined in the Section 106 regulations is to
determine the area within which historic properties will be affected, or are likely to be
affected, by an undertaking. This area is called the Area of Potential Effects (APE), The
APE is the geographic area or areas within which an undertaking may directly or indirectly
cause changes in the character or use of historic properties, if any such properties exist [36
CFR 800.16(d)]. Such changes may include physical destruction, damage, or alteration of a

property; change in the property's use, character, or of physical features within its setting
which contribute to its historic significance; or the introduction of visual, atmospheric, or
audible elements that diminish the integrity of the property's significant historic features [36
CFR 800.5(a)(2)].
The APE for historic properties encompasses the limit of disturbances associated
with the runway and taxiway extensions to the east and west, the relocated RPZs, the future -
year DNL 65 noise exposure contours (as shown on the current. HGR ALP), and the US 11
relocation study corridors (see Exhibit III -10).

identified within the project's APE:

One resource, the Brumbaugh-Kendle-Grove Farmstead, has been determined to
be eligible for the NRHP. The other ten resources, including the Swisher -Martin Farmstead,
are not eligible for the NRHP, either individually or as part of a historic district, due to a
general loss of integrity and/or the insignificant nature of the resources' architecture and
building history.
The resources have been fully documented with photographs and site plans on the
Maryland Inventory of Historic Properties survey forms and await MHT concurrence on
these determinations of eligibility. The forms were submitted in August 2001. A summary
of historic architectural resources is located in Appendix E.
The Brumbaugh-Kendle-Grove Farmstead, located southeast of the Airport,
contains eleven intact standing resources on its approximately 84.6 acres of limestone -strewn
pasture and farmland, These include the c. 1895, brick, vernacular/Italianate-style farmhouse
and washhouse; a late eighteenth- and nineteenth-century family cemetery; a stone
smokehouse and brick patterned -end barn that date from the last third of the nineteenth
century; and a chicken house, well pump, garage, chicken house/corn crib/wagonhouse, hog
pen/corn crib, and silo dating from the early twentieth century. Jacob and Mary Brumbaugh
first settled this farmstead, on which they are buried, in the mid -eighteenth century. 'the
farmstead's earliest buildings are probably its brick barn and stone smokehouse, which were
likely erected by Upton S. Brumbaugh in the 1860s or 1870s. Samuel M. and Mollie Kendle
built the farmhouse in 1895. From 1924 to 1997, the house was occupied, and the farm
worked, by I. Luther Grove and his son, Luther Grove, Jr.
The Brumbaugh-Kendle-Grove Farmstead, which retains all of its NRHP
elements of integrity, is eligible for listing in the Register under Criterion A, for its
connection with the early settlement of Washington County and the history of agriculture in
the county in the late nineteenth and twentieth centuries. It is eligible under Register
Criterion C for its intact vemacular/Italianate-style residence and associated outbuildings,

particularly its decoratively ventilated, brick -end, bank barn. The Bnunbaughs were early
settlers and the Kendles successful farmers, giving them some local notoriety, but they did
not attain the level of significance required for NRHP eligibility under Criterion B. Because
of numerous modern changes to and intrusions in the area, including the construction of
modem housing developments and HGR, the farmstead is not Register -eligible as part of any
historic district or rural historic landscape.
The 84.6 -acre farmstead was purchased by the County for airport -related use in
1999 and has been unoccupied since that time. Several of the structures, including the
farmhouse and barn, have been subject to vandalism in spite of the County's attempts at
securing the structures.
A recent structural survey of the farmhouse and its outbuildings has concluded
that the balconies and second -floor ceiling/attic floor of the farmhouse are structurally
unsound and pose a safety and liability concern to the County. In addition, the stone
smokehouse was found to have a severe crack in one wall and is in danger of collapse.
Archaeological Resources
Phase I field investigations focused on three objectives. The first of these was the
eastward extension of Airport Runway 9-27, which would be built on the east side of US 11
and across a landscape of cornfields and limestone outcrops. The cultural resource survey
conducted for the proposed runway alternatives involved the placement of 187 shovel test
pits along nine parallel transects. No historic or prehistoric archaeological materials or
features were present in the areas tested.
The second objective was to investigate the potential corridors for relocating US
11. A total of 204 shovel test pits were placed in the realignment alternatives. No
archaeological resources were located within any of the corridors.
The third and final objective was focused on the Brumbaugh-Kendle-Grove
Farmstead, Fieldwork was initially carried out in the immediate vicinity of the farmhouse.
Additional shovel testing was conducted just northeast of the farmhouse, to cover the area

