The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey and John R. Salvatore.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Rev. Wendell Gross, First Baptist Church, followed
by the Pledge of Allegiance to the Flag by the full Assemblage.
BICYCLE TOUR MAPS
Jack Hawbaker, Executive Director of the Planning Department, along with Bill
Stachoviak, Parks Planner, appeared before the Commissioners to show them the
Bicycle Tour Maps that had been produced by the Planning Department in conjunction
with the Tourism Department and to distribute the first copies. They said that the
maps would be available in Tourism at no charge. The Commissioners suggested that
signing of the routes should be investigated.
APPOINTMENTS - ECONOMIC DEVELOPMENT COMMISSION
Motion made by Commissioner Roulette, seconded by Salvatore to appoint Stephen B.
West to serve as a member of the Economic Development Commission in the category of
"Wholesale" for a three (3) year term. Unanimously approved.
Motion made by Commissioner Salvatore, seconded by Downey to appoint Richard Vidoni
to serve as a member of the Economic Development Commission in the category
"Tourism" for a three (3) year term. Unanimously approved.
APPOINTMENT TO CHILDREN'S COUNCIL
Motion made by Commissioner Roulette, seconded by Salvatore to appoint Vicki
Sadehvandi to serve as a member of the Washington County Children's Council for a
three-year term. Unanimously approved.
REAPPOINTMENTS TO TRANSPORTATION COMMISSION
Motion made by Commissioner Salvatore, seconded by Downey to reappoint Howard
Mendelsohn and Robert Johnson to serve as members of the Washington County
Transportation Commission for three year terms. Unanimously approved.
MINUTES OF APRIL 15, 1986
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners' Meeting of April 15, 1986, as submitted. Unanimously
approved.
APPLICATION FOR AGRICULTURAL PRESERVATION DISTRICT - LUROSE ESTATES
Motion made by Commissioner Downey to accept the recommendation of the Agricultural
Preservation Advisory Board and approve of the application of LuRose Estates, Inc.
for designation of 129.62 acres located in the Community of Paramount as an
Agricultural Preservation District, and to concur in said Board's recommendation
that the application be amended to exclude a 50' right of way that may be required
to accommodate future needs. Motion died for lack of a second.
LINE ITEM TRANSFER - TOURISM DEPARTMENT
Motion made by Commissioner Salvatore, seconded by Downey to approve of the
transfer of $4,000 in the Tourism Breezewood Center Budget from Salaries (26-406-
000) to Capital Outlay (26-487-000) for the installation of counters and racks.
Unanimously approved.
USE OF BUSES BY NATIONAL PARK SERVICE
Motion made by Commissioner Salvatore, seconded by Roulette to permit the National
Park Service to use five (5) of the old Flexette County Commuter buses during its
Canal Clean Up Camporee, with the provision that the county incurs no cost nor
liability during their use. Unanimously approved.
AMENDED POLICY RE USE OF BALL FIELDS
Motion made by Commissioner Downey, seconded by Roulette to approve of the Policy
as amended and submitted this date by the Parks & Recreation Board for the use of
ballfields in County parks. Unanimously approved.

APPEAL SANITARY COMMISSION'S DECISION RE KEEDYSVILLE/SHARPSBURG SUBDISTRICT
Palmer Dawson, Executive Director, and Robert Holsinger, Chairman of the Washington
County Sanitary Commission, met with the Commissioners in regard to the residents
of Confederate Hills Development appeal of the decision rendered by the Sanitary
Commission that this development will be included in the Keedysville/Sharpsburg
Sanitary District. The Commission officials stated that they had reviewed all
written and verbal protests and had decided to proceed with the construction of the
project in this subdistrict as originally contemplated. A letter from the Mayor
and Council of Sharpsburg and Council Members present at the meeting expressed
objection to granting of exceptions to any areas from the contemplated service
area. The Commissioners took the matter under advisement at this time.
COMMIT LOCAL FUNDS TOWARDS H.J.C. REROOFING PROJECTS
Motion made by Commissioner Downey, seconded by Roulette to petition the State
Board for Community Colleges for a grant of $218,806 for the reroofing of six (6)
buildings at the Hagerstown Junior College, and to commit local funding in the
amount of $132,294 over the next 12-18 months necessary to complete the project.
Unanimously approved.
AIRPORT USER AGREEMENT WITH MEDCO AND MKI
Motion made by Commissioner Roulette, seconded by Salvatore to concur with the form
of agreement as approved by the Airport Commission for MEDCO and MKI Limited
Partnership to have access to the Airport through a chain-link fence and over the
ramp previously used by Fairchild Republic. Unanimously approved.
APPLICATION FOR RAIL SPUR FUNDING
Motion made by Commissioner Salvatore, seconded by Roulette to submit an
application to the Economic Development Administration for a federal grant in the
amount of $512,000 to fund a portion of the cost of constructing a railway siding
in the 70/81 Industrial Park; to assure the availability of local funds in the
amount of $128,226 towards the project in the form of an interest free loan to the
Hagerstown/Washington County Industrial Foundation, with said loan to be repaid
from future land sales in the Park. Unanimously approved.
REZONING CASES RZ-335 & RZ-336
After due consideration of all the matters and facts adduced at the Public Hearing
held on March 18, 1986, the comments submitted in writing within the ten (10) day
period following said Hearing and the recommendations submitted by the Planning
Commission, the following decisions were rendered:

