The Regular Meeting of the Board of County Commissioners was called to order at
8:15 a.m. by the President, Ronald L. Bowers, with the following members present:
Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R.
Salvatore and Martin L. Snook.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Snook, seconded by Salvatore to convene in Executive
Session at 8:15 a.m. in regard to property matters, pursuant to the authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Snook to reconvene in Regular
Session at 9:00 a.m. Unanimously approved.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. R. D. Smith, Hancock Assembly of God, followed
by the Pledge of Allegiance to the Flag by the full Assemblage.
PROCLAMATION - TOURISM WEEK
Motion made by Commissioner Salvatore, seconded by Snook to Proclaim the Week of
May 18-24, 1986, as Washington County Tourism Week and call upon the people of
Washington County to observe this week with appropriate ceremonies and activities.
Unanimously approved.
Commissioner Salvatore read the Proclamation and presented a copy to Barbara
Wetzel, Community Coordinator.
PROCLAMATION - SPECIAL OLYMPICS WEEK
Motion made by Commissioner Snook, seconded by Roulette to Proclaim the Week of May
11-18, 1986 as Special Olympics Week in Washington County and call upon all
citizens to take part in and support the Special Olympics sponsored by the
Hagerstown Jaycees. Unanimously approved. Commissioner Bowers read the
Proclamation and presented a copy to Roger Abraham, one of the Special Olympics
participating athletes.
PROCLAMATION - OSTEOPOROSIS AWARENESS WEEK
Motion made by Commissioner Roulette, seconded by Salvatore to Proclaim the Week of
May 11-17, 1986 as Osteoporosis Awareness Week and call upon all citizens to
support the fine work of the Osteoporosis Awareness Committee. Unanimously
approved.
PROCLAMATION - RETIRED SENIOR VOLUNTEER PROGRAM WEEK
Motion made by Commissioner Downey, seconded by Snook to Proclaim the Week of 11-
17, 1986 as Retired Senior Volunteer Program Week in Washington County, letting it
be known that we have both faith in, and respect for our Senior Citizens, who
devote so unselfishly of their time, talents and love. Unanimously approved.
HISTORIC PRESERVATION AWARD
David T. Cottingham was presented the 8th annual Historic Preservation Award for
his work during the past year as Chairman of the Washington County Committee of the
Maryland Historic Trust. In accepting the award, Mr. Cottingham attributed the
foresight and determination of the late Mary Vernon Mish to opening the eyes of the
people in Washington County to their wonderful historical heritage.
HOLLY PLACE PROJECT
Neil Curran, Executive Director of the Department of Housing & Community
Development, along with Richard Willson, Housing Specialist, appeared before the
Commissioners to inform them that final funding is assured for the Holly Place
Project, a 15 -unit complex for frail elderly. They said that to secure the loan of
$150,000 from the Community Development Administration, an escrow account of
$25,000 must be established to cover shortfalls in debt service and operating costs
during the first 2 years of operation. The Housing officials further stated that
all but $11,592 of the escrow funds had been committed by the Homeowners Foundation
and requested permission to transfer that amount from surplus funds connected with
the rehab program.
MOTION made by Commissioner Downey, seconded by Roulette to grant the following
request and approve of the transfer of $11,592 from the interest bearing account
connected with the rehab program to an escrow account for the Holly Place Project.
Unanimously approved.

RESOLUTION RE FY 1987 UNIFIED PLANNING WORK PROGRAM
Motion made by Commissioner Roulette, seconded by Salvatore to adopt a Resolution
that the Washington County Commissioners acting as the Hagerstown Area Metropolitan
Planning Organization endorses the FY 1987 Unified Planning Work Program and
approves its submission to the appropriate Federal agencies. Unanimously approved.
BUDGET REVIEW
The Commissioners met with the Director of Finance for a final review of the FY
1987 Budget prior to holding a public hearing on the proposed budget on May 20th.
BID OPENING - TENNIS COURTS AT DOUBS WOODS PARK
Bids for repairing, overlaying and sealing the tennis courts at Doub's Woods Park
were publicly opened and read aloud. Firms participating in the bidding and their
proposals were as follows: HAR-TRU CORPORATION - $11,860, American Tennis Courts,
Inc. - $12,440. The bids will be reviewed by appropriate officials prior to a
decision being rendered.
APPLICATION FOR AGRICULTUAL PRESERVATION DISTRICT - LUROSE ESTATES
Motion made by Commissioner Downey to accept the recommendation of the Agricultural
Preservation Advisory Board and APPROVE of the application of LuRose Estates, Inc.
for designation of 129.62 acres located in the community of Paramount as an
Agricultural Preservation District, and to concur in said Board's recommendation
that the application be amended to exclude a 50' right of way that may be required
to accommodate future needs. Motion DIED for lack of a second.
APPLICATION FOR AGRICULTURAL PRESERVATION DISTRICT - LUROSE ESTATES
Motion made by Commissioner Salvatore to DENY the application of LuRose Estates,
Inc. for designtion of 129.62 acres located in the community of Paramount as an
Agricultural Preservation District. Motion DIED for lack of a second.
DECISION RE CONFEDERATE HILLS SUBDIVISION APPEAL
Motion made by Commissioner Salvatore, seconded by Snook to AFFIRM the decision of
the Sanitary Commission to not exclude the Confederate Hills Subdivision from the
Keedysville/Sharpsburg Sanitary Subdistrict. Unanimously approved.
OVERTIME PAY FOR DEPUTIES
Motion made by Commissioner Roulette, seconded by Downey to allocate an additional
$1,000 for Overtime in the Sheriffs Department Budget to pay deputies for
assignments to Hands Across America and Halfway Park Days. Unanimously approved.
ELECTRIC SERVICE FOR HALFWAY PARK POOL
Motion made by Commissioner Snook, seconded by Roulette to enter into an agreement
with the Potomac Edison Company for the installation of electrical equipment to
service the Halfway County Park Swimming Pool at a cost of $7,268, and to
appropriate these funds from Capital Contingency. Unanimously approved.
EMPLOY PLAYGROUND DIRECTORS
Motion made by Commissioner Salvatore, seconded by Roulette to employ Pamela Holder
at Boonsboro, Amy Myers at Clear Spring, Tammy McCusker at Hancock and Evelyn
Saunders at Wheaton Park to fill existing vacancies in the positions of Director
for the Recreation Commission's Summer Playground Program. Unanimously approved.
EMPLOY SUBSTITUTE BUS DRIVERS
Motion made by Commissioner Salvatore, seconded by Roulette to employ Gerald
Langenstein, DeEtta Lesher and Irana Ward in the positions of substitute bus driver
for the County Commuter System to fill existing vacancies. Unanimously approved.
EMPLOY PARK GUARDS
Motion made by Commissioner Downey, seconded by Roulette to employ Phillip Poole
and Charles Barr in the positions of Park Guards to fill existing vacancies.
Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Salvatore, seconded by Downey to adjourn at 12:00
noon. Unanimously approved.