believed to be the location of an original farmhouse pre -dating the existing structure. The
efforts yielded late 18th and 19`h century historic material from nearly all of the shovel test
pits. A walkover in parts of the adjacent cornfields did not reveal any additional artifacts.
These artifacts suggest the presence of additional historic archaeological deposits or features.
If additional deposits and intact features are present, the archaeological component of this
farmstead may be eligible for listing in the NRHP.
The Swisher -Martin Farmstead, located northeast of the Brumbaugh-Kendle-
Grove Farmstead, consists of: a c. 1880 bank barn; late -nineteenth century cart shed, chicken
house, and field shed; and non -historic office, storehouse, and two silos. The barn is a large
frame standard Pennsylvania bank barn in fair condition. However, due to a lack of
maintenance, the barn is slowly deteriorating, with sections of roofing missing. The
farmhouse associated with this property was demolished in 1993.
A farmhouse was not present in this location in 1859, as revealed by a historic
atlas from the same year. By 1877, a farmstead is present under the ownership of G.
Swisher. A 1977 survey form, which records the property as the Martin Farm, notes the
since -demolished farmhouse was built c. 1890. It is unclear if the barn and related historic
outbuildings were built during the Swisher ownership or later, perhaps when the house was
built c. 1890.
The Swisher -Martin Farmstead is not eligible for listing on the NRHP under
Criteria A, B, and C (as specified in 36 CFR 60.4). The resource is not significant for its
method of construction or architecture (Criterion C). The farmstead has been heavily altered
from its original appearance, compromising its architectural integrity. Alterations include the
demolition of the farmhouse and the construction of modern outbuildings. As a result of
these wholesale changes, the barn and related historic outbuildings no longer retain their
historic context, and the property's integrity of design, materials, workmanship, and feeling
has been compromised. Architecturally, the barn is a fairly typical bank barn, not unlike
many found throughout Washington County. Moreover, archival research conducted at local
and county libraries and historical societies, and investigations of cultural resource studies at
MI -IT have produced no information indicating the resource to be significant for its
associations with significant events or persons

The survey identified one archeological site and sixteen properties with standing structures
within the area investigated. We concur with URS Corporation's evaluations of these

warranted to conclusively determine the National Register eligibility of the archeological
site, if ground -disturbing activities are proposed for the site area in the future. Further
investigations in the remainder of the five-year CIP areas are not necessary given the
negative survey results in these areas,

Historic Structures: The historic properties survey identified one National Register eligible property, the
Bmmbaugh-Kendle-Grove Farmstead (Farmstead) (MII-IP WA -1-480) The remaining fifteen properties have
been determined ineligible. Attachment 4 lists the Trust's specific comments on the Maryland Inventory of
Historic Places (M1J-IP) forms. Please resubmit with the appropriate changes. In a letter dated 6 September
2001, the Washington Airports District Office (WADO) stated that HRA intends to demolish the Farmstead.
On 12 October 2001 OIlS Consultants sent a copy of the structural integrity survey to aid in our review.
After reviewing the survey, it is the Trust's opinion that the Farmstead could reasonably be rehabilitated.
In a 28 June 2000 letter to Mr. Phillip Ridenour, the Trust encouraged HRA to "consider all prudent and
feasible options" for the Farmstead• While WADO has stated that it has been "unable to identify another
alternative to demolition," and that they have been "reviewing all prudent and feasible options" as we
recommended, the Trust has received no documentation or evidence of this effort. Therefore, we request
copies of any studies regarding possible uses for the Brumbaugh-Kendle-Grove Farmstead. Please keep in
mind that if the Farmstead were to be listed in the National Register of Historic Places, state and or federal tax
credits could be utilized to assist with rehabilitation efforts.
We look forward to continuing consultation with the involved parties as project planning proceeds to complete