Motion made by Commissioner Roulette, seconded by Downey to APPROVE of the
application of Tru -Joy Homes, Inc. for the reclassification of land located at the
Southeast quadrant of the intersection of Bower Avenue and Cloverleaf Road
consisting of 1.2 acres, from Agriculture (A) to Residential Urban (RU) on the
basis of there having been a mistake in the original zoning based on the following
conclusions: 1. The presence of public facilities compounded by the residential
character of the neighborhood at the time of the original zoning indicates that a
mistake was made in the classification of the subject site. 2. The requested RU
zone is more compatible with the policies set forth in the Comprehensive Plan than
the present A Classification; it was further moved to adopt the Findings of Fact of
the Planning Commission in this Case as the Findings of Fact of this Board in
arriving at the above conclusions. Motion carried with Comissioners Roulette,
Downey, Salvatore and Bowers voting "AYE". Absent: Martin L. Snook.

Motion made by Commissioner Roulette, seconded by Downey to APPROVE of the
application of the Planning Commission for a Text Amendment to Section 4.11 of the
Zoning Ordinance to provide for the following new wording: "A SITE PLAN SHALL BE
SUBMITTED FOR REVIEW BY THE PLANNING COMMISSION FOR NEW DEVELOPMENT IN THE RM, PUD,
BL, BG, PB, IR, IG, IM, PI, HI AND AP DISTRICTS AND FOR ALL MAJOR ADDITIONS TO
EXISTING USES IN THESE DISTRICTS. A SITE PLAN SHALL ALSO BE REQUIRED FOR ALL NEW
SCHOOLS AND COLLEGES IN ANY ZONING DISTRICT. A MAJOR ADDITION SHALL CONSTITUTE
ONLY THOSE ADDITIONS TO THE USE OF THE SITE AND PHYSICAL EXPANSION OF ON-SITE
STRUCTURES WHICH WILL DIRECTLY AFFECT THE FUNCTION OF THE SITE OR POTENTIALLY
AFFECT THE SURROUNDING AREA. ANY SUBSTANTIAL CHANGE OF USE CLASSIFICATION,
ALTERATION OF ON-SITE PARKING REQUIREMENTS, POTENTIAL ADVERSE IMPACTS OF OFF-SITE
STORM WATER DRAINAGE, INCREASED DEMAND FOR PUBLIC WATER AND SEWERAGE OR ADDITIONS
WHICH WILL CAUSE THE REROUTING OF TRAFFIC CIRCULATION SHALL BE CONSTRUED AS 'MAJOR
ADDITIONS'.": it was further moved to adopt the Findings of Fact of the Planning
Commission as the Findings of Fact of this Board in arriving at the above
decision. Unanimously approved.

BUDGET REVIEW SESSION
The Commissioners spent the time between 10:30 a.m. and 11:00 a.m. reviewing the FY
1987 Budget.
VISIT FROM MACO OFFICIALS
Raquel Sanudo, Executive Director, and Hugh Nichols, President of the Maryland
Association of Counties, visited with the Commissioners to discuss matters of
mutual interest, which included the future of Revenue Sharing, the need for
Civiletti type funding for community colleges, Gramm-Rudman's impact on funding for
local service agencies, including the Commission on Aging, and the loss of funds
due to the State's census calculations. The Commissioners were informed that MACo
had been designated as the conduit for assembling information from the local
subdivisions for submission to the Governor's Commission on Excellence in Higher
Education, and any statement or comments from Washington County should be submitted
in writing to MACo. Mr. Nichols also stated that, within his own local
subdivision, a comprehensive survey had been made on every area affected by Gramm-
Rudman cutbacks in funding and copies of this survey would be sent to Washington
County.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Roulette to convene in Executive
Session at 11:20 a.m. in regard to personnel, property and legal matters, pursuant
to the Authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated
Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Downey to reconvene in Regular
Session at 12:00 noon. Unanimously approved.
ESTABLISH RATE OF PAY FOR BUS DRIVER TRAINING
Motion made by Commissioner Salvatore, seconded by Downey to establish the rate of
$5.00 per hour for County Commuter bus driver trainees. Unanimously approved.
TRANSFER TO POSITION OF FLOATER SECRETARY
Motion made by Commissioner Roulette, seconded by Downey to approve of the transfer
of Janet Walkley from the Accounting Department to Administrative Secretary/Floater
in the County Administrator's Office. Unanimously approved.
EMPLOY INFORMATION SPECIALISTS FOR BREEZEWOOD CENTER
Motion made by Commissioner Roulette, seconded by Salvatore to employ Edna
Hendershot and April Gordon as Information Specialists for the Breezewood Center to
fill one part-time and one full-time position. Unanimously approved.
RECESS
The Meeting was recessed at 12:10 p.m. for the annual elected officials luncheon at
the Career Studies Center and inspection of the facilities at the Washington County
Museum of Fine Arts.
AFTERNOON SESSION
The Afternoon Session was convened at 2:00 p.m. with President Bowers presiding and
Vice President Roulette and Commissioners Downey and Salvatore present.
FY 1987 BUDGET REVIEW
The Afternoon Session was spent reviewing the FY 1987 Budget.