One resource, the Brumbaugh-Kendle-Grove Farmstead, has been determined to
be eligible for the NRHP. The other ten resources, including the Swisher -Martin Farmstead, are not eligible for the NRHP, either individually or as part of a historic district, due to a
general loss of integrity and/or the insignificant nature of the resources' architecture and
building history.
The resources have been fully documented with photographs and site plans on the
Maryland Inventory of Historic Properties survey forms and await MHT concurrence on these determinations of eligibiJny The forms were submitted in August 2001. A summary
of historic architectural resources is located in Appendix E.
The Brumbaugh-Kendle-Grove Farmstead, located southeast of the Airport,
contains eleven intact standing resources on its approximately 84.6 acres of limestone -strewn
pasture and farmland. These include the c. 1895, brick, vernacular/Italianate-style farmhouse
and washhouse; a late eighteenth- and nineteenth-century family cemetery; a stone
smokehouse and brick patterned -end barn that date from the last third of the nineteenth
century; and a chicken house, well pump, garage, chicken house/corn crib/wagonhouse, hog
pen/corn crib, and silo dating from the early twentieth century. Jacob and Mary Brumbaugh
first settled this farmstead, on which they are buried, in the mid -eighteenth century. The
farmstead's earliest buildings are probably its brick barn and stone smokehouse, which were
likely erected by Upton S. Brumbaugh in the I860s or 1870s. Samuel M. and Mollie Kendle
built the farmhouse in 1895. From 1924 to 1997, the house was occupied, and the f@rm
worked, by I. Luther Grove and his son, Luther Grove, Jr.
The Brumbaugh-Kendle-Grove Farmstead, which retains all of its NRHP
elements of integrity, is eligible for listing in the Register under Criterion A, for its
connection with the early settlement of Washington County and the historyof agriculture in
the county in the late nineteenth and twentieth centuries. It is eligible under Register
Criterion C for its intact vemacular/Italianate-style residence and associated outbuildings,

believed to be the location of an original farmhouse pre -dating the existing structure. The
efforts yielded late 181i and 19th century historic material from nearly all of the shovel test
pits. A walkover in parts of the adjacent cornfields did not reveal any additional artifacts.
These artifacts suggest the presence of additional historic archaeological deposits or features.
If additional deposits and intact features are present, the archaeological component of this
farmstead may be eligible for listing in the NRHP.
The Swisher -Martin Farmstead, located northeast of the Brumbaugh-Kendle-
Grove Farmstead, consists of: ac. 1880 bank barn; late -nineteenth century cart shed, chicken
house, and field shed; and non -historic office, storehouse, and two silos. The barn is a large
frame standard Pennsylvania bank barn in fair condition. However, due to a lack of
maintenance, the barn is slowly deteriorating, with sections of roofing missing. The
farmhouse associated with this property was demolished in 1993.
A farmhouse was not present in this location in 1859, as revealed by a historic
atlas from the same year. By 1877; a farmstead is present under the ownership of G.
Swisher. A 1977 survey form, which records the property as the Martin Farm, notes the
since -demolished farmhouse was built c. 1890. It is unclear if the barn and related historic
outbuildings were built during the Swisher ownership or later, perhaps when the house was
built c. 1890.
The Swisher -Martin Farmstead is not eligible for listing on the NRHP under
Criteria A, B, and C (as specified in 36 CFR 60.4). The resource is not significant for its
method of construction or architecture (Criterion C). The farmstead has been heavily altered
from its original appearance, compromising its architectural integrity. Alterations include the
demolition ofthe farmhouse and the construction of modem outbuildings. As a result of
these wholesale changes, the barn and related historic outbuildings no longer retain their
historic context, and the property's integrity of design, materials, workmanship, and feeling
has been compromised. Architecturally, the barn is a fairly typical bank barn, not unlike
many found throughout Washington County. Moreover, archival research conducted at local
and county libraries and historical societies, and investigations of cultural resource studies at
MHT have produced no information indicating the resource to be significant for its
associations with significant events or persons.

On 21 September 2001, the Trust received a copy of the draft report on the cultural
resources investigations conducted for the above -referenced project. URS Corporation
prepared and submitted the draft on behalf of the Hagerstown Regional Airport (BRA) as
part of continuing consultation under Section 106 of the National Historic Preservation
Act of 1966, as amended. The draft presents the results of efforts to identify historic
structures and archeological resources that may be affected by implementation of the five-
year Capital Improvement Program (CIP). Our comments are presented below and in the
attachments to this letter.
Trust staff reviewed a copy of the following draft report: Phase I Terrestrial
Archeological Survey and Historic Architectural Resource Survey for Runway 9-27
docum
Etiension and Relocation, US Route ll (Barse et al. 2001). The report presents succinct
documentation of the study's goals, methods, results, and recommendations The draft
generally meets the requirements of the Standards and Guidelines for Archeological
Investigations in Maryland (Shaffer and Cole 1994). Attachment I lists the Trust's
specific comments on the draft itself. We ask the Airport to. have [IRS Corporation
address these issues in the preparation of the final document. We look forward to
receiving a copy of the final report, when it is available.
The survey identified one archeological site and sixteen properties with standing structures
within the area investigated. We concur with URS Co oration's evaluations of these
resources. See Attachments 2 and 3.
